HomeMy WebLinkAboutOrdinance 21744-05-2015 i i i Ordinance No. 21744-05-2015 i AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $100,000.00, SUBJECT TO RECEIPT OF A DONATION FROM COMMMUNITY FOUNDATION OF NORTH TEXAS, FOR THE PURPOSE OF FUNDING THE PURCHASE AND CONSTRUCTION OF OUTDOOR DOG RUNS AND PLAY AND EXERCISE AREAS AT THE CHUCK SILCOX ANIMAL CARE AND CONTROL CENTER IN FISCAL YEAR 2015; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: 1 SECTION 1. 1 I That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the i Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $100,000.00, subject to receipt of a donation from Community i Foundation of North Texas for the purpose of funding the purchase and construction of outdoor dog runs ! and play and exercise areas at the Chuck Silcox Animal Care and Control Center in Fiscal Year 2015. J SECTION 2. j That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. f SECTION 3. I That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of a monetary gift from the Community Foundation of North Texas in the amount of$100,000.00 for the purpose of funding the purchase and construction of outdoor dog runs and play/exercise areas at the Chuck Silcox Animal Care and Control Center in Fiscal Year 2015; i 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the ! Special Trust Fund in the amount of$100,000.00, subject to receipt of the gift from Community Foundation of North Texas. I DISCUSSION: In 2009, the City of Fort Worth developed a comprehensive plan for Increasing Live Outcomes at the Fort Worth Animal Shelter(Shelter). The plan includes a three-pronged approach to saving more animals: reduce the number of animals coming to the shelter, provide excellent care and a healthy environment for animals housed at the shelter and find owners or identify adoption or rescue homes for every animal coming to the shelter. I r Much has been accomplished to date, including an increase in the Shelter's Live Release Rate (LRR) ! from approximately 35 percent to the highest LRR on record for the shelter of 66 percent in December 2011 and most recently 82 percent in January through March of 2015. A brief sampling of recent program enhancements include: construction of the Medical Treatment Ward at the Shelter, implementation of low- cost vaccination clinics at the Shelter, implementation of an enhanced preventive medicine/vaccination program at the Shelter, implementation of a comprehensive feral cat program, development of a i nationally-recognized partnership with PetSmart Charities and PetSmart to open two satellite adoption centers and facilitation of enhanced volunteer, foster and rescue group partnerships. Our City's Animal Services staff has made great strides in two of the three prongs included in the 2009 plan. We are saving more lives. Our spay/neuter programs reducing unwanted puppies and kittens. Our community operations are working toward reducing the number of stray dogs on our streets while increasing the number of dogs returned to owners in the field and prior to coming to the Shelter. Shelter staff has implemented changes which allow for cats arriving at the shelter to move quickly through examination, vaccination, spay/neuter, microchipping and return to the community through adoptions, Logname: 23DONATION OUTDOOR PLAY AREAS Page I of 2 i rescue, foster and our feral cat program. The addition of outdoor dog runs, as well as outdoor play/exercise areas, will further improve on the excellent care and healthy environment for animals housed at the Shelter. The Shelter capacity is approximately 450 animals. Dogs are often held for longer period to allow for adoption, reclaim by owners, rescue or treatment in our Medical Treatment Ward. Because dogs are j social creatures, excellent care involves access to fresh air and interaction with people and other dogs for optimal psychological condition which not only improves their immediate quality of life but enhances their ! ability to recover from illness or injury and ultimately to get adopted or rescued. Staff has developed a plan for the purchase and construction of outdoor dog runs and exercise/play areas to improve the quality of the lives of the animals in the Shelter and improve their chances of adoption, I rescue and return to their owners. These outdoor areas will also improve the efficiency of Shelter cleaning and animal care procedures at the Shelter and improve the interior Shelter environment for all animals. { A local architect has agreed to provide pro-bono services to create drawings of the outdoor runs and ens 9 p p 9 p and Staff has developed a cost estimate for the purchase and construction. As a quick summary, the plan calls for approximately 40 outdoor dog kennels plus six separate outside play/exercise pens to accommodate dogs of all sizes, health status and temperament. Overall project cost is estimated at approximately $100,000.00. Estimated annual operating costs will be offset by savings in efficiency and increase opportunity for volunteer activities. FISCAL INFORMATION / CERTIFICATION: ! The Financial Management Services Director certifies that upon approval of the receipt of the donation and adoption of the appropriation ordinance, funds will be available in the current operating budget, as 1 appropriated, of the Special Trust Fund. The Code Compliance Department is responsible for the collection and deposit of funds donated to the City and the validation of availability of funds in regards to expenditures without exceeding existing appropriations.
