HomeMy WebLinkAboutIR 2902 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 2902 SRP T�R,p ~ofFORT,�Op To the Mayor and Members of the City Council May 12, 1977 u �s xrtm Subject: APPROVAL OF HUD DISCRETIONARY GRANT APPLICATION On November 1, 1976, (M&C G-3215) City Council authorized the City Manager to submit an application to the United States Department of Housing and Urban Development for $393,400 in Community Development Discretionary Funds for the purposes outlined below. The Department of Housing and Urban Development has approved the application with the program year beginning May 10, 1977 and ending May 9, 1978. Following is a description of the program. 1. Purchase and rehabilitation of substandard housing units. ($235,400) : It is proposed that substandard housing units be rehabilitated and utilized by the Housing Authority as housing for low income families. The units selected for this purpose will be restricted to those houses that are determined will adversely affect the stability of the surround- ing area. There are several housing options currently in existence in Fort Worth for low and moderate income households. Unfortunately many of these options either do not meet the needs of the particular household or are unavailable due to the high demand. At least 1,000 public housing units are currently needed in Fort Worth in addition to those already available. This project would hardly approach meeting that need but would meet the needs of twenty or more additional families. Rather than providing only lease units, residents of these proposed units would also be given the option of purchasing the units under specified conditions and participating in the benefits of home ownership. The feasibility of purchase will be determined when the specific units to be treated are identified. 2. Develo2ment of a non profit housing orgnaization under the auspices of the Housing Authority ('$8,000) : This will reimburse the Housing Authority for time existing staff members spend on these grant funded activities. 3. Loans and grants to upgrade housing around_ the target area of the purchased units. ($150,000) : It is estimated that 40 to 50 units will be upgraded through the grant program. The result of the program will be additional low cost housing and a general improvement of a six to ten block area that will be selected in the near future. The Housing and Community Development Staff is taking steps to implement the program described above. When the preliminary plans are completed, both the Community Development Council and the City Council will be requested to review the program. Respectfully submitted, 4• V OFFICIAL RECORD R. N.
