ITEMS: FOLLOW-UP:
1. Public ingress and egress to the Mental Health and NAN
Retardation Center (M&C L-4195)
City Manager Line stated that two proposed road-
ways for entrance to the Mental Health and Retardation
Center would be constructed by the facility and the land
was being donated by its respective owner. He added
that no City funds would be involved.
2. Insurance fund payment - Meacham Field (M&C G-2124) NAN
Councilman Gandy asked if this procedure was normal
for handling insurance claims when the City is self
insured. City Manager Line stated that this was normal
procedure but he thought he would bring to the Council's
attention that the self-insurance fund was paying for the
clean-up of the damaged facilities at Meacham Field. He
added that the clean-up was executed by workers whose
firm currently holds lease on the damaged building.
Councilman Reece asked if the City was prepared to
meet all claims up to $100,000 worth of damage for each
occurrence requiring self-insurance protection. City
Manager Line stated that the City could stand as many as
four losses amounting to $100,000 each at any one time
with the funds it currently has in its self-insurance
program.
3. Application for Federal grant under Public Law 660 - NAN
Sanitary Sewer Collector Facilities (M&C G-2123)
Mayor Stovall stated that the Environmental Protection
Agency recently had a newspaper release stating that
approximately one million dollars in grants had been
awarded to the City of Fort Worth for two projects.
Mr. Hardy stated that the two projects included
rehabilitation of Main B and extension of the Jenkins
Heights collector sewer; with the funds representing

increased Federal participation from 55% of the pro-
ject cost to 75Z.
Concerning the grant application, Councilman
O'Neill asked if there was currently a potential
health problem in order to receive Federal funds in
connection with the two extensions to the south of
Fort Worth. Mayor Pro-Tem Peters stated that
the areas these extensions would go to definitely
had a potential health problem which could have
disastrous effects if facilities were not provided
in the near future.
Councilman Reece asked if bond funds were available
for the City's portion of the extensions in the
amount of approximately 1/4 of a million dollars.
Councilman Gandy asked if these extensions would be
available to southern portions of Tarrant County
including the Garden Acres area. City Manager Line
stated that there were enough bond funds available for
extensions, and that the sewer would be extended to
include the watershed extending to the Johnson County
Line to help relieve areas along the North-South Freeway.
Mr. Smith added that the area south of Fort Worth
currently had bad soil conditions for septic tanks,
and that the extension of sanitary sewer to the area
would help develop commercial and industrial develop-
ment along the North-South Freeway. Councilman Gandy
asked if the City of Fort Worth could annex to the
Johnson County line or further and asked whether or
not facilities could be extended into another county
if it were still within a City's extra-territorial
jurisdiction. City Manager Line stated that the
City could control the property and utilities
in the extra-territorial jurisdiction even if it did
cross the County line, and that presently the City
was working to find common city limits lines with
Arlington, Mansfield and other communities.

Reece asked if there were any residents in Block 23

paving if it would allow access to his property.
City Manager Line stated that this was a common
problem when a developer tried to develop in an
older area. He added that the City tries to
encourage development by providing access to the
development.
Councilman Reece said that he objected to this
assessment paving because the property owners would not
find out about the assessments until after the contract
had been led to improve the street. City Manager Line
stated that he would like to have the staff study pro-
cedures concerning assessment paving policy and report
on the notifications to property owners and the time
table for assessment paving projects to their completion.

provide it for Council members but that the City Manager's
office had not been contacted at this time concerning the
status of the information.
Councilman O'Neill asked that a long-range
annexation plan for the northwest section also be made
available to councilmen before voting on the issue.
City Manager Line stated that the Plan Commission
was holding off on annexation plans in the area until
after the MUD question was settled. Therefore, he did
not feel like the annexation information for a long
range plan could be made available to councilmen at this
time.
Councilman Kemble asked what MUD's recourse would
be if the City of Fort Worth did not approve the creation
of the district. City Manager Line stated that he did
not feel like the MUD would be established if the City
annexed the area since our tax system would prevail and
the creation of an MUD would add tax to that already
due the City.
Councilman Reece stated that a lot of land would be
left vacant between the current city limit line of

Fort Worth and the proposed development for MUD.
Councilman Johnston stated that an extension of
utilities by the City would help develop the area
between the current city limit line and the proposed
district. City Manager Line added that until utilities
were extended and Loop 820 completed in the northwest
area, development would not be appearing on a large
scale. Councilman Reece stated that he felt
the City should annex property all the way out to the
proposed district. Councilman O'Neill stated that he
did not feel the City should spend one and a half
million dollars for utility extensions for approximately
16 homes in that area. Councilman Johnston stated
that City policy was to try and annex up to 10 per cent
of its area each year to provide a good tax base for
citizens. Mayor Pro-tem Peters stated that he felt
annexation should occur, and that utilities should be
extended since the potential for land development was
much greater when utilities were close at hand for
development purposes.
Councilman Johnston asked if it was City policy to
spend money to acquire small utility systems when
annexation occurs. Assistant City Manager Hardy
stated that the citizens, after they are inside the
City, pay the City tax rate but usually pay a higher
water and sewer rate if a private system is serving
them. He added that the citizens usually request the
City buy the smaller system which requires that the
Water Department operate and integrate the smaller
systems into its own.
Mayor Pro-Tem Peters stated that he felt the
state statute should be amended to permit cities to
inspect and require compliance with City specifications
for the types of utilities put in within the extra-
territorial jurisdiction of the city in order that
future connections to a large system be acceptable by
the City.
Councilman Johnston asked Assistant City Manager
Hardy whether or not the City would extend or merely
operate the smaller systems until extensions become
necessary in the proposed MUD area. Mr. Hardy stated
that cost figures for extension of utilities and
operation of the smaller system should be compared to
determine when extensions are economically feasible.

City Council asked for additional information concern-
ing award of a contract for concrete sewer pipe. Council
asked if pipe from the lowest bidder met City specifications
and that the consideration of this purchase be held over for
further information until January 8, 1973.
2. Citizen complaint concerning airport service - KN - Meet with
Marvin Arnold Mr. Arnold and report
to Council
City Council referred complaints registered by Mr.
Marvin Arnold to the City staff for discussion and
resolution. City Council asked that a report of all com-
plaints be furnished to Council members after the meeting
is concluded.
