LIMITS OF FORT WORTH, TEXAS, PROVIDING THAT THE TERRITORY
ANNEXED SHALL BEAR ITS PRO RATA PART OF TAXES, PROVIDING THAT
THE INHABITANTS THEREOF SHALL HAVE ALL THE PRIVILEGES OF ALL
THE CITIZENS OF FORT WORTH, TEXAS, PROVIDING THAT THIS
ORDINANCE SHALL AMEND EVERY PRIOR ORDINANCE IN CONFLICT
HEREWITH, PROVIDING THAT THIS ORDINANCE SHALL BE CUMULATIVE
OF ALL PRIOR ORDINANCES NOT IN DIRECT CONFLICT• PROVIDING FOR
SEVERABILITY AND NAMING AN EFFECTIVE DATE.
WHEREAS, on December 14 1999 the City Council approved Resolution Number 2598
adopting an annexation plan_ for the City of Fort Worth in accordance with Section 43 052 of the
Local Government Code; and
WHEREAS, on October 29 2002 the Fort Worth City Council approved Resolution Number
2884 adopting the third amendment to the Crty's annexation plan identifying approximately 7 744
acres referred to as the 287 Zone; and
WHEREAS on January 7 2003 the Fort Worth City Council adopted Ordinance Number 15389
annexing the 287 Zone for hrruted purposes, and
WHEREAS, the Council approved, as an attachment to Ordinance Number 15389 a regulatory
plan as allowed through the hrrited purpose annexation process that identified November 28, 2005 as
the deadhne for annexing the area for full purposes and set out the planning, zoning, health and safety
ordinances to be enforced in the area, and

WHEREAS, notice ofthe first and second such public hearinigs for the proposed limited purpose
annexation were published in a newspaper having general circulation in the City of Fort Worth,
Texas, and in the hereinafter described territory on the 18th day of September 2002, and posted on
the City of Fort Worth s Internet web site on the 18th day of September 2002, and
WHEREAS, notice of the second such public hearing for the proposed limited purpose
annexation was published in a newspaper having general circulation in the City of Fort Worth, Texas,
and in the hereinafter described territory on the 2nd day of October 2002, and
WHEREAS, a public hearing before the City Council ofthe City ofFort Worth, Texas, wherein
all interested persons were provided an opportunity to be heard on the proposed hnrited purpose
annexation of the territory hereinafter described, was held in the City Council Chambers in the
Municipal Office Building of Fort Worth, Texas, on the 1st day of October 2002, and
WHEREAS, a second public hearing before the Crty Council of the City of Fort Worth, Texas,
wherein all interested persons were provided an opportunity to be heard on the proposed limited
purpose annexation of the territory hereinafter described, was held at Tarrant County College,
Northwest Campus, 4801 Marine Creek Parkway Fort Worth, Texas, on the 15th day of October
2002, and
WHEREAS, notice of the first public hearing regarding the proposed service plan as required
under the provision of properties placed in the City's Annexation Plan was published in a newspaper
having general circulation in the City of Fort Worth, Texas, and in the hereinafter described territory
on the 22nd day of August 2003 and posted on the City of Fort Worth s Internet web site on the
22nd day of August 2003 and
WHEREAS, notice of the second such public hearing regarding the proposed service pale as
required under the provision of properties placed in the City's Annexation Plan was published in a
newspaper having general circulation in the City of Fort Worth, Texas, and in the hereinafter
described territory on the 28th day of August 2003 and posted on the City of Fort Worth s Internet
web site on the 28th day of August 2003 and
WHEREAS, prior to the posting and publication ofthe notices ofpubhc hearings, a Service Plan
providing for the extension of municipal services into the hereinafter described territory was prepared
for inspection by and explanation to the inhabitants of the area to be annexed, and
WHEREAS, a public hearing before the City Council ofthe City of Fort Worth, Texas, wherein
all interested persons were provided an opportumty to be heard on the proposed full purpose
annexation of the territory in relationship with the proposed service plan as required under the
provisions of properties placed in the City's Annexation Plan and hereinafter described, was held in
the City Council Chambers in the Municipal Office Building of Fort Worth, Texas, on the 2nd day of
September 2003 and
WHEREAS, a second public hearing before the City Council ofthe City of Fort Worth, Texas,
wherein all interested persons were provided an opportumty to be heard on the proposed full purpose
annexation of the territory in relationship with the proposed service plan as required under the

