Payment for Police and Fire Services at Public Events (M&C G-3659) Mr. Line said he wanted to make sure that the writing in the M&C was the same as that agreed to by City Council previously. Councilman Woods said that he thought this had formerly been agreed to. Mr. Line commented that he felt that the agreement was formerly adopted by City Council but when investigated it was found not so. Councilman Zapata asked who determines need for ser- vices for crowd control - the two Chiefs? Mr. Line discussed the policy in that if the crowd control is on public streets it is the City's responsibility, but if it is off the street, it belongs to others. Mayor Parmer commented that the policy does allow for national figures who come to Fort Worth to have proper police protection on or off a public street. 2. Extended Automobile Liability Insurance Endorsements for Police Officers and Fire Fighters (M&C G-3641 and I.R. No. 3048). Mr. Line discussed the I.R. on the subject and the revision needed in the M&C. That the proposal calls for reimbursement _ to Policemen and Firemen for insurance. Mr. Line commented that this subject was quite involved and entailed much staff time and preparation. r " 2 " 3. Health Insurance Program (M&C G-3663) Mr. Line requested that the M&C be revised to allow staff 90 days extension rather than the written 60 day extension. If a decision is made to change insurance companies there will be considerable amount of time needed to change the bookkeeping procedures and record changes. Councilman Zapata asked if the insurance company will go along with the 90 day extension. Mr. Line answered "yes:' 4. Proposed Construction Site for the Near Southside Multi- purpose Center (M&C G-3650 and I.R. 3049) Mayor Parmer discussed the restaurant involved in the site selection and that Councilman Bagsby was not present. Mr. Shamblee stated that an agreement had been reached in reference to the restaurant. That the restaurant would remain and more property to the north will be purchased. All property owners were in agreement except for Mrs. Kirkpatrick. Mrs. Kirkpatrick of 1108 New York said she was a disabled veteran with no money, and did not want to see her property sold and also her sister was part owner of the property. Mayor Parmer asked that the discussion wait until Coun- cilman Bagsby is present. 5. North Tri-Ethnic and Worth Heights Community Centers (M&C C-4028) Councilman Zapata questioned the name "North Tri- Ethnic". Where was it to be located? (Identification was made and commented that the name had been changed recently). Councilman Newkirk questioned if the Center would include a mini-library. Councilman Zapata asked if the budget proposed for the center included the gym and was there sufficient money to cover the low bid. Mr. O'Dell commented that that was what the M&C was all about. Mr. Line commented about the mini-library idea and that the proposed center did not include a mini-library. Councilman Bradshaw asked what was the difference - he could hear the flushing of the johns. Mr. Line said it wasn't he. Councilman Woods said it wasn't his plumbers. 6. Expansion of CETA PSE Program (Title II and Title VI) (M&C G-3673) Mr. Sturns reported that the proposed changes in hiring schedule would allow the City to hire additional 300 people. This was partially accomplished by a program that is scheduled to cut short by two months. That the program needed CIP type funds for Traffic Engineering from General Funds to purchase mater- ials. Councilman Newkirk questioned use of City funds for CETA projects - that when the CETA funds were cut off the City would be in a trap for needs. It was asked if Traffic Engineering would be doing the work anyway, just not as soon. Also are funds coming from reserves? Mr. Line said the funds would come from unappropriated reserve f unds. Councilman Newkirk asked why at this time. Mr. Line commented that the signs need to be changed out as a result of national standards. These are not street name signs but they are traffic control signs. Councilman Newkirk commented that the reserve funds should be held for emergencies only. Mr. Line said that we have access to CETA labor now. If we wait we will have to pay for labor and materials, not just materials as is proposed in this M&C. Councilman Davis questioned the City using CETA em- ployees and becoming dependent on them. Mr. Line explained that the City was not dependent on CETA - just making good use of CETA programs. That our regular employees were doing the basic City jobs. He commen- ted on another City where CETA money is paying for 300 policemen. All projects started with CETA employees are Li scheduled for completion before the end of that particular CETAprogram. .aCouncilman Davis questioned if the CETA program was to TEX. be aimed at training employees. 4 # Mr. Line said a goal of CETA was to train individuals so that a permanent job could be located. Mr. Sturns commented on the Hawkins bill for next year's budget. That if enacted it would take the CETA program for another couple of years. Councilman Bradshaw questioned if a Clerk II under the CETA program was paid the same as a Clerk II regular employee. Also, was the City using CETA employees in the Police Pound and where located? Mr. Sturns commented that the Pound was located in the Police building and that the need was for a good inventory to be taken. Councilman Newkirk asked if a person needed to be un- employed for 15 months before eligible for CETA. (Staff corrected time to 15 weeks.) Where was the City going to locate Engineering Aides for this program? Mr. Sapp commented that the Engineering Aides would come from recent graduates of colleges. Mr. Santerre commented that the materials needed for Traffic Engineering CETA program were signposts to replace short posts that have been ruled as dangerous to traffic involved in accidents. Councilman Newkirk questioned the pavement tape and conduit. Mr. Santerre explained that pavement tape would last from 3 to 6 times longer than paint. Mr. Line questioned Santerre about any deadlines. Mr. Santerre explained that the CETA program fit into an overall program, therefore, no deadline. The National Code has been in effect for some time. Councilman Zapata questioned if the program was not the same as rejected several months ago. Mr. Sturns said that it was not the same funds. These funds were generated from slow start-up and from cut off of last two months of time possible. W 5 1 , 4. Proposed Construction Site for the Near Southside Multi- purpose Center (M&C C-3660 and I.R. 3049) Councilman Bagsby discussed the proposed site. That the