AN ORDINANCE INCREASING APPROPRIATIONS IN THE CULTURE AND
TOURISM FUND IN THE AMOUNT OF $12,000 AND DECREASING THE
UNRESERVED DESIGNATED FUND BALANCE BY THE SAME AMOUNT FOR
THE PURPOSE OF FUNDING AN AMENDMENT TO THE SOUTHWESTERN
EXPOSITION AND LIVESTOCK SHOW LEASE AGREEMENT AND FUNDING
FOR A PROMOTION AND MARKETING PROGRAM FOR THE STOCK SHOW
AND RODEO AND WILL ROGERS MEMORIAL CENTER, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2006-
2007 in the Budget of the City Manager there shall also be increased appropriations in the Culture
and Tourism Fund in the amount of $12,000 and decreasing the unreserved designated fund
balance by the same amount, for the purpose of funding an amendment to the Southwestern
Exposition and Livestock Show Lease agreement and funding for a promotion and marketing
program for the Stock Show and Rodeo and Will Rogers Memorial Center
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid
inoperative or void for any reason by a court of competent jurisdiction, such decision opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

appropriations in the Culture and Tourism Fund by $60 000 00~ and
3 Authorize the City Manager to execute an amendment to the Southwestern Exposition and Livestock
Show Lease Agreement for the purpose of delineating the hiring schedule and assistance by the city staff
during the annual Stock Show and Rodeo and funding for a promotion and marketing program for the Stock
Show and Rodeo and the Will Rogers Memorial Center from the Culture and Tourism Fund
DISCUSSION
The Southwestern Exposition and Livestock Show (SWELS) leases and occupies the entire WII Rogers
Memorial Center complex during the annual event. Attendance at the Stock Show and Rodeo exceeded
950 000 annual visitors in 2006 and the event has a positive economic impact on the community
Hiring
Additional temporary workers must be hired by the Stock Show to assist with the event. The WRMC staff
assists SWELS in obtaining the additional temporary workers by participating in an annual hiring fair and
coordinating the payroll for the temporary workers on behalf of the Southwestern Exposition and Livestock
Show The addendum will clarify the responsibilities of the parties related to the temporary workers.
Marketing
During the FY2005-06 and FY2006-07 budget process the City Council appropriated funds from a portion
of the Hotel/Motel Occupancy Tax receipts in the amount of $500 000 for the Fort Worth Convention and
Visitors Bureau for the Special Public Facilities Fund (SPFF) The SPFF is used in part to offer incentives
and other types of support for events in order to attract priority groups to the City Traditionally $40 000 per
year of the SPFF has been allocated for the Southwestern Exposition and Livestock Show for marketing
and promotional activities on behalf of the event and WRMC The Stock Show and Rodeo directly
enhances and promotes tourism to the community
It is proposed that the City pay the funds directly to the Southwestern Exposition and Livestock Show In
addition it is proposed that the payment be increased to $46 000 per year The funds allocated will

continue to be used by the Southwestern Exposition and Livestock Show to market and promote activities
related to the Stock Show and related equestrian events.
In FY05-06 $20 000 of the $40 000 appropriation has been paid by the CVB The appropriation from the
City to the CVB for each subsequent year wilt be reduced by $40 000 The CVB will reimburse the CFW
the $60 000 that has already been appropriated ($20 000 from FY2005-06 and $40 000 from FY06-
07) The additional $12,000 for the two years will be funded through unreserved undesignated fund
balance in the Culture and Tourism Fund

The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached supplemental appropriation ordinances funds will be available in the current operating budget, as
appropriated of the Culture and Tourism Fund