provision of properties placed in the City's Annexation Plan and hereinafter described, was held at
Tarrant County College, Northwest Campus, 4801 Marcie Creek Parkway Fort Worth, Texas, on the
11th day of September 2003 and
WHEREAS, the City Council certified the attached Service Plan to be complete on March 29
2004 and
WHEREAS, the population of the City of Fort Worth, Texas, ~s in excess of 100,000 inhabitants;
and
WHEREAS, the hereinafter described territory was withal the exclusive extraterritorial
jurisdiction of the Crty of Fort Worth, Texas, placed in the Crty's Annexation Plan and was annexed
for linmted purposes, and
WHEREAS, the hereinafter described territory lies adjacent to and adjoins the Crty of Fort
Worth, Texas, and
WHEREAS, the annexation of the approximately 6,698 acres of land will cause areas to be
entirely surrounded by the Crty of Fort Worth, but will not include the unincorporated area within the
Crty
WHEREAS, Section 43 057 of the Local Government Code provides that a mumcipahty must
find that surrounding the area ~s in the public interest; and
WHEREAS, the Crty finds the present development patterns and anticipation of requests for city
services would be minimal at this tune for the properties that would be entu•ely surrounded by the City
of Fort Worth, and therefore it ~s in the public interest to not include the properties that would be
entuely surrounded by the Crty of Fort Worth; and
WHEREAS, between May 20, 2003 and October 28, 2005 the City Council approved
amendments to the Crty's municipal annexation plan, being the 5th and the 7`h through the 15th
amendments, (M&C's _PZ-2481 PZ-2533 PZ-2586, PZ 2587 PZ 2618 PZ-2620, PZ-2621 PZ
2622, PZ-2624 PZ 2629) removing approximately 1046 acres of land at the request ofthe respective
owners, in order to facilitate the immediate full purpose annexation or agreements to postpone full
purpose annexation, and
WHEREAS, the, the 287 Zone, as hereinafter described, now contains approximately 6,698 acres
of land (10 46 square miles) of land, more or less;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS
SECTION 1
That the following described land and terntory lying adjacent to and ad~ouvng the City ofFort
Worth, Texas is hereby added to and annexed to the City of Fort Worth, Texas, and said territory

hereinafter described shall hereafter be included within the boundary hrruts of the City of Fort Worth,
Texas, and the present corporate boundary hmits of said City at the various points contiguous to the
area hereinafter described, are altered and amended so as to include said area within the corporate
lirmts of the Crty of Fort Worth, Texas, to-wit.
Being a portion of that certain territory annexed for hnuted purposes, by City of Fort Worth,
Ordinance Number 15389 being described as three separate parcels as follows.
Parcel 1
1 830 ACRES OR 2.9 SQUARE MILES (MORE OR LESS) being situated in. the H.
Robertson Survey A 1259 the J Hibbins Survey A-639 the S C.T Ford Survey A 531 the
I. & G.N.R.R. Co Survey A 1956, the J.A. Gill Survey A 570, the Hews of Benjamin
Thomas Survey A 1497 the E.H. Elkins Survey A-487 and the J.P Alford Survey A 53 all
in Tarrant County Texas. Said area is more particularly described as follows.
BEGINNING at the intersection ofthe extended south right-of--way lute ofHicks Road West
(Co Rd. 4005) with the west right-of--way line of U S. Highway 81 Business 287 Said