restaurant would remain and the property north of the site would be purchased to make up further needed land. He said there was still one home owner, Mrs. Kirkpatrick and her sister who did not want to sell their property. Councilman Bagsby asked that the Council procede with approving the M&C. That most of the property was sub-standard and also rent property. Councilman Newkirk questioned where the property would be purchased to make up for the restaurant. It was confirmed that property to the north would be considered. Councilwoman Barbour questioned the relocation proce- dures - that if a property free of debt was purchased that the City would relocate the person to property also free of debt. Mr. O'Dell commented that the City would purchase the site property at fair market value and find a house of same size up to standard and debt free to move the person into. He said that new property can cost the City up to $15,000 more than the purchase price of the original property. There followed a discussion using examples of priced land and improvements. Councilman Johnson asked if the house being moved into must be up to standard (code) - it was confirmed that the house would have to meet the code. Mrs. Kirkpatrick commented that she would like to see her present home moved possibly across the street where a vacant lot exists. Mr. O'Dell confirmed that her house could be moved if it can be brought to City code. He also commented the City would pay any living expenses needed during the time that Mrs. Kirkpatrick and her sister might have while the house is being moved and brought to City code. Councilwoman Barbour asked that the Council not belabor the question and move ahead. Councilman Bagsby asked Council proceed with approval of the M&C. Status Report of Sub-Standard Properties (I.R. No. 3047) Councilman Woods questioned what the staff would be doing with the sub-standard property in question. Mr. O'Dell referred to the last paragraph of the I.R. - that the staff would continue to enforce the code and work with the property owners. Mayor Parmer commented that the deadline for the property in question was 60 days which would be up on January 15, 197 He asked the staff to remind the property owners in question of the January 15 deadline. 8. Proposed Comprehensive Study of Water Distribution System (M&C C-4025) Councilman Newkirk questioned the need for study and the big price. Mr. Robinson commented that the City knows what it has but it needs to have a plan for future growth. That the old plan being used now needs to be updated. It is expected that the City will be growing and possibly expanding in different direction than the past ten years. That the drought possibilities need to be re- looked at and a plan developed for through 1985. Councilman Newkirk questioned if the Water District did the planning for overall water supply. Mr. Robinson commented that the Water District did do some overall planning but not for the water system within the City. That water came to the Rolling Hills Treatment Plant from Cedar Creek and into Lake Worth, but the City had to worry about distributing the water after it was treated. That during a drought on the West Fork of the Trinity, that most of the water woud come from Cedar Creek and we do not have sufficient water system to transport the water from the Rolling Hills Plant into all of the rest of the City. Especially the last plan did not attest to development in the northeast part of the county as it appears developmept is proceeding. Mr. Line commented that not approving this proposed study would be a $325,000 mistake. Councilman Newkirk said this was a mighty big ticket to pay for. The City built into the plans for Westpoint addition oversized lines to insure water distribution. LF�LiWDRTH i1�Mr. Robinson commented that for planning purposes theTARY consultant will use growth information from the City's Planning Department and COG population projections. He commentedTEX that over the past ten years that the City Council had not received any complaints from citizens not having ample water. 7 t Councilman Newkirk questioned if the study would involve the customer cities around Fort Worth served by the Fort Worth system. Mr. Robinson confirmed that the study would involve all customer cities. Councilman Bradshaw said the study was needed but there should be a Council Committee established to make recommen- dations to the selection of an Engineering firm. Mr. Robinson said he did not realize that the City Council wanted to be involved in the selection process. Mr. Line apologized for not remembering the Council wishes in the question. That the M&C can wait for the Council Committee to act. Councilman Zapata questioned if the City could hire on experts to do the many studies we get involved in rather than hiring consultants. Mr. Line commented on the broad range of studies that the City needs - that it would cost considerably more to hire on the experts that would be needed. That Engineering Consultants make their services available to many cities to justify having certain experts in their firm. Councilman Bradshaw commented that even the Con- sultants are limited as to experts and only a few could take on this study. Councilman Zapata discussed comments he had received from citizens concerned with the City hiring consultants and the waste of City money. Mr. Line discussed the amount of money private enter- *D.I. prize would invest in research using a figure of 10%. He suggested that the City should total up the research type expenditures to show what percent the City spends. That it would probably be in the range of .5%. Councilman Bagsby also asked that a copy of a resolution prepared by Bagsby and Barbour be sent to Daniel Glenn. Referred to J. Thompson III. 2) Need report to City Council on the property owned by Mrs. Kirkpatrick and her sister. (Report to Council before Meeting of December 27, 1977). Referred to Vernell Sturns. 3) Need report on M&C G-3661 - (R.R. crossing needs to be listed on pre-council) Referred to Gary Gwyn 4) Substandard Buildings (M&C G-3662) was delayed one week. Need report on Ben Morrison's proposal schedule. Referred to Vernell Sturns. 5) Report for Zapata - Equal employment requirements for contractor and businesses doing busines with City of Fort Worth. Referred to Vernell Sturns. 6) City Council asked for report on pornographic materials on sale at newstands and convenience stores. Also asked to study the Ordinances approved for both Dallas and Philadelphia. Need report from Johndroe as to status of Fort Worth Ordinance. Referred to S. G. Johndroe and A. J. Brown.
