HomeMy WebLinkAboutResolution 4435-04-2015 i i i I A Resolution NO. 4435-04-2015 AUTHORIZING THE APPLICATION FOR AND ACCEPTANCE OF$80,000.00 IN GRANT FUNDS FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION FOR THE STATE JUSTICE ASSISTANCE GRANT AND THE MAKING OF ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) is funding grant projects throughout the state; WHEREAS,the City of Fort Worth (City), by and through its Police Department, has written a grant application for submission to the CJD for the following project: The Fort Worth Police Department is seeking to purchase improvements for the Fort Worth Police Department Zero Tolerance Teams. The improvements include ballistic shields and a deployment van. WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth that the State Justice Assistance Grant be operated for the Fiscal Year 2016 Grant Cycle; and WHEREAS, approval by the CJD of the grant application is contingent upon the passage of a G resolution by the City containing certain assurances. i NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT i WORTH,TEXAS,THAT: 1. The City Council ratifies the submission of the grant applications to the Office of the Governor, Criminal Justice Division, for the State Justice Assistance Grant; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate this grant on behalf of the City; and 3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2016 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$80,000.00 to implement the Fort Worth Police Department Zero Tolerance Team Ballistic Shield and Deployment Van Project; i 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal j Justice Division for the Fiscal Year 2016 State Justice Assistance Grant; j 3. Adopt the attached resolution for acceptance of grant funds in the amount of$80,000.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division; and 4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$80,000.00 upon receipt of the grant. I s DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the state of Texas under the State Justice Assistance Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department Zero Tolerance (ZT) Team Ballistic Shield and Deployment Van Project in the amount of$80,000.00. This project will provide updates to the equipment and systems utilized by the ZT teams for tactical deployments. There are two components of the project: ballistic shields and a deployment van. The CJD allows up to two percent of the total award amount to be applied towards indirect costs if the agency does not have a current, approved indirect cost rate. Staff requests that $1,600.00 of the total award amount be used for indirect costs, if the grant is awarded. 6 The ballistic shields have a five-year warranty. In Fiscal Year 2020, the Police Department will begin evaluating funding options based on permissible uses from sources available at that time. Since ballistic shields are related to officer safety, the operating budget will be considered for future replacement. The deployment van is to expected to have a service life of at least seven years. The police department's priorities are based on ever changing crime trends and technology. When this item needs to be replaced based on useful-life, the Police Department will evaluate all funding options available and permissible. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an Official authorized to accept, reject or alter the grant.
