WHEREAS, the City of Fort Worth (City) and GSWW, Inc. (Engineer)
made and entered into City Secretary Contract No. 26802, (the Contract)
which was authorized by the City Council by M&C C-18597 on the 22nd day
of May 2001 and subsequently revised by five previous amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Engineering contract for the design of Sanitary Sewer
Rehabilitation Contract LXIII (63) .
WHEREAS, it has become necessary to execute Amendment No. 6 to
said Contract to include an increased scope of work and revised maximum
fee;
NOW THEREFORE, City and Engineer, acting herein by and through
their duly authorized representatives, enter into the following
agreement which amends the Contract:

Article I, of the Contract is amended to include the additional
engineering services specified in M&C C-23426, adopted by the City
Council on 7th day of April, 2009 and further amplified in a proposal
letter dated January 5, 2009, copies of which are both attached hereto
and incorporated herein. The cost to City for the additional services to
be performed by Engineer total $37,141.00.

Article II, of the Contract is amended to provide for an increase
in the maximum fee to be paid to Engineer for all work and services
performed under the Contract, as amended, so that the total fee paid by
the City for all work and services shall not exceed the sum of
$140,855.55.

All other provisions of the Contract which are not expressly
amended herein shall remain
in full force and effect.

Dear Mr. Sauceda:
The purpose of this letter is to request authorization to perform additional services for the wastewater
collection project Contract 63, Parts 1 and 2 as described herein, and broken out in detail in Attachment 1
in the amount of$37,141.00
Update of Contract Documents (Design Drawings and Specifications) for Parts 1 and 2.
This task includes fees necessary for the update services for the following parts:
Part 1 -This portion of the project consists of approximately 4,916 L.F. of sanitary sewer lines that will be
rehabilitated utilizing open cut and pipe enlargement technology. Final plans were submitted to the City
of Fort Worth in 2004. Funding constraints did not allow the project to be constructed during this time
period. The City has subsequently tasked GSWW, Inc. to move forward and re-activate the project for a
target construction date during 2009.
Due to the time difference between when the project was placed on hold and the current re-activation,
several additional tasks will need to be completed. These are as follows:
1. The plans will require a field check by a professional engineer. The primary focus is to note
any substantive changes since 2004 that would impact the current design. Any substantive
changes will be incorporated into the revised design drawings.
2. The plans and specifications will need to be reviewed and modified to incorporate the current
drafting and format.
3. The City of Fort Worth requires traffic control plans. These were not part of the 2004 design
efforts.
Part 2 -This portion of the project consists of approximately 3,075 L.F. of sanitary sewer lines that will be
rehabilitated utilizing open cut and pipe enlargement technology. Final plans were submitted to the City
of Fort Worth in 2004. Funding constraints did not allow the project to be constructed during this time
period. The City has subsequently tasked GSWW, Inc. to move forward and re-activate the project for a
target construction date during 2009.

Berkeley Place Neighborhoods and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the transfer of$43,141.00 from the Water and Sewer Fund to the Sewer Capital Projects
Fund in the amount of$43,141.00;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Projects Fund in the amount of$43,141.00, from available funds; and
3. Authorize the City Manager to execute Amendment No. 6 in the amount of$37,141.00 to City Secretary
No. 26802, an Engineering Agreement with GSWW, Inc., for Sanitary Sewer Rehabilitation in the Mistletoe
Heights and Berkeley Place Neighborhoods, for additional engineering services thereby increasing the
contract amount to $140,855.55.
DISCUSSION:
On May 22, 2001, (M&C C-18597) the City Council authorized the City Manager to execute an
Engineering Agreement (Agreement) with GSWW, Inc., in the amount of$67,704.00 for Sanitary Sewer
Rehabilitation Contract LXIII (63).
The Agreement was subsequently revised by five previous amendments totaling $36,010.55 as follows:
. Amendment No. 1 in the amount of$14,557.55, administratively approved by the City Manager on
November 27, 2001, provided for additional survey on the project;
. Amendment No. 2 in the amount of$8,765.00, administratively approved by the City Manager on
June 30, 2003, provided additional engineering services in order to convey sewage from previously
unknown basement services in the immediate vicinity of sewer lateral L-558;
. Amendment No. 3 in the amount of$3,590.00, administratively approved by the City Manager on
August 26, 2003, provided additional design for the reroute of alleyway sewer services to the
proposed sewer proposed in street right-of-way which extends from Page Boulevard;
. Amendment No. 4 in the amount of$7,229.00, administratively approved by the City Manager on
November 25, 2003, provided additional design services on L-483 in order to provide adequate
sewer service to residents located on Edwin Street; and

. Amendment No. 5 in the amount of$1,869.00, administratively approved by the City Manager on
February 20, 2004, provided for the preparation of 18 permanent easements needed for this project.
Amendment No. 6 will provide compensation for the following:
. Revisions to the project plans and specifications to meet current City design criteria; and
. The preparation of traffic control plans.
GSWW, Inc., proposes to perform the necessary additional design work for a lump sum fee of$37,141.00.
City staff considers this fee to be fair and reasonable for the scope of services proposed.
In addition to the amendment amount, $6,000.00 is required for real property services and utility
coordination.
This project is located in COUNCIL DISTRICT 9, Mapsco 76A, G, K, L, P, Q, V and 90J.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and the adoption of the attached ordinance funds will be available in the current capital budget, as
appropriated, of the Sewer Capital Projects Fund.
