WHEREAS, the City of Fort Worth (City) and Camp Dresser &
McKee Inc. (CDM) , (Engineer) made and entered into City Secretary
Contract No. 28008, (the Contract) which was authorized by the
City Council by M&C C-19179 on the 30th day of July 2002; and
WHEREAS, the Contract involves engineering services for the
following project:
Engineering Agreement for Construction Management Village Creek
Wastewater Treatment Plant High Flow Treatment Facilities, Project No.
28008
WHEREAS, it has become necessary to execute Amendment No. 2
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I of the Contract is amended to include the
additional engineering services specified in M&C C-24470,adopted
by the City Council on the 21st day of September 2010 and further
amplified in a proposal letter dated June 8, 2010, copies of which
are attached hereto and incorporated herein. The cost to City for
the additional design services to be performed by Engineer total
$83,835 .
2.
Article II of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the

Dear Madelene:
Per the request of the City of Fort Worth Water Department,CDM has prepared an
amendment for additional professional services associated with the Village Creek Wastewater
Treatment Plant(VCWWTP)High Rate Clarification(HRC)Improvements Project.This
amendment will include assistance with the installation of the HRC chemical feed
improvements provided by I. Kruger Inc. (Kruger)as a result of a settlement between the City
and Kruger following the HRC performance testing that ended in March 2009.
HRC Chemical Feed System Improvements.The HRC system performance was accepted
June 2009 based on higher chemical dosages than the design chemical feed rates thus
requiring chemical feed equipment modifications for both ferric sulfate and dry polymer
systems.The City of Fort Worth Water Department and CDM negotiated with the equipment
manufacture,Kruger,the terms of agreement for the chemical feed modifications.The final
settlement includes Kruger providing the equipment necessary to dose 205 mg/L ferric
sulfate and 1.5 mg/L polymer,field services for programming,start-up,and testing.This
amendment includes CDM reviewing the chemical feed equipment shop drawings.It also
includes CDM developing plans and specifications to bid the construction,bidding assistance,
construction phase services and 120 hours of onsite resident representation. This cost
associated with these services is$83,835.00.A detailed breakdown of the cost is included on
the following pages and includes the percentage of M/WBE participation.Gupta&

The new not-to-exceed upper limit for this contract is$2,176,993.25.The total M/WBE
contract amount is 15.8% with Amendment No. 2.Shown below is a breakdown of the
original contract amount and amendments.

SUBJECT: Authorize the Execution of Amendment No. 2 in the Amount of$83,835.00 to City
Secretary Contract No. 28008 with Camp Dresser& McKee, Inc., for Construction
Management of the Village Creek Wastewater Treatment Plant High Rate Clarification
Project(COUNCIL DISTRICT 5)
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute Amendment No. 2 in
the amount of$83,835.00 to City Secretary Contract No. 28008 with Camp Dresser & McKee, Inc.,
for the Construction Management of the Village Creek Wastewater Treatment Plant High Rate
Clarification Project, increasing the total contract cost to $2,184,538.00.
DISCUSSION:
On July 30, 2002, (M&C C-19179)the City Council authorized the execution of an engineering
agreement in the amount of$1,807,131.00 with Camp Dresser& McKee, Inc., (CDM) for the
construction management of the Village Creek Wastewater Treatment Plant(VCWWTP) High Rate
Clarification (HRC) Project. This contract included an on-site construction management team, full
time inspection, project management/administration and review of contractor submittals.
Amendment No. 1, approved on September 19, 2006, (M&C C-21698) in the amount of$293,572.00,
compensated CDM for additional construction management services due to extended construction
time and also included services to provide support for a grant application, perform an evaluation of
odor control systems, furnish additional staff training and attend a factory inspection for Plasti-Fab
stop logs.
Amendment No. 2 will compensate CDM for the preparation of construction plans and specifications
and bidding assistance to install equipment modifications to the VCWWTP HRC Project. During the
performance testing, it was determined that some of the chemical feed equipment needed additional
capacity to deliver appropriate chemical dosages to meet the effluent water quality requirements and
reliability needs of the plant. I. Kruger, Inc., the treatment process manufacturer, is providing the
equipment, programming and optimization services for the modifications at no cost to the City as part
of a settlement agreement approved by City Council on December 15, 2009 (M&C C-23986).
Funds were not specifically budgeted for this project in the Fiscal Year 2010 Adopted Budget;
however, the department has identified current year savings to offset the full cost.
M/WBE -Camp Dresser& McKee, Inc., is in compliance with the City's M/WBE Ordinance by
committing to an additional 29 percent M/WBE participation on this Amendment No. 2. The City's goal
on this amendment is 14 percent.
The Village Creek Wastewater Treatment Plant is located in COUNCIL DISTRICT 5 and serves ALL
DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Water and Sewer Operating Fund.
