AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $193,845.00, SUBJECT TO RECEIPT OF
A GRANT FROM TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS,
FOR THE PURPOSE OF CARRYING OUT THE U.S. DEPARTMENT OF ENERGY
WEATHERIZATION ASSISTANCE PROGRAM; PROVIDING FOR A SEVERABILITY 1
CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.

That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$193,845.00, subject to receipt of a grant from Texas Department of Housing
and Community Affairs, for the purpose of carrying out the U.S. Department of Energy Weatherization
Assistance Program.

SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way i
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.

SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
I appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.

SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Acceptance of a Grant from the Texas Department of Housing and Community Affairs for
Unexpended Funds from the 2013 U.S. Department of Energy Weatherization Assistance Program in the
Amount of$193,845.00, Ratify Execution of the Related Contract and Adopt Appropriation Ordinance (ALL
COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council
1. Ratify the acceptance of a grant from the Texas Department of Housing and Community Affairs for
unexpended grant funds from the 2013 U.S. Department of Energy Weatherization Assistance Program in
the amount of$193,845.00;
2. Ratify the execution of a related contract with the Texas Department of Housing and Community
Affairs; and

3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$193,845.00.
DISCUSSION:
The City has operated the Weatherization Assistance Program (WAP), an energy conservation initiative,
with grants from the Texas Department of Housing and Community Affairs (TDHCA) since 1982. This
funding is in addition to the existing Low Income Housing Energy Assistance Program funds provided by
TDHCA which funds approximately $2,000,000.00 on an annual basis. The program serves low-income
residents in Tarrant County by weatherizing their homes. Weatherization measures include attic
insulation, weather-stripping, caulking, repair and/or replacement of windows and doors and other minor
repairs. The WAP's goal is to weatherize approximately 20 houses with funding from this grant in Fort
Worth and Tarrant County.
The City did not initially receive funds for the 2013 grant cycle for this U.S. Department of Energy WAP
program. However, in 2014, the TDHCA notified the City that it would be awarding $193,845.00 in funds
to the City as part of its budget for unspent monies from other TDHCA awardees for the 2013 grant
cycle. Staff accepted the grant so that it could begin expending the funds in furtherance of the WAP and
now seeks ratification of such acceptance.

This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations

and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
