Dear Mr. Renda,
Attached, is one executed copy of Amendment No. 1 and a copy of
approved M&C C-15980 to the Long-Term Solids Dewatering, Processing
and Disposal contract awarded to your firm by the City of Fort worth
on April 19, 1994.
This letter is your authority to commence work on the addition of
grit processing with the current biosolids processing on or before
May 12, 1997.
Commencement of the work must be coordinated through Gary F.
Rockers, the City' s Residual Manager; phone (817) 277-7591, pager
(817) 493-2079.
All .pay estimates (Partial and Final) for the work, shall be added
to the existing pay estimate form and the existing pay estimate form
be modified in such a fashion to show Amendment #1 changes. All pay
estimates shall be routed through the Residuals Manager's office,
located at the Village Creek wastewater Treatment Plant.
The grit processing work and construction of this project will be in
accordance with the terms and conditions outlined in the Long-Term
Solids contract documents and the approved Operations Plan.

TREATMENT PLANT FOR INCREASED QUANTITIES
It is recommended that'the City Council authorize the City Manager to execute Amendment No.
1 to the "Long-Term' Solids Dewatering, Processing and Disposal contract with Oscar Randa
Contracting Inc., (City Secretary Contract No- 20283) to adjust quantities to reflect actual daily
solids production, include annual CPI adjustments and add grit processing.

On April 5, 1994, the City Council authorized execution of the "Long-Term' Solids Dewatering,
Processing and Disposal contract with Oscar Renda Contracting Inc./Agronomic Management
Group Inc. (ORCIAMG) at the Village Creek Wastewater Treatment Plant (VCWWTP) (M&C C-
14255R). This contract allows for the proper handling of the solid materials by-product
(biosolids) resulting from the treatment of wastewater and the beneficial re-use thereof.
DThe solids quantity estimate far the contract was based on 100 dry tons per day. During -the
first two (2) years, actual solids production-fi'as averaged 110 dry tons per day. In addition, a
yearly CPI adjustment cost (limited to 3 %% annually up to 15% maximum over the five year
term) was defined by the specifications but not included in the original contract amount. The
CPI adjustment for this year is expected to be $285,000,
The Water Department recommends the transfer of the daily production of grit male_tal.removed
from the treatment process to the contract. This will reduce dependence upon landfill space,
reduce waste contract costs, simplify operations and continue the proper and safe processing
of grit material produced by the VCWWTP. The processing of grit with the biosolids processing
will not effect the quality of the biosolids produced. ORCIAMG has agreed to take the necessary
processing steps (increasing post-time stabilization, etc.) if necessary, to continue to produce a
Class A biosolid material.
ORC/AMG has agreed to install and construct appropriate containers, pumps and piping systems
from tho Grit Facility to the D.S_ #4 wet well for grit processing, at no cost to the City. The grit
will be treated at the same unit cost as the biosolids ($127.28). Transferring the processing and
disposal of grit material to the Contractor will result in savings to the City of between
$10,000.00 and $50,000.00•per year. This amendment does not require a change in the
duration of the contract.

KNOW ALL MEN BY THESE PRESENTS:
COUNTY OF TARRANT
WHEREAS, the City of port Worth, a municipal corporation situated in Tarrant
County, Texas, acting by and through Mike Groomer, its duly authorized Assistant City
Manager, hereinafter called "CITY" and Oscar Renda Contracting, Inc., acting herein by
and through Oscar Renda, its duly authorized President, hereinafter called
"CONTRACTOR", made and entered into City Secretary Contract No. 20283 (the
Contract) which was authorized by the City Council by M&C C-14255R on April 5, 1994:
and
WHEREAS, the Contract involves processing services for the following project:
"Village Creek Wastewater Treatment Plant Long-Term Solids Dewatering, Processing
and Disposal."
WHEREAS, it has become necessary to amend said Contract to include an
increased scope of work and revised maximum fee:
NOW THEREFORE, City and Contractor, acting herein by and through their duly
authorized representat'i'ves, enter into the following agreement which amends the Contract:
I.
Page B-2 and B-3 (Proposal)as shown in Addendum#4 are deleted and replaced with the attached pages.
2.
The following changes are made to the Specifications:
A. Section 13001.Paragraph 1.2.A. The end of the first sentence shall be changed to the following:
"average of approximately 230,000 dry pounds (115 dry tons) of solids per day throughout the
remainder of the contract"
B. Section 13001, Paragraph 12.C. The"Daily Average" shall change from"100 dry tons-per day"
to"115 dry tons per day."
C. Section 13001, Paragraph 1.3.A. The first sentence shall read: "The solids received by the
CONTRACTOR., will consist of partially and completely anaerobically digested sludge and
undigested grit.
All other provisions of the Contract which are not expressly amended herein shall
remain in full force and effect.
