Upgrade Minipower Panel Enclosure at South Holly Chemical Storage Area. The Contractor shall change Panel LB from a 15 KVA (Transformer) 208 Volt, 3 Phase, 50 Amp., 18 Circuit Mini-power Center to a 30 KVA (Transformer) 208 Volt, 3 Phase, 100 Amp., 24 Circuit Mini-power Center to allow all electrical power in the chemical storage area to come from one power panel. As Panel LB panel is outdoors, it should be installed in a NEMA 4X stainless steel enclosure. Item 2. Add section to South Holly Chlorine Building MCC-1. The contractor will install a new power panel section to MCC-1 to provide power to the existing bridge cranes with two 15 amp breakers along with two additional spare breakers. The plans did not show circuit breakers for the existing building interior bridge crane and exterior bridge crane at the South Holly Chemical Building. Item 3. Change Electrical Fixtures in Ammoniator Room to Explosion Proof. The contractor will replace all light fixtures(4 each), emergency light fixture(1 each),thermostat(1 each), and smoke detectors(2 each), with explosion proof fixtures in the South Holly Chemical Building Ammoniator Room which was required by the Fire Department inspector to meet the Fire Code. Five electrical outlet receptacles in the Ammoniator Room must also be removed or relocated outside the room. Item 4. Miscellaneous Electrical Modifications. The contractor shall install new electrical wire/conduits to the existing exterior and interior bridge cranes which were left off the plans and remove and replace existing exposed electrical wire system for interior bridge crane for safety and to allow required fire walls to be installed. The contractor shall install electrical circuit required for the specified emergency eyewash heat trace(to prevent freezing)which was missing from the plans and to install electrical and instrumentation wiring for eyewash flow switches to provide emergency notification to SCADA if an eyewash is activated. Item 5. Add chlorine and ammonia feedrate signal to SCADA. The contractor shall install chlorine and ammonia feedrate instrumentation signal from feed equipment to SCADA to allow feed equipment to be monitored and adjusted remotely(SCADA)per TNRCC regulatory requirements. Item 6. Isolate chlorine and ammonia signals in Chlorine/Ammonia Control Panel The contractor shall isolate feedrate analog signals from possible electrical transient charge (surges, static, etc.) that could damage to the feedrate equipment and damage. This would allow use of existing instrumentation cable to the SCADA Building PCM-010:NORTH HOLLY WTP EMERGENCY ELECTRICAL REPAIRS S 4,555.32 The Contractor was directed to provide electrical cable and assistance as necessary for the installation of a temporary power line to the North Holly Chemical Building on April 18, 1996, when the existing electrical power line to the North Holly Chemical Building failed. With the South Holly Water Treatment Plant out of service due to construction, this failure could have led to disruption of water service in west Fort Worth. The Contractor has requested 54,555.32 for this work. PCM-019:NHWTP ELECTRICAL MODIFICATIONS& SCADA ISOLATION EQUIPMENT S 12,358.59 Item 1. Change Ammonia Room Fixtures to Explosion Proof. The contractor will replace all light fixtures (6 each), emergency light fixture (1 each), thermostat(1 each), and smoke detectors (2 each), with explosion proof fixtures in the North Holly Chemical Building Ammoniator Room which were required by the Fire Department inspector to meet the Fire Code. Six electrical outlet receptacles in the Ammoniator Room must be removed or relocated outside the room. Item 2 Add One Emergency Light In Chlorine Building Hallway. The contractor shall install one emergency light in the North Holly Chlorine Building hallway which was not shown on the plans and is required in case of a power failure(Building/Fire Code&safety issue). The contractor shall delete the By-pass Switch for the UPS in the North Holly Electrical Room (to run the local computer control systems in case of a power failure). The UPS equipment to be installed, has an internal by-pass switch so an external one is not required. Item 4 Miscellaneous Electrical Modifications. The contractor shall install the electrical circuit required for the specified emergency eyewash heat trace (to prevent freezing), which was missing from the plans, and to install electrical and instrumentation wiring for eyewash flow switches, to provide emergency notification to SCADA if an eyewash is activated. Item 5 Relocate Existing Electrical Power Feed to Sedimentation Basin #3. The contractor shall remove the existing electrical power feed to Sedimentation Basin #3 and install a new feed from Panel LB (Power Panel for Chemical Storage Area) to Sedimentation Basin 0, as the existing electrical power conduit was found to be in conflict with the proposed pipe chase from the North Holly Chlorine Building to the North Holly Chemical Storage Area. DISCUSSION: On October 10, 1995, (M&C C-15064), the City Council authorized the award of.a contract to Cajun Contractors, Inc., for the construction of the North and South Holly Water Treatment Plants Backwash Facilities Modifications and Chlorine and Ammonia Rehabilitation. The project consists of the installation of a backwash clarifier and pump station at the South Holly Water Treatment Plant, the renovation of the Chlorine Buildings, new chemical storage areas and new caustic and fluorine facilities at both Holly Water Treatment Plants. PW77-060770500020 & PW77-060770500030 This office has reviewed your