STATE OF TEXAS § § Renewal of Interlocal Agreement Court Order No. 115277 COUNTY OF TARRANT § Project: East Rosedale Reconstruction —TWU Campus BACKGROUND 1. Tarrant County (''COUNTY'S and the City of Fort Worth C'CITY'� entered into an Agreement approved by Tarrant County Commissioners Court Order No. 115277, for the cooperative funding of improvements to East Rosedale near the Texas Wesleyan campus ("Project's in Fort Worth, Texas as described in the 2006 Tarrant County Bond Program. 2. The Project is not complete and the COUNTY and the CITY desire to renew the Agreement with some revisions for the 2015 Fiscal Year. Therefore, the COUNTY and CITY agree to the following: 1. The COUNTY and the CITY renew the Agreement for the COUNTY's 2015 Fiscal Year. The Agreement will expire September 30, 2015 or upon the completion of the Project as determined by the COUNTY, whichever occurs sooner. 2. The COUNTY and CITY agree to the revised payment schedules contained in Attachment "A" that is attached hereto and incorporated herein by reference. 3. All terms and conditions of the original Agreement remain in effect except ;10 to the extent modified by this Renewal. Authorize Execution of an Interlocal Agreement with Tarrant County in the Amount of$375,000.00 for the County's Participation in the Construction of Streetscape Improvements Along East Rosedale Street from Nashville Avenue to Collard Street and Adopt Appropriation Ordinance (COUNCIL DISTRICT 8) RECOMMENDATION: It is recommended that the City Council: 1. Authorize the execution of an Interlocal Agreement with Tarrant County in the amount of$375,000.00 for the county's participation in the construction of streetscape improvements along East Rosedale Street from Nashville Avenue to Collard Street; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Capital Projects Fund in the amount of$375,000.00. DISCUSSION: Execution of this Interlocal Agreement in the amount of$375,000.00 allows for Tarrant County funding participation which the City will use as the local match towards Regional Toll Revenue (RTR) funds in the amount of$1,500,000.00 for a total project amount of$1,875,000.00. The streetscape project includes a traffic signal, sidewalk improvements, storm drain inlets and pedestrian amenities in the Texas Wesleyan University (TWU) area along East Rosedale Street from Nashville Avenue to Collard Street under a context sensitive approach to enhance the corridor. On March 20, 2012, (M&C C-25508) the City Council authorized the execution of an Engineering Agreement with Freese and Nichols, Inc., in the amount of$1,598,450.00 for the Design of East Rosedale Street from U.S. 287 to Miller Avenue, which includes the TWU area along East Rosedale Street from Nashville Avenue to Collard Street. On June 26, 2012, a Memorandum of Understanding (MOU) was executed between the Texas Department of Transportation, North Central Texas Council of Governments, Tarrant County and the City of Fort Worth to outline an Agreement regarding the funding, implementation strategy, roles and responsibilities and project timing for East Rosedale Street reconstruction from U.S. 287 to Stalcup Road. The project is divided into three segments: East Rosedale Street from U.S. 287 to west of Miller Avenue, East Rosedale Street from west of Miller Avenue to Stalcup Road and East Rosedale Street Sustainable Development from Nashville Avenue to Collard Street in the Polytechnic/TWU area. This action allows the East Rosedale Street from U.S. 287 to Miller Avenue and Sustainable Development Streetscape segments to move forward using solely local funds. The City of Fort Worth will manage the implementation of these two segments. The Texas Department of Transportation will manage the implementation of the East Rosedale Street segment from west of Miller Street to Stalcup Road.
