HomeMy WebLinkAboutOrdinance 17173-09-2006Ordinance No 17173-09-2006 AN ORDINANCE INCREASING ESTIMATEb RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $23,700.50 AS DONATIONS ARE RECEIVED FOR THE PURPOSE OF FUNDING THE CITY HOUSING DEPARTMENT'S COMPREHENSIVE HOUSING COUNSELING PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2005-2006 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $23,700.50 as donations are received, for the purpose of funding the City Housing Department's Comprehensive Housing Counseling Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 16582 and ail other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Accept donations totaling $23 700 50 to the CHC Program from the donors on the attached list; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Special Trust Fund for the CHC Program by $23 700 50 from available funds. DISCUSSION Since 1994 the City's Housing Department has been conducting home ownership training and housing counseling for first time homebuyers as part of its home ownership program Since December 1997 the Housing Department has been certified by the U S Department of Housing and Urban Development (HUD) as a Housing Counseling Agency Last year 1,284 clients were recipients of housing counseling services or homeownership training The CHC Program currently performs the following Homeownership Training One-on-One Homeownership Counseling Delinquency and Foreclosure Prevention Counseling Credit and Budget Counseling Reverse Mortgage and Refinance Counseling Activities to Prevent Predatory Lending In order to defray the cost of the CHC Program the Housing Department accepts additional funds through donations or cost reimbursement from private lenders title companies, real estate agencies and other organizations interested in promoting homeownership The CHC Program is available in all COUNCIL DISTRICTS This M&C is required because the gift/donation/contribution threshold established for this Department/Fund in Section 22 ordinance 16582-09-2005 has been exceeded Logname OSCHCP Page 1 of 2 FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance funds will be available in the current operating budget, as appropriated in the Special Trust Fund TO Fund/Account/Centers FROM Fund/AccountlCenters FE72 539120 005539000000 $23,700.50 FE72 488100 005539000000 $23,700.50 Submitted for City Manager's Office by.
