Ordinance No ~~s~~°d 7'a1~O-~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $13,430 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE CITYWIDE HISTORIC PRESERVATION PLAN (M&C G-14018), MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of $13,430 from available funds for the purpose of funding the Citywide Historic Preservation Plan (M&C G-14018) SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPRO AS TO F GALITY Assistant C't' Atto ey ADOPTED AND EFFECTIVE. ~y~~ I o) ~ a-o©5' City of Fort Worth, Texas Mayor and Council Communication COUNCIL ACTION Approved on 7/19/2005 Ordinance No. 16506-07 2005 DATE Tuesday July 19 2005 LOG NAME. 22FUNDS REFERENCE NO *G-14855 SUBJECT Authorization to Accept Funds from the Texas Historical Commission and Adopt Appropriation Ordinance RECOMMENDATION It is recommended that the City Council: 1 Authorize the City Manager to accept $13 430 in the 2003 Historic Preservation Funds from the Texas Historical Commission and 2. Adopt the appropriation ordinance increasing estimated receipts and appropriations by $13 430 in the Special Trust Fund DISCUSSION In June 2002, the City Council approved M&C G-13651 to accept grant funds from the Texas Historical Commission (THC) in order to produce the Citywide Historic Preservation Plan The terms of the grant provide that, when communities participating in the program do not use the entirety of their allotted grant, the funds may be re-directed to other participating communities where sufficient cash overmatch exists on a grant project. The City of Fort Worth received a grant of $8,291 however the total project costs equaled $143,298 Thus the City qualified to receive re-directed funds and the THC allocated $13 430 of these funds to the City for use in additional historic preservation projects. In July 2003 the City Council adopted the Citywide Historic Preservation Plan (M&C G-14018) which contains recommendations addressing five areas. 1 Historic Resources Survey and Resource Priorities 2. Preservation Ordinance 3 Preservation Incentives 4 Preservation within All City Policies/Decisions 5 Public Education and Communication City staff proposes to use the re-directed funds to implement recommendations from the plan as described in 'the budget below The Historic and Cultural Landmarks Commission (HCLC) and its Designation Subcommittee have reviewed the budget and endorse the proposed projects Historic Resources Survey and Resources Priorities Fabricate (TPW) 44 public notice signs for the designation of Fort Worth ISD school facilities as Demolition Delay as recommended by the HCLC and its School Designation Subcommittee and supported by the FWISD $880 00 Logname• 22FUNDS Page 1 of 3 Conduct a metes and bounds survey (Engineering) of unplatted property in the Garden of Eden Historic District and print photographic documentation. The survey is necessary to provide an accurate legal description of property within the district and to provide baseline information on the structures within the district. $2,000 00 Print photographic documentation and conduct a baseline architectural survey for the Mistletoe Heights Historic District in-order to provide baseline documentation for assessing proposed alterations in applications for Certificates of Appropriateness. $2,500 00 Conduct volunteer training for leaders of potential historic districts on the designation process for districts and methods for conducting an architectural survey for designation (e g Oakhurst and Ryan Place) $1 500 00 Conduct a citywide investigational survey of all historic park structures and sites for local and national historic designations. $5 000 00 Pubfic Education and Communication. Print information brochures on the City's preservation incentives. $325 00 Print informational brochures on the requirements and process for creating historic and conservation .districts $500 00 Print illustrated guidelines for appropriate rehabilitation of historic properties. 725.00 TOTAL $13,430.00 This effort serves all COUNCIL DISTRICTS FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the above recommendations and adoption of the appropriations ordinance funds will be available in the current operating budget, as appropriated of the Special Trust Fund The Planning Department is responsible for the collection and deposit of these funds.