That this ordinance shall and does amend every prior ordinance in conflict herewith, but as to
all other ordinances or sections of ordinances not in direct conflict, this ordinance shall be, and the
same is hereby made cumulative.
SECTION 6.
That rt is hereby declared to be the intent of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent ~unsdiction, such unconstitutionahty shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any
unconstitutional phrase, clause, sentence, paragraph or section.
SECTION 7
That should this ordinance for any reason be ineffective as to any part or parts of the area hereby
annexed to the City of Fort Worth, the ineffectiveness of this ordinance as to any such part or parts
shall not affect the effectiveness of this ordinance as to the remainder of such area. The City Council
hereby declares rt to be its purpose to annex to the City of Fort Worth every part of the area
described in Section 1 of this ordinance, regardless of whether any part of such described area ~s
hereby not effectively annexed to the City Provided, further that if there is included within the
description of temtory set out in Section 1 of this ordinance to be annexed to the City of Fort Worth
any area which ~s presently part of and included within the limits of the City of Fort Worth, or which
~ presently part of and included within the hrrits of any other city town or village, or which ~s not
within the City of Fort Worth s jurisdiction to annex, the same is hereby excluded and excepted from
the territory to be annexed hereby as fully as if such excluded and excepted area were expressly

annexation plan on October 29 2002. The City plans to annex the area during a 30-day
period beginning October 29 2005.
Municipal services to the Annexation Area will be furnished by or on behalf of the City
of Fort Texas, at the following levels and in accordance with the following service plan
programs:
1 Program for services to be provided on the effective date of the annexation
The City will provide the following services in the Annexation Area on the effective date
of the annexation, unless otherwise noted.
A. Police Protection
The proposed annexation area will require assignment of new Police
Reporting Areas, and will be part of Beat C-13. It is in the North Field
Operations Division and Neighborhood Policing District 3
The Fort Worth Police Department will provide protection and law
enforcement service in the Annexation Area commencing on the effective date
of annexation. The services will include:
^ Normal patrols and responses to calls for service
^ Handling of offense and incident reports
^ Special units, such as traffic enforcement, crimmal investigations,
narcotics law enforcement, gang suppression and crime response team
deployment when required.
Beat C-13 will be divided into 2 beats prior to annexation. Each beat will
consist of 5 patrol officers and 1 Neighborhood Police Officer
These services are provided on a citywide basis. The area will be assigned
new Police Reportmg Areas (PRA).
B. Fire Protection
Fire protection services by additional personnel and equipment of the Fort
Worth Fire Department will be provided from a minimum of two additional
fire stations or temporary facilities to the Annexation Area commencing on
the effective date of the annexation. These services include:

These services are provided on a citywide basis. The Texas Commission on
Fire Protection certifies all Fort Worth firefighters.
The 2004 approved CIP provides additional fire stations north of Hicks
Industrial Park and around the Willow Springs / Keller Haslet Road azea; a
tanker truck will be placed ~n the northwest area at the tune of annexation to
supplement water needs related to fire protection.
The first station to be built will be constructed along the Business 287
corridor near Bonds Ranch Road and Peden Road.
Should the fire station not be in place on the date of annexation, temporary
facilities will be provided, which could include renting an existing building in
the area to house fire personnel and equipment.
A tanker truck would also be located at the new fire station or at a temporary
facility at the time of annexation. The tanker truck will be moved to other
locations based upon fire incident rates and availability of water in the azea.
C. Emergency Medical Services
Emergency medical services by additional personnel and equipment of the
Fort Worth Fire Department will be provided to the Annexation Area
commencing on the effective date of the annexation. The Fort Worth Fire
Deparhnent serves as the first responder on life threatening medical
emergencies as a part of the~MedStaz system. All Fort Worth Fire Department
personnel are certified at an Emergency Medical Technician level or higher
All engines, trucks, and rescue units carry Automatic External Defibrillators
for use with heart attack victims. MedStaz system will provide advance life
saving services and transport to the appropriate medical provider
D Solid Waste Collection
Solid waste collection shall be provided to the Annexation Area in accordance
with existing City ordinances and policies commencing on the effective date
of the annexation. Private solid waste service providers under contract with
the City will provide services. Persons using the services of a privat y o ed'"

