AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $45,000.00, SUBJECT TO EXECUTION j
OF A GRANT AGREEMENT WITH THE FORT WORTH INDEPENDENT SCHOOL
DISTRICT AND SUBJECT TO RECEIPT OF FUNDS, FOR THE PURPOSE OF
OPERATING THE FORT WORTH AFTER SCHOOL PROGRAM AT COMO
ELEMENTARY FOR THE 2015-2016 SCHOOL YEAR; PROVIDING FOR A I
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:

SECTION 1.
I
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of$45,000.00, subject to execution of a grant agreement with the Fort Worth
Independent School District and subject to receipt of funds,for the purpose of operating the Fort Worth After
School Program at Como Elementary for the 2015-2016 school year.
SECTION 2.

That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and C
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of i
said prior ordinances and appropriations are hereby expressly repealed.

SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of an Agreement with the Fort Worth Independent School District in the Amount Up to
$75,000.00 for Operation of the Fort Worth After School Program at Como Elementary School for the 2015-
2016 School Year and Adopt Appropriation Ordinances (COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council: i
1. Authorize the execution of an Agreement with the Fort Worth Independent School District in the
amount up to $75,000.00 to provide the Fort Worth After School Program at Como Elementary School for
the 2015-2016 school year;

2. Adopt the attached interim appropriation ordinance increasing estimated receipts and appropriations in I
the Grants Fund in the amount up to $30,000.00 for interim financing of this grant and providing for a j
reduction in the same amount if grant funds are not received; and
3. Adopt the attached final appropriation ordinance increasing estimated receipts and appropriations in
the Grants Fund in the amount of$45,000.00, subject to execution of the Agreement with the Fort Worth
Independent School District and receipt of the grant funds, for a total amount not to exceed $75,000.00. j
DISCUSSION:
On August 8, 2000, (M&C C-18183) the City Council authorized an Agreement with the Fort Worth
Independent School District (FWISD) for the creation of a coordinating board and operation of an after
school program at selected FWISD schools to serve as a juvenile crime prevention measure. The Parks
and Community Services Department has been operating this program at the Como Elementary School
site since 2000.

Both the City and FWISD wish to continue this arrangement for the 2015-2016 school year.
The City will receive up to $75,000.00 for the program at the Como Elementary School. Funds will be
reimbursed based on actual expenditures and the Agreement term will run from July 1, 2015 through June
30, 2016 encompassing the entire 2015-2016 school year.
Interim financing is necessary to provide transition from one grant funding period to the next. No matching
funds are required from the City for this program

The Financial Management Services Director certifies that upon approval of the above recommendations,
I and adoption of the attached interim appropriation ordinance, funds for interim operation will be available
in the current operating budget, as appropriated, of the Grants Fund. The department shall be responsible
I for identifying funding sources to cover expenses incurred under the interim financing in the event the
grant funds are not received. With adoption of the final appropriation ordinance, funds for appropriation
k through the remainder of the grant period will be available in the current operating budget, as
appropriated, of the Grants Fund upon execution of the grant contract and receipt of the grant
dollars. The Parks and Community Services Department is responsible for the collection and deposit of
funds due to the City.
