Pre-Council Meeting
7:00 P.M., Tuesday, May 5, 1981
1) Assessment Paving of Oakhill Street, Unit II, from the Village
to Parker-Henderson Road (IR 43597) - Gary Santerre, Public Works
and Transportation Director
*To add items or make revisions, please call the City Manager's Office,
870-6111, before 3:00 P.M., Monday, May 4, 1981.
The purpose of the Pre-Council Conference held prior to a regular City Council
Meeting is to allow the Mayor and Councilmembers to discuss informally items
on the agenda and to secure information from the City Manager and staff.
Although the meeting is open to the public, citizens are requested to reserve
comments and questions for the subsequent Council meeting so they will be a
art of the public record.

Hall: (Outlined Texas Jet's five-year plan for use of Meacham
Field lease property.)
Woods: Want you to work out solution at Aviation Board and just
not bring it back to us.
Bolen: Want City Attorney sitting in on any meetings. PI
Lancaster: How much is City getting from option?
Hall: Approximately $6,000 per month.
1) Assessment Paving of Oakhill Street, Unit II, from the
Village to Parker - Henderson Road (IR#3597)
Schmidt: (Summarized information in I.R.)
City would have to absorb cost of storm drain at trailer
park.
Williams: There has been a lack of communication while setting project
up. Different concerned parties have been told different
things. Should have been clear from beginning about the
plans for the entire project.
Jim McCully: Strong opposition when Village was going in. Unit II was not on
the developer's plan presented to the Plan Commission. Hopkins
• asked the Plan Commission to go on record and asked the Council
to open it up all the way. No action was taken by the Plan
Commission. Showed up on community facilities contract.
McCully and Sanders is not ready for development at this time.
Would only accept compromise for us to give land and City pay
full cost of road and would put back our fences.
Bolen: Reason for putting in Unit II is to provide another exit for
residents to west of Village.
Santerre: Current roadway is designed to carry projected traffic from the
Village.
Woods: Don't see any need to bring this before the CouLL

Smith: Concern was from residents who wanted access to the school.
McCully: There are other roads to provide access.
Williams: What about assessments along Unit I?
Schmidt: Have employed appraiser and will go out with him to appraise
one typical house and lot.
Bagsby: Factor we have not considered is City's plan to provide low
and moderate housing in that area. Will be increased in
number of children attending those schools.
Woods: Council concensus is not to build at this time.