Private service providers at the discretion of the customer may provide solid
waste collection services for businesses and multi-family dwelling complexes
having three or more units.
E. Operation and Maintenance of Water and Wastewater Facilities
There aze no existing water and wastewater facilities in the Annexation Area
that must be operated and maintained by the City immediately upon
annexation. Provision of water and wastewater services by the City is
addressed in section 3
F Operation and Maintenance of Roads and Street Including Street Lighting
The following services will be provided in the Annexation Area commencing
on the effective date of the annexation, unless otherwise noted.
The Transportation and Public Works Department will assume maintenance of
public streets over which the City has jurisdiction. 'T'hese services include
emergency pavement repair and maintenance of public streets on an as-needed
basis. Public streets will be included in the City's preventive maintenance
program. Preventive maintenance projects aze prioritized on a Citywide basis
and scheduled based on a variety of factors, including surface condition, ride
ability age, traffic volume, functional class, and available funding. Any
necessary rehabilitation or reconstruction will be considered and prioritized on
a citywide basis.
Streetlights installed on improved public streets shall be maintained by the
City of Fort Worth in accordance with current City policies. Other street
lighting shall not be maintained by the City of Fort Worth.
The Transportation and Public Works Department will also provide regulatory
signage services in the Annexation Area. Traffic signal, stop, and all other
regulatory studies are conducted in conjunction with growth of traffic
volumes. All regulatory signs and signals are installed when warranted
following an engineering study Faded, vandalized, or missing signs are
replaced as needed. `CALL BACK" service is provided 24 hours a day 365
days a year for emergency sign repair. All unproved intersections and
roadways aze striped upon improvement. All roadways are re-striped and
remarked as needed.
G. Operation and Maintenance of Parks Playgrounds and Swimming Pools

Area that are private facilities will be unaffected by the annexation.
H. Operation. and Maintenance of Any Other Publicly Owned Facility Building
or. Service
There are no publicly owned facility or building within the annexation area.
In the event the City acquires any other facilities, buildings or services
necessary for municipal services located in the Annexation Area, the
appropriate City department will provide maintenance services.
2. Program for providing additional services
In addition to the services identified above, the following services will be provided in the
Annexation Area on the effective date ofthe annexation, unless other wise noted.
A. The residents of the Annexation Area will receive library services from the
Fort Worth Public Library commencing on the effective date of the
annexation.
B. The City will provide general municipal administration and administrative
services.
C. The Transportation and Public Works Department will provide drainage
maintenance services in the Annexation Area at current citywide service
levels. The City will assume maintenance for all public drainage channels
within dedicated public drainage easements.
The Transportation and Public Works Department will provide the following
services:
^ Storm sewer maintenance;
^ Watershed development review and inspection.
The Environmental Management Department will provide the following
services:
o Emergency spills and pollution complaints response;
o Storm sewer discharge pollution prevention/water quality assessments
for creeks.
The Department of Engineering will provide information relating t ~~tloo~:~~_~~ (+~=~!:

D City Enforcement of the City's environmental health ordin ces~,~and ~;~+~ ~;~ ~~ ~.{tl
regulations, including but not limited to weed and brush ordinances, junked

and abandoned vehicle ordinances, food handlers' ordinances and animal
control ordinances, will be provided within the Annexation Area on the
effective date of the annexation. Complaints of ordinance or regulation
violations within the azea will be answered and investigated by personnel
within the appropriate department beginning on the effective date of the
annexation.
E. Certain building, plumbing, mechanical, electrical and other construction
codes aze currently enforced in the Annexation Area in accordance with the
regulatory plan approved by the City Council in connection with the limited
purpose annexation of the area. All City building, plumbing, mechanical,
electrical, and all other construction codes will be enforced within the
Annexation Area on the effective date of the annexation.
F The subdivision ordinance, zoning ordinance and certain other development
regulations are currently enforced in the Annexation Area in accordance with
the regulatory plan approved by the City Council in connection with the
limited purpose annexation of the area. All City zoning, subdivision, sign,
manufactured housing, junk yard and other ordinances will be enforced in the
Annexation Area on the effective date of the annexation.
G All inspection services furnished by the City of Fort Worth, but not mentioned
above, will be provided to the Annexation Area beginning on the effective
date of the annexation.
3. Program for Providing Full Municipal Services Within 2%i to 4 %i Years
1n addition to the services listed above, and in accordance with this section,
the City will provide full municipal services to the Annexation Area
commensurate with the levels of services provided in other parts of the City
similaz topography land use, and population density constitute a sufficient
basis for providing different levels of service, no later than two and one-half
(2 %i) years after the effective date of the annexation. If full municipal
services cannot be reasonably provided within the 2 %z yeazs, the City will
propose a schedule for providing said services within a period of four and
one-half (4-%i) years after the effective date of the annexation, and/or upon
development of the property whichever occurs later.
`Full municipal services" are services provided by the annexing municipality
within its full-purpose boundaries, including water and wastewater services
and excluding gas or electrical service. The City shall provide the services by
any of the methods by which it extends the services to any e o e