correspondence dated November 1,1996 on the proposed contract modification (PCM-005B) concerning the four electrical related items for the South Holly Water Treatment Plant. Item 1. Upgrade Minipower Panel Enclosure at South Holly Chemical Storage Area. The Mini-power Panel LB in South Holly Chemical Storage Area was designed to provide power only for a portion of chemical storage area equipment and other chemical storage area electrical needs. Panel LA in the Chlorine Building would provide the reminder. It was determined that all electrical needs for the chemical storage area should be from one power panel in the storage area. This requires that Panel LB be changed from a 15 KVA (Transformer) 208 Volt, 3 Phase, 50 Amp., 18 Circuit Mini-power Center to a 30 KVA (Transformer) 208 Volt, 3 Phase, 100 Amp., 24 Circuit Mini-power Center. As this panel is outdoors, it should be installed in a NEMA 4X stainless steel enclosure. The plans do not show this and the contract should therefore be modified to reflect this. Item 2. Add section to South Holly Chlorine Building MCC-1. The plans show the removal of all existing electric power panels and the installation of new panels in the South Holly Chlorine Building. The new panels do not show circuit breakers for the existing building interior bridge crane and exterior bridge crane at the South Holly Chemical Building. To provide power to the existing bridge cranes, one panel section with two 15 amp breakers along with two additional spare breakers should be added. Item 3. Change Electrical Fixtures in Ammoniator Room to Explosion Proof. The Fire Department inspector has requested that all electrical fixtures in the South Holly Chemical Building Ammoniator Room be explosion proof. This requires the all light fixtures (4 each), emergency light fixture (1 each), thermostat (1 each), and smoke detectors (2 each), be replaced with explosion proof fixtures. The five electrical outlet receptacles in the Ammoniator Room must be removed or relocated outside the room. RE: PCM-00513: SHWTP Electrical Modifications and SCADA Isolation Equipment North and South Holly Water Treatment Plant Backwash Facilities Modification and Chlorine and Ammonia Rehabilitation Project Nos. PW77-060770500020 & PW77-060770500030 Date : November 12, 1996 Page 2 Item 4. Miscellaneous Electrical Modifications. The electrical system in the South Holly Chlorine Building was removed. New electrical wire/conduits to the existing exterior and interior bridge cranes where left of the plans and had to be added. Also as the interior bridge crane was fixed in place, the existing exposed electrical wire system was removed and the bridge crane rewired for safety and allow required fire walls to be installed. The electrical circuit required for the specified emergency eyewash heat trace (to prevent freezing) was missing from the plans and had to be added. The plant requested to that flow switches be installed at the emergency eyewash stations, to provide emergency notification to SCADA if an eyewash is activated. Work to be done under PCM-005B is the installation of electrical and instrumentation wiring. Item 5. Add chlorine and ammonia feedrate signal to SCADA. The contract installed ammonia and chlorine feed equipment that could be monitored and adjusted remotely (SCADA). However, no remote monitoring/control system was to be installed in this contract. Due to TNRCC regulatory requirements, Plant Operations must monitor and maintain records on chlorine and ammonia feedrates which can be done from the SCADA control system. The additional work is to provide instrumentation signal from feed equipment to SCADA. Item 6. Isolate chlorine and ammonia signals in Chlorine/Ammonia Cor_trol Panel To allow the of existing instrumentation cable to the SCADA Building for the chlorine and ammonia feedrate signals, the feedrate analog signals must be isolated from possible electrical transient charge (surges, static, etc.) that could damage to the feedrate equipment and damage. These modifications are: Item 1. Change Ammonia Room Fixtures to Explosion Proof. The Fire Department inspector has requested that that are electrical fixtures in the North Holly Chemical Building Ammoniator Room be explosion proof. This requires the all light fixtures (6 each), emergency light fixture (1 each), thermostat (1 each), and smoke detectors (2 each), be replaced with explosion proof fixtures. The six electrical outlet receptacles in the Ammoniator Room must be deleted (5each) or relocated (1 each) outside the room. Item 2 Add One Emer encu Light In Chlorine BuildingHallway. An emergency light is required in each room and hallway in case of a power failure (building code & safety issue). An emergency light for the hallway, «vas not shown on the plans and is required. Item 3 Delete UPS By-pass Switch in Electrical Room. The plans show that a By-pass Switch is to be installed for the UPS in the North Holly Electrical Room (to run the local computer control systems in case of a power failure). The UPS equipment submittal shows that the UPS has an internal by-pass switch so an external one is not required and therefore will be deleted. Item 4 Miscellaneous Electrical Modifications. The electrical circuit required for the specified emergency eyewash heat trace (to prevent freezing) was missing from the plans and had to be added. The plant requested to that flow switches be installed at the emergency eyewash stations, to provide emergency notification to SCADA if an eyewash is activated. Work to be done is the installation of electrical and instrumentation wiring.
