AMENDMENT No.3 CONTRACT NO. 1!
TO CITY SECRETARY CONTRACT No. 45477
WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 45477, (the
CONTRACT) which was authorized by M&C C-26695 on the 4th day of March,
2014 in the amount of $99, 300 . 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project :
Trinity Trails Clear Fork-East Bank Extension Project; and
WHEREAS, it has become necessary to execute Amendment No. 3 to the
CONTRACT to include an increased scope of work and revised fee.
WHEREAS, the CONTRACT was subsequently revised by:
Amendment Number 1 of the CONTRACT was amended to provide for an
increased deductible amount of $250, 000 . 00 . This amendment did not
adjust the contract amount .
Amendment Number 2 of the CONTRACT was amended to provide for an
increase for the additional design services to be performed by Engineer
totals $331, 295 . 00 .
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated May 12, 2015, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$28, 005 . 00 . (See Attached Funding Breakdown Sheet, Page -3-)

As discussed, Halff Associates is please to submit this scope amendment and additional services confirmation for
$28,005 to provide engineering services to prepare, process and finalize a 408 permit submittal to the USACE as
directed by Tarrant Regional Water District on March 02, 2015 for the Trinity Trails Clear Fork — East Bank
Extension Project. The fees required to perform the Environmental Services will substitute the fees that were
required to prepare, coordinate and print the omitted 60% project drawings ($9,700). Per our understanding of
the requirements, the specific tasks are identified as follows:
A. Additional Special Services added to the Scope of Services dated 04-02-2014:
1. Environmental Services—Section 408 Approval
In accordance with 33 USC Section 408, any alteration of a U.S. Army Corps of Engineers
(USACE) Public Works project requires USACE review and approval to ensure the alteration
does not adversely affect the USACE Public Works. In accordance with 33 CFR Section 230,
Procedures for Implementing NEPA, a National Environmental Policy Act (NEPA) document
must be prepared to address the impacts to the environment as a result of the federal
action. The USACE Fort Worth District has prepared a Programmatic Environmental
Assessment (PEA) to address NEPA compliance and approve alterations determined to not
adversely affect the function or alter the purpose of the USACE public works project. If the
impacts are deemed significant, a separate or supplemental NEPA document would be
required in addition to the PEA.
Future minor Section 408 requests should be consistent with Final Programmatic
Environmental Assessment Civil Works Minor Section 408 NEPA Compliance (USACE Fort
Worth District, 2011). To be authorized by the PEA, the proposed project must adhere to
criteria listed in the PEA. The criteria followed by Halff scope are listed as follows:
a. Primary vegetative impacts must consist of grasslands with no riparian bottomland
forest impacted.
i. Halff will prepare a map on recent aerial photography documenting the vegetation
cover types affected by the proposed project.

b. There must be no impacts to federal mitigation areas and/or lands specified as
ecosystem restoration.
ii. There are no known federal mitigation areas and/or land specified as ecosystem
restoration proximal to the proposed project. Halff will coordinate with the USACE
Regulatory Branch to verify that no deed restricted mitigation areas intended to
provide compensatory mitigation for loss of waters of the United States under
Section 404 of the Clean Water Act (CWA) will be affected by the project. If any
mitigation areas are located proximal to the area, they will be located on an aerial
photography map.
c. Impacts to waters of the United States would have to meet the requirements of a
nationwide or regional permit.
iii. It is anticipated that the project will be authorized either by a nationwide permit or
regional permit. Halff will prepare the appropriate pre-construction notification
forms sufficient for the USACE Regulatory Branch to confirm that the project may be
permitted under Section 404 of the CWA. Authorization under Section 404 of the
CWA must occur before the USACE issues Section 408 authorization.
d. No significant impacts to federally-listed threatened or endangered species will be
allowed to ensure Endangered Species Act compliance.
iv. It is not anticipated that the project will affect federally-listed threatened and
endangered species; the scope does not include Section 7 consultation with the
USFWS. Documentation being prepared under Amendment No. 2 to the original
contract (No. 45477) will be provided to the USACE in an acceptable format to
demonstrate there would be no significant impacts to federally-listed species.
e. No significant impacts to cultural resources would be allowed.
V. A preliminary review indicates that there are no sites listed on the Texas
Archeological Sites Atlas, nor are there sites located nearby. Given that the channel
at this location is a channelized alignment, it is likely that construction of the
channel and subsequent adjacent land uses may have destroyed any evidence of
cultural resources. Documentation of a records review conducted under
Amendment No. 2 to the original contract (No. 45477) will be provided to the
USACE in an acceptable format to document compliance with NHPA and the
Antiquities Code of Texas.
2. H&H Services ($8,000):
a. Hydraulic Modeling
Halff Associates will document the impacts of the project following the 408
documentation and modeling process. Exhibits including the hydraulic work map and

100-year and SPF hydraulic impact tables will be prepared to support the modeled
impacts.
b. Hydraulic Modeling Coordination
Halff Associates will coordinate all hydraulic modeling with all associated parties i.e. The
City of Fort Worth, USACE,TRWD, and/or TxDOT.
3. Geotechnical Services($20,005):
a. Field personnel will drill ten (10) total borings totaling 300 feet in depth using truck- or
ATV-mounted equipment. Cohesive and non-cohesive soil samples will be obtained
using three-inch diameter Shelby tube samplers (ASTM D-1587) and two-inch diameter
standard split-spoon samplers(ASTM D-1586), respectively.
b. Laboratory tests will be required for classification purposes, to determine strength
characteristics, and to evaluate both the short- and long-term deformation/swell
properties of the materials encountered.Testing will be in accordance with our standard
procedures which include moisture content and soil identification, liquid and plastic
limit determinations, strength tests on soil, and unit weight determinations. The specific
types and quantities of tests will be determined based on soil conditions encountered in
the borings.
c. All soil testing, boring backfilling, laboratory investigations and engineering reporting
will follow USACE Drilling Criteria.