Annexation Area. Except as otherwise noted below any such construction
shall be substantially completed within two and one-half (2 '/z) years after the
effective date of the annexation. If capital improvements necessary for
providing full municipal services for the Annexation Area cannot be
reasonably constructed within 2 %Z years, the City will propose a schedule for
providing said services within a period of four and one-half (4-%z) years,
and/or upon commencement of development of a subdivision within this
property whichever occurs later
Acquisition or construction shall lie accomplished by purchase, lease, or other
contract. Any such construction shall be accomplished in a continuous
process and shall be completed as soon as reasonably possible, consistent with
generally accepted local engineering and architectural standards and practices.
A. Police Protection. No capital improvements are necessary at this time to
provide police protection to the Annexation Area. Need for construction of
new facilities will be assessed periodically based on population growth,
predicted growth and call volume.
B. Fire Protection. To provide fire related service will require a minimum to two
additional fire stations, which are typically funded through Capital
Improvement Programs. Additional construction of new facilities will be
assessed periodically based on population growth, predicted growth, call
volume and response times.
C. Solid Waste Collection. No capital improvements are necessary at this time to
provide solid waste collection services to the Annexation Area.
D Water and Wastewater
Construction of water and wastewater facilities in proximity to Hicks
Industrial Park
Due to the existing industrial uses and need for fire hydrants in the Hicks
Industrial Park, the City will extend the water main shown on Exhibit A
attached hereto without requiring customers to pay for excess length, once 10
or more of the existing occupied businesses or residences with frontage on
Hicks Field Road or Hicks Field East Road commit to connecting to the water
main. Such customers shall pay tap and impact fees pnor to commencement
of construction. The water main extension will be installed within 2 years of
the commitment of 10 or more customers, but no later than 2 '/z y ~a7fier~~--en-~~
annexation. Customers who commit to connecting to the water m ~~~~t~rdb~:P~ i,;•';= ~~~jij

Future customers connecting to the water main shown on Exhibit A (other
than the original 10 or more) will be charged front footage charges or capacity

The City will extend the sewer mam shown on Exhibit `B" attached hereto
within 4 % years after annexation. Customers with an existing occupied
busmess or residence on the date construction of such sewer maui is
completed may connect to the sewer main upon payment of standard tap and
impact fees. Customers who connect to the sewer main after construction
shall pay tap, impact fees, and front footage or capacity charges.
Properties with wells as of the effective date of the annexation will be allowed
to continue to use those facilities as long as the facility meets State water
quality standards. When public water is provided, wells may continue to be
used for irrigation when the proper cross connection protection is provided.
Properties with septic systems (onsite wastewater facilities) as of the effective
date of the annexation are not required to connect to City wastewater lines as
long as the system functions in accordance with State standards.
Construction of water and wastewater facilities in remainder of 287 Zone
The cost of construction of 200 lineaz feet of water and wastewater facilities
will be credited to each business and residence occupied on the effective date
of annexation other than the Hicks Industrial Park businesses addressed above
("existing customer") that is connected to the water or wastewater facility at
the time of construction. The cost of any excess length will be paid for at the
time of construction by the existing customers connecting to such extension,
on a pro rata basis. The cost of any excess length may be recovered by
existing customers by front footage charges for additional connections in
accordance with the Water and Wastewater Installation Policy All existing
customers connecting to a water and/or wastewater facility shall pay tap and
impact fees.
Existing customers who do not connect to water or wastewater facilities at the
time of construction shall pay tap fees, impact fees and front footage charges
upon connecting to the facilities.
Properties with wells as of the effective date of the annexation will be allowed
to continue to use those facilities as long as the facility mee ~t~~.,~at

