AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE TRANSPORTATION IMPACT FUND IN THE AMOUNT OF $209,067.10, FROM
AVAILABLE FUNDS, FOR THE PURPOSE OF DESIGN AMENDMENT 1 FOR
BASSWOOD BOULEVARD BRIDGE; PROVIDING FOR A SEVERABILITY CLAUSE;
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Transportation Impact Fund in the amount of$209,067.10, from available funds, for the purpose of design
amendment 1 for Basswood Boulevard Bridge.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

SUBJECT:
Authorize Execution of Amendment 1 to the Design Procurement Agreement with D.R. Horton - Texas,
Ltd., in the Amount of$254,931.00 for Additional Engineering Design for the Basswood Boulevard Bridge
for a Revised Amount of$713,570.00 and Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the execution of Amendment 1 to the Design Procurement Agreement with D.R. Horton -
Texas, Ltd., City Secretary Contract No.45531, in the amount of$254,931.00 for additional engineering
services related to the design of the Basswood Boulevard bridge for a revised amount of$713,570.00;
and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Transportation Impact Fund in the amount of$209,067.10 from available funds.
DISCUSSION:
The Design Procurement Agreement provides for the engineering and design for the remainder of
Basswood Boulevard, including a bridge, between Robert W. Downing Road and Horseman Road which
will result in a full design for eventual complete construction of Basswood Boulevard from FM 156 to
Interstate Highway 35W. On November 12, 2013, (M&C C-26554) the City Council authorized the
execution of a Design Procurement Agreement with D.R. Horton - Texas, Ltd., to advance the engineering
design for all of Basswood Boulevard from Cloudcroft Lane to Horseman Road and Robert W. Downing
Road from Basswood Boulevard south to Lou Menk Drive. This amendment totaling $254,931.00 will
provide for reimbursement of additional design costs and services related to lengthening the bridge to
avoid subsurface utilities and value engineering the bridge cross-section. The total project, inclusive of
design and construction, is estimated to cost $8,380,722.00.

It is anticipated that the City and D.R. Horton -Texas, Ltd., will enter into a Community Facilities
Agreement or other similar Agreement for construction of this project.
This project is located in COUNCIL DISTRICT 2, Mapsco 34V, 35N, 35P and 35S.

The Financial Management Services Director certifies that, upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current capital budget,
as appropriated, of the Transportation Impact Fund.
