AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE CULTURE AND TOURISM FUND IN THE AMOUNT
OF $40 475 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING
INCENTIVES TO THE NATIONAL CUTTING HORSE ASSOCIATION
PROVIDING FOR A SEVERABILITY CLAUSE, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-
2006 in the Budget of the City Manager there shall also be increased estimated receipts and
appropriations in the Culture and Tourism Fund in the amount of $40 475 from available funds for
the purpose of funding incentives to the National Cutting Horse Association
SECTION 2
That should any portion section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16582 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed

This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations by $40 475 in the Culture and Tourism Fund from available funds and
2. Authorize a payment of $40 475 to the North Texas Cutting Champions Club to promote Equestrian
Events at Will Rogers Memorial Complex.
DISCUSSION
In 1999 an agreement was reached between the City of Fort Worth Fort Worth Convention and Visitors
Bureau (FWCVB) and the Fort Worth Chamber of Commerce (FWCOC) with the National Cutting Horse
Association (NCHA) to provide annual cash incentives in return for the NCHA s commitment to hold the
Futurity the Super Stakes and the Summer Cutting Spectacular at the Will Rogers Memorial Complex and
Equestrian Center The agreement was for an initial term of five years and has been extended for an
additional five years through 2009 The commitment was based on the economic impact of the three
prestigious events to Fort Worth
The Chamber committed to make its best efforts to raise a portion of the cash incentives through the North
Texas Cutting Champions Club If the reasonable efforts of the FWCOC were unsuccessful the City and
FWCVB agreed to cover a shortfall up to $50 000 (or $25 000 each) subject to availability of funds.
Despite a more than reasonable effort by the FWCOC to solicit contributions for the incentives, a shortfall of
$80 000 is anticipated for the 2005 commitment. The FWCOC has asked that the City cover one-half of the
shortfall as they are unable to continue to supplement the shortfall from cash reserves.
The City Council through Resolution No 3302 12 2006 authorized the City Manager to seek state funds,
pursuant to Chapter 398 of the Local Government Code for the purpose of utilizing any funds received to
assist in enhancing the NCHA s events with a goal of increasing participation and attendance and benefiting
the economy of Fort Worth and the State of Texas A portion of these funds, subject to receipt of funds
from the state will be transferred to the Culture and Tourism Fund to offset the $40 475 cost.
It is therefore recommended that funds in the amount of $40 475 be appropriated from the Culture and
Tourism Fund to fund the shortfall• and authorization is requested for a payment of $40 475 to the North
Texas Cutting Champions Club
The Will Rogers Memorial Complex and Equestrian Center is located in COUNCIL DISTRICT 7 and serves

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendation and adoption of the
attached supplemental appropriation ordinance funds will be available in the current operating budget, as
appropriated of the Culture and Tourism Fund
