HomeMy WebLinkAboutContract 28082-A2 "ITY SECRETARY C ITRACT AMENDMENT No. 2 TO CITY SECRETARY CONTRACT WHEREAS, the City of Fort Worth (CITY) and RJN Group, Inc. , (ENGINEER) made and entered into City Secretary Contract No.28082, (the CONTRACT) which was authorized by M&C C-19234 on the 10th day of September, 2002 in the amount of $399,527 .00 ; and WHEREAS, the CONTRACT was subsequently revised by: Amendment No. 1 in the amount $96,083. 00 which was authorized by M&C C- 19866 on the 12th day of August 2003; and WHEREAS , the CONTRACT involves engineering services for the following project: Wholesale Customer Wastewater Meter Station Site Selection; and WHEREAS, it has become necessary to execute Amendment No.2 to the CONTRACT to include an increased scope of work and revised fee. NOW THEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1. Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated May 6, 2015, a copy of which is attached hereto and incorporated herein. WORTH, TX Page -2- r i n group www.rjn.com Excellence through Ownership May 6, 2015 Mr.Robert Sauceda,P.E., Project Manager, Fort Worth Water Department City of Fort Worth 1000 Throckmorton St. Fort Worth,TX 76102 RE: Contract Amendment No. 2—Edgecliff Village Revised Meter Station Design Plan Mr. Sauceda: Per your request,the RJN Group has addressed your review comments regarding the proposed fees requested on the original Contract Amendment No. 2 submitted in March 2015. This submittal represents a revised Contract Amendment No.2 which is attached for your immediate review and approval. The purpose of this amendment is to address costs associated with the extra work performed and described in detail on this project to date in the following paragraphs. The extra work was performed during the lengthy alternatives development and site selection process conducted for the proposed City of Fort Worth wastewater meter station to serve the Town of Edgecliff Village (ECV). Additionally,this amendment request also incorporates new engineering fees required for completing the station design due to the new design plan and revised meter station location in the 100 year floodway. Background and Supplemental Project Activities Conducted RJN requested information from the City regarding projected peak wet weather and low flows for the M-283 ECV sewer main from the City of Fort Worth Wastewater Master Plan(FWWWMP) hydraulic model. Additionally,RJN researched the previous flow monitoring conducted on the ECV system well upstream of the anticipated new meter station locations under this project. The information received from the FWWWMP modeling results was confusing and inconsistent. RJN jointly developed the target low flow and peak design flows to use in the meter station design. RJN was originally asked to evaluate two meter station configuration alternatives. The first site alternative was to place the new meter station in line with existing M-283 ECV sewer main about 35 feet west of the railroad tracks(currently the portion of M-283 controlled by ECV includes the railroad crossing and everything located west of the railroad). The second meter station site alternative considered would shift ECV's discharge point into M-216*on the west of the railroad. As part of this effort, RJN hired Spooner and Associates to survey theses proposed meter sites and to survey a proposed access easement alignment from the northwest to the site from Village Parkway. RJN analyzed both options and selected the in-line M-283 (ECV)alignment because the other alignment option(M-216* discharge alignment) had to overcome static head between 0.85 ft ringroup www.9n.com Excellence through Ownership nearly 1.5 feet depending on the depth of flow downstream in the M-216* outfall at M-283. As the preliminary design of this meter station configuration proceeded,we discovered that the existing M-283 (ECV)alignment also had nearly one foot of static head to overcome due to apparent existing pipe and manhole defects. In a technical memorandum,RJN requested permission to clean and monitor flows on this sanitary sewer line to gather more information on the grade issues and to document more accurate and current peak and low flows discharging into the City of Fort Worth's system from ECV. This request was denied by the City. RJN proceeded to identify a viable solution to the existing system hydraulic problems and received authorization to prepare a preliminary design concept plan of this solution which shifts the proposed meter station location to the north between M-283 (ECV)and M-216*. This plan also required the installation of a new 18-inch pipeline crossing the existing railroad tracks to gain positive fall between the meter station and the M-283 discharge into the Fort Worth collection system east of the railroad. Additionally for this meter station design,RJN recommended using a high flow and low flow pipe configuration in the meter station based on the results of our analysis of a single inverted siphon pipe configuration which yielded very low velocities. Since non-scouring velocities would be generated,this siphon would not be able to maintain a self-cleaning state over the anticipated range of flows at this site. RJN presented this design concept to the City in a technical memorandum for their authorization to proceed with the preparation of preliminary plans and specifications. The City's metering group rejected this conceptual design plan due to the increased construction costs and design complexities. A special design/project review meeting was requested and held between RJN,Chris Harder and Wendy Chi-Babula. From this meeting certain meter station design elements(e.g.:no bypass line)were changed and or deleted from the original meter station design plan elements. Also,we were asked to reconsider the City's preferred alternative,the M-283 (ECV)to M-216* option, and to document the level of ECV system surcharging upstream in M-283 under that design scenario. RJN prepared another concept plan as instructed and performed the necessary hydraulic analyses on existing system impacts of that design plan. RJN projected significant upstream surcharging to approximately 3.75 ft of head which backed water between 590 LF and 890 LF upstream from the new meter station). RJN was asked to prepare preliminary cost estimates for the design scenarios discussed above. A written summary of this alternative,the results of its hydraulic impacts and another cost estimate were given to the City and presented to ECV representatives to determine if they would accept this level of system surcharging under this design scenario. ECV rejected this design alternative,but offered up another potential meter site alternative for the City of Fort Worth to consider and evaluate for its feasibility. This new design plan involved the placement of the new meter station on M-283 in the short section of Fort Worth's collection system between the current point of entry(POE)for ECV and where M-216*discharges into M-283 on the east side of the railroad.` RJN was directed to layout and evaluate the feasibility(constructability)of this very compact meter station site. RJN determined that a simplified meter station layout would physically fit in this area and there was positive fall to work with. There were several significant downsides to this site,including all weather access and the site was within the 100 year floodway which impacts the placement of the station controls and solar panel array. RJN prepared a cost estimate r•i n r up www.ryn.com Excellence through Ownership and forwarded it with the concept plan layout and brief write-up to the City for distribution to ECV representatives. We were asked to revise the cost estimate for the construction of an all- weather access road to the site assuming access is coming from Old Hemphill Road. This was updated and resubmitted.As you are aware,the new design plan has been recently accepted by ECV and we have been directed to proceed with preliminary and final design for that location. The table below summarizes the cost recover amounts being sought to address the items discussed in the paragraphs above. More specifically, our electrical/mechanical/and structural engineering and coordination costs will be r i n group www-ryn.com Excellence through Ownership higher. We also need more basic and special design services for engineering,geotechnical, survey and easement services to address the new site access easement and all weather road construction. Additionally, site permitting will be more difficult with the location in the floodway and the station's overall proximity to the existing railroad. We will have to encroach into the railroad ROW in order to construct the meter station. There will also be additional efforts needed to secure long term site access from Lone Star Concrete and lastly more money will be needed for services during construction and record drawings.