New development
As additional development and construction commences within the
Annexation Area, water and sewer mains of the City will be extended by the
property owner in accordance with provisions of the City's Subdivision
Ordinance, the Water and Wastewater Policy summarized below and other
applicable policies, ordinances, and regulations. The 200-foot allowance
described above applies only to connection of existing occupied structures.
It does not apply to new development after the effective date of annexation.
City participation in the costs of these extensions shall be in accordance with
applicable City policies; ordinances, and regulations.
Following is a summary of the Water and Wastewater Installation Policy as
set out in Section III of the City's Policy for the `Installation Policy of
Community Facilities.
The developer shall cause to be constructed all water and wastewater facilities
required to provide service to the development, subdivision, or lotltract. The
developer shall be responsible for 100% of the cost for water and wastewater
facilities designed to provide service to the proposed development. If larger
facilities are required based on comprehensive study the additional
incremental cost shall be borne by the City
E. Roads and Streets. No road or street related capital improvements are
necessary at this time. Future extensions of roads or streets and future
installation of related facilities, such as traffic control devices, will be
governed by the City's standard policies and procedures.
F Draina a Utility. No capital improvements are necessary at this time to
provide drainage services.
G. Street Lighting1 It is anticipated that new subdivisions m the Annexation Area
will install street lighting in accordance with the City's standard policies and
procedures. In other cases, the City will install streetlights at all existing
public roadway intersections within 2 %z years after annexation. Mid block
streetlights are at the request of the adjacent property owners and prioritized
with similar requests from throughout the city on an annual basis. Availability
of electrical source may limit the placement of all streetlights.
H. Parks. Playgrounds and Swimming Pools. Capital improvements such as
parkland acquisition and development of facilities will be dictated by future
land use of the area, goals established by the Parks, Recreation and Open
Space Comprehensive Plan and appropriation of resources. Should additional
residential development occur, parkland dedication, i borhood--parir

I. Other Publicly Awned Facilities. Building or Services: Additional Services. In
general, other City functions and services, and the additional services
described above can be provided for the Annexation Area by using existing
capital improvements. With the exception of fire related services, additional
capital unprovements are not necessary to provide City services.
4 Impact Fees
Notwithstanding any other provision of this service plan, a landowner within the
Annexation Area will not be required to fiznd capital improvements necessary to provide
municipal services in a manner inconsistent with Chapter 395 of the Local Government
Code governing impact fees, unless otherwise

On October 29 2002 (M&C PZ 2420R) the City Council adopted Resolution 2884 the third amendment to
the City of Fort Worths Annexation Plan placing 7 744 acres into the annexation plan Subsequent
amendments to the annexation plan to facilitate voluntary annexations and agreements to postpone full
purpose annexation have reduced the area to 6 698 acres
Section 43 052(g) of the Texas Local Government Code requires that the full purpose annexation of an area
in the annexation plan be completed before the 31st day after the third anniversary of the date the area was
included in the plan The City of Fort Worth can annex this area for full purposes during the time period of
October 29 2005 and November 28 2005 terminating the limited purpose annexation status and bringing
the subject area into full purpose annexation
Public hearings concerning the full purpose annexation were held as required by state law on September 2
2003 and September 11 2003 In accordance with the State Law Tarrant County appointed a negotiation
panel that worked with the City in development of the Service Plan These efforts were completed on
March 30 2004 (M&C PZ 2525) with the certification of completion of the attached Service Plan
The adoption of the attached ordinance completes the annexation process
OPERATIONAL IMPACT -The Police Department estimates a first year cost of $31 212.00 to serve this
area. The Transportation and Public Works Department estimate a first year cost of $500 900 for pavement
pulverizations and overlays pavement markings and signs.
LOCATION -The subject property is located in north and northwest Tarrant County west of Interstate
Highway 35 north and south of US Highway 287
If annexed this property will become a part of COUNCIL DISTRICT 7
