Stadium Drive Right-of-Way
Stadium Drive was dedicated as public street right--of-way as part of a plat
for Block 1, Santa Fe Industrial Addition, approved July 16, 1948, On
October 9, 1970, City Council approved Sector I General Plan as the lcng-
range guide plan for future development of Sector I. The Sector Plan cn
page 25 included the following:
"Stadium Drive - The plan extends Stadium Drive north of Seminary
Drive, parallel to Surrey, to provide access to Granbury Road at
Suffolk Avenue. This will eliminate the excessive traffic now
using the residential streets to the west and improve truck access
to the industrial sites to the east in the Santa Fe Industrial
Park.;'
In addition to this item's inclusion in the Sector I Plan, there was con-
siderable citizen input during the formulation of the Sector I Plan and in
the following years, encouraging the City to proceed with an assessment pay-
ing project for Stadium Drive.
In early 1975, representatives of Santa Fe Land Company approached the City
about vacating a portion of Stadium Drive from Suffolk Court east of Stadium
south to Seminary Drive. Because of the activity of the Sector I Planning
Council supporting the need for Stadium Drive, staff discouraged Santa Fe
from officially requesting the vacation. Santa Fe has replatted their pro-
perty adjacent to Stadium Drive with the final plat being approved on
February 13, 1976 (SS-75--75) .
Community Facilities Contract
City Council approved the Community Facilities Contract for Lots 5-•12,
Block 1, Santa Fe Industrial Addition, on May 21, 1975 (M&C C-3089) . The
M&C included a discussion of the Sector I Plan and the need for construction
of Stadium Drive.
Neighborhood Meeting
The City staff has received feedback from a number of property owners on the
west side of Stadium Drive whose houses face on Surrey and back up to Stadium,
Some, such as Mr. Felix Higgins, who appeared before the City Council, do not
want the construction to happen. Others though want the street built tc
remove through traffic from Surrey and eliminate a drainage and potential
health problem (mosquitoes) . Several property owners want access from
Stadium Drive. The Public Works Department held a meeting with the property

owners at the Public Works Conference Room, on Tuesday, May 25, 1976 (bad
weather) . There were five people in attendance with one in favor of the
proposed construction of Stadium Drive.
Staff Recommendation
The industrially zoned area to the east of Stadium Drive is only partially
developed at this time. When it is fully developed, truck and automobile
traffic will be even heavier between Seminary Drive and Granbury Road.
Unless Stadium Drive is improved as planned, much of this industrial traffic
will be forced to use the residential Surrey Street. If the residential
area west of Stadium Drive is to survive, Stadium Drive should be constructed
connecting Seminary with Granbury Road by the way of Suffolk Avenue.
For Stadium Drive to function as an industrial collector, residential drive-
ways should be restricted, and if the residential lot does not have access
to Stadium Drive, it should not be assessed for the paving cost. The esti-
mated total residential assessment to all of the lots that rear onto Stadium
Drive is approximately $5,285 under standard policy.
A plat will be available at the Pre-Council meeting to illustrate alterna-
tive traffic patterns in this area.
If additional information is needed, it will be furnished upon request.
