Project Manager Fort Worth Water Department 311 w. 10th street Fort Worth,TX 76102 Subject: Request for Amendment 2 for Splitting of Little Fossil Creek Interceptor Rehabilitation Project into Two Bidding Packages Dear Robert, This letter supports Parsons' request for Amendment 2 for the increased level of effort(LOE) for a second bid package for the above-referenced project. The Little Fossil Creek Interceptor Rehabilitation Project entails approximately 17,000 linear feet(LF)of pipeline rehabilitation at five locations. It was originally intended to be bid as one construction package. Pursuant to direction from Fort Worth Water Department(FWWD), Parsons separated the above-referenced project into two bidding packages. Although we originally proceeded intending to stay within the original budget, we were unable to limit our level of effort and meet your bidding schedule. Additionally we will lose efficiencies during bidding and construction of Part 2. The first bidding package, Part 1, encompasses the enlargement(pipe bursting)of over 5000 linear feet (LF)of existing 18-and 21-inch pipeline to 24-inch, manhole replacement, and open cut repairs. Part 1 was advertised in September 2014,with the bid opening in October 2014.The second bidding package, Part 2, encompasses nearly 12,000 LF of improvements to 18-to 48-inch pipe, including CIPP and spiral-wound rehabilitation, removal and replacement, rehabilitation and replacement of manholes, rehabilitation of an existing meter station structure, construction of new sewer pipeline and meter station, and connection structure to the Twin 90 inch interceptors. The second bidding package is scheduled to be advertised later this year. Parsons requests compensation for the additional work associated with preparing the second bid package, including additional design services associated with splitting the plans into distinct segments for the preliminary and final design submittals(approximately$28,076)and services during bidding (approximately$12,043)associated with non-simultaneous and separate contracts. Construction phase services for Part 2 are not included with this amendment, This amendment does include 36 hours (approximately$3,810)to update the plans to accommodate Haltom City permit requirements. Permitting requirements were developed in meetings with Haltom City and were not part of the original LOE. Attached is a spreadsheet with the level of effort(LOE) for splitting the bid packages. The table below provides a summary of the contract amounts to date: PARSONS 1301 W.President George Bush Highway,Suite 350•Richardson,Texas 75080•(972)244-6000•Fax:(972)244-6077.www.parsons.com Original LOE $391,454 Amendment No. 1 for approx 5000 LF of pipe) $206,797 Total LOE with Amendment No. 1 $598,251 Proposed Amendment No. 2 $43929 Total LOE with Amendment Nos. 1 and 2 $642,180 Also attached is a table presenting the difference in sheet counts in our original LOF,to the actual sheet count. With this amendment, the M/WBE is at 29.4%,well above the project goal of 22%. Please review the attached LOE spreadsheet and do not hesitate to call with any questions. d1rV"ACOL Stephanie Bache, P.E.
