HomeMy WebLinkAboutOrdinance 17301-12-2006ORDINANCE NO 17301 12 2006 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $20,665, SUBJECT TO RECEIPT OF THE GRANT FROM THE TARRANT COUNTY CITIZEN CORPS COUNCIL FOR THE CERT (COMMUNITY EMERGENCY RESPONSE TEAM) PROGRAM, FOR THE PURPOSE OF FUNDING TO RECRUIT AND TRAIN 90 CITIZENS AND A PILOT PROGRAM WORKING WITH FORT WORTH INDEPENDENT SCHOOL DISTRICT (FWISD) YOUTH TO PREPARE CITIZENS TO 'MIGRATE, PREPARE, RESPOND AND RECOVER" FROM A DISASTER THAT MAY OCCUR AT THEIR HOME OR SCHOOL, PROVIDING FOR A SEVERABILTTY CLAUSE, MAKING THIS ORDINANCE CiJMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 2006-07 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $20,665, subject to receipt of the grant from the Tarrant County Citizens Corps Council for the CERT (Community Emergency Response Team) Program, for the purpose of funding to recruit and train 90 itizens and a pilot program working with the Fort Worth Independent School District (FWISD) youth to prepare citizens to migrate, prepare, espond, and recover" from a disaster that may occur at their home or school. SECTION 2. That should any portion, section or part of a section of this rdinance be declared invalid, inoperative or void for any eason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this rdinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 17142 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grants Fund up to $20 665 subject to receipt of the grant. DISCUSSION Funding for this opportunity is offered by the North Central Texas Council of Governments to the Tarrant County Citizen Corps Council for CERT programs The Tarrant County Citizens Corps Council was established in 2004 and serves as the lead organization for the CERT programs throughout the county Through this organization in 2004 initial funding of $9 942 was provided to the Fort Worth Police Department. With this funding 308 citizen volunteers were trained in the CERT program CERT trained volunteers proved to be invaluable assets during the tornado that swept through the City's downtown area in 2000 the 2006 chemical fire on the north side of Fort Worth and the local Katrina hurricane response effort. The primary mission of the Fort Worth Police Department's CERT program is to assist the local community in being self-sufficient in the aftermath of a major disaster when professional first responders such as police firefighters, Emergency Medical Technicians (EMTs) etc. are overwhelmed or unable to respond immediately Its secondary mission is to provide trained volunteers to supplement police or other city departments when additional staffing is required for crowd control search operations special events and other public health and safety activities. This new funding provides the Fort Worth Police Department (FWPD) with the opportunity to continue to recruit and train an additional 90 CERT volunteers. It also provides for the opportunity to develop new programming and an outreach campaign As such anew Teen CERT pilot program will be developed and implemented to train youth to 'mitigate respond and recover" from a disaster that may occur at their home or school The outreach component includes collaboration with the Tarrant County Citizens Corps Council as well as with the City's Emergency Operations Center Furthermore the outreach component will include a quarterly newsletter and a website linked to the Tarrant County Citizen Corps Council A renewed initiative will be undertaken with Volunteers in Police (NIPS) Citizens on Patrol (COPS) Neighborhood Watch Citizen's Police Academy Fire Corps, Tarrant County Medical Reserve Corps (MRC) and the City's Public Health Department to ensure our community is prepared to meet the challenge of providing initial Logname 35CERT2006 Page 1 of 2 and secondary response to large-scale catastrophes and attacks on crucial infrastructure schools, government buildings, strategic businesses as well as large public gatherings.
