AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS f
IN THE GRANTS FUND IN THE AMOUNT OF$75,000.00, SUBJECT TO RECEIPT OF A
GRANT FROM THE SID W. RICHARDSON FOUNDATION, FOR THE 2015 EVERY i
CHILD MATTERS PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:

SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $75,000.00, subject to receipt of a grant from the Sid W. Richardson
Foundation, for the 2015 Every Child Matters Program.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.

This ordinance shall take effect upon adoption.

Ratify Application for and Authorize Acceptance of, if Awarded, a Grant from the Sid W. Richardson

RECOMMENDATION:
It is recommended that the City Council: i
If
1. Ratify the application for and authorize acceptance of, if awarded, grant funds from the Sid W.
Richardson Foundation totaling $75,000.00 for the 2015 Every Child Matters Program; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount up to $75,000.00, subject to receipt of the grant.

DISCUSSION: j
The Parks and Community Services Department, through the Community Action Partners, has applied for
a grant from the Sid W. Richardson Foundation in the amount of$75,000.00 to administer and operate the
2015 Every Child Matters Program for summer youth programs. i
The purpose of the program is to provide educational and recreational opportunities during the summer
months for youth ages 5 to 18 from low-income households. The focus is to separate the youth into two
groups, ages 5 to 12 and 13 to 18, and to enhance their learning and retention abilities. Academic
tutoring, arts and crafts, athletics and personal counseling will be offered by qualified tutors and
teachers. The grant funds will be used for Summer Day Camp registration fee waivers, salaries for tutors
and teachers, educational materials, games, transportation for field trips and other related supplies.
The desired goals of the program are to help improve the health, physical, social and emotional
development of children and to help children avoid risk-taking behavior, reduce involvement with criminal
activity and increase academic, athletic or social skills for school success. The program also helps
parents and other adults learn and exhibit improved parenting skills.

This program serves ALL COUNCIL DISTRICTS.

FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that approval of the above recommendations and
receipt of the grant, the attached appropriation ordinance will be adopted and funds will be available in the
current operating budget, as appropriated, of the Grants Fund. The Parks and Community Services
Department will be responsible for the collection and deposit of funds due to the City.
