AN ORDINANCE PROVIDING THAT DARNELL STREET FROM ARCH
ADAMS STREET EAST TO UNIVERSITY DRIVE BE VACATED,
ABANDONED AND CLOSED; PROVIDING FOR THE REVERSION
OF THE INTEREST OF THE CITY OF FORT WORTH IN SAID
LAND; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1 .
That Darnell Street from Arch Adams Street east to Uni-
versity Drive be and the same is hereby closed, abandoned
and permanently vacated as a street or public thoroughfare
of any kind or character whatever, save and except that the
full width of Darnell Street is reserved as an easement for
water and sewer lines of the City of Fort Worth and electri-
cal lines and appurtenances of the Texas Electric Service
Company.
SECTION 2 .
That the interest of the City of Fort Worth in the fee
to the land in said street is hereby released in part, save
and except the reservation hereof of the full width as an
easement for water and sewer lines of the City of Fort Worth
and electrical lines and appurtenances of the Texas Electric
Service Company, and shall revert to the adjacent owner of
the fee as provided by law.
SECTION 3 .

That the closing of the portion of Darnell Street above

described is conditioned upon the adjacent and abutting prop-
erty owner ' s constructing standard curb and gutter across
Darnell Street along Arch Adams Street and providing a mobile
barrier at University Drive.

Corrigan Properties Inc. , and the Fort Worth Independent School District,
owners of all adjacent property, have joined in a request to vacate Dar-
nell Street from Arch Adams Street east to University Drive as shown on
the attached map. Closing of the street will permit development of the
former street for off-street parking needed for residents at the adjacent
Park View Apartments.
Private utility companies, the Public Works, Water, Traffic Engineering,
Fire and Planning Departments have reviewed the request and do not object
to the proposed vacation, provided the following requests are granted:
1) Texas Electric Service Company and the Water Department request that
the full width of Darnell Street be retained as a utility easement; 2)
The Public Works Department requests that standard curb and gutter be
constructed across Darnell Street along Arch Adams and that ,payment in
lieu of assessment be made for the University Drive frontage to be closed
and which will revert to private ownership; and 3) The Fire Department
requests that the entrance to Darnell Street at University Drive be ac-
cessible to fire apparatus in the event of fire at the apartments .
The City Plan Commission has reviewed the request and recommends adoption
of an ordinance that has been prepared vacating Darnell Street as requested,
subject to retaining Darnell Street as an easement and the applicant con-
structing standard curb and gutter across Darnell Street along Arch Adams
and providing a mobile barrier at University Drive. A check in the amount
of $588 for the 60 feet of intersection frontage to be closed has been re-
ceived by the City.
City Council action on the Plan Commission recommendation is requested.

We wish. to apply for a permanent closing of Darnell- Street between Arch Adams
Street and University Drive in Fort Worth. It is our intention to place a block- i
ade at University Drive ,thereby allowing ingress ,and egress of traffic on Arch
Adams
The purpose of this requested closing is to allow us to widen Darnell on the
%north side and the construction of head-in parking to serve our adjacent Park-
'view Apartments.
I attach letterssfrom.Texas Electric Service Company, the Lone Star Gas Com-
��i ,:, pany, and the Southwestern Bell Telephone Company. Each indicate their approval
I. of.this closing.
We note the existence of a Southwestern Bell underground cable on Arch Adams,
however,.,we plan zn excavation on Arch Adams.

We note the presence of a Texas Electric distribution line along the south side
of Darnell Street. This is not in conflict with our proposed widening along the
north side of Darnell Street. We'do -however join .Texas Electric 'in requesting
that any closing ordinance adopted clearly retains their easement with full rights
to construct, operate, and maintain the existing electric facilities in their
present location.
"The Fort Worth. Independent-School 'District is •the only other owner of property
:on Darnell Street and they are the only other: party which might be affected by
this proposed closing. They..join us in this requested closing as indicated below..' .

Texas Electric Service Company has a distribution line along
the south side of Darnell Street between Arch Adams Street
'and University Drive. If the closing of Darnell Street as
stated in your letter of June 8,, 1965, is a temporary closing
to traffic during the widening of the street, Texas Electric
Service_ Company has no objections. If this is to be a per- I
manent closing of the street by city ordinance, Texas Electric ( ;

nance, adopted clearly. retains an easement with full rights

The Engineering Division has no objections to closing subject street under
I the following conditions:
The property owner who is to receive Darnell Street after its
-.closing should pay to, the City $588.00 which is .equal to the
assessment for 60 feet of frontage for the present reconstruc-
tion of University Drive. The $588.00 should be credited to
Project Fund 097-23000-120.
The- property owner should remove the existing curb returns and
construct'stan.dard:,curb, and.'-gutter along:Arch Adams across Darnell
Street

A~survey of the site proposed revealed that'the closing of Darnell Street
would greatly intefere with the maneuvering of fire apparatus in the anent of {
a major fire in the apartment buildings. Two fire hydrants, one on Darnell and
University and the other on Darnell and Arch Adams, would be useless for fighting
fire..on the east side of -the apartment complex. {tp

Should a permit be granted to close this street, I .would present the
t following recommendations:. F
i 1) .: Should Darnell be closed at University Drive, that a gate be provided -
for access in the event of an emergency,
2) That the barricade on the west end of the private drive be removed and
replaced with,a gate if it is the desire to stop thru traffic.
There is a space for a twenty-six(26) ,car off:street parking lot on theIs
north side of .Darnell that would possibly.increase accessibility for
` service to three of these buildings.' =

The Water Department offers no objection to the vacating of the referenced
j street, provided the following conditions are met:
1. An easement is to be retained for an existing 30" water main and
appurtenances in Darnel], Street, said easement to be the full width and
length of Darnell Street.

2. No building is to be erected within the retained water main easement
until . the water facilities located therein have been adjusted as required
by the Director of the'Water Department. to accommodate the construction F .!
