Subject: NEW ENVIRONMENTAL MANAGEMENT DEPARTMENT 1873 In recent years, environmental protection has become an increasingly important priority at all levels of government. In October, 1990, the Environmental Management Office was established to better address environmental issues. Federal legislation and mandates have extended the Environmental Protection Agency's (EPA) oversight into areas such as industrial waste, water quality, air quality, toxic waste and hazardous materials. The responsibility for clean-up and regulation continues to grow and local jurisdictions are required to properly address and coordinate these activities. Over the past few years, many departments have added personnel and financial resources to their budgets in an effort to meet emerging environmental mandates. Continuing to approach environmental issues in a decentralized and fragmented fashion is not cost effective. Therefore, in order to address environmental issues more effectively, the Environmental Management Office is being reorganized and elevated to department status April 1 , 1992. Most of the City's environmental management issues and activities will be consolidated into the department. This department will be headed by Rick Hay, currently the Environmental Management Director. Although the department will not be created officially until the 1992-93 budget is adopted October 1 , 1992, the responsibility for all identified activities and operations, including employee supervision, will be transferred to the new department on or about April 1 , 1992. The General Fund revenues associated with these environmental management activities for the current year are detailed below. All oversight of asbestos removal activities (currently in the Transportation and Public Works Department) and hazardous materials operations (in the Fire Department) will be transferred to the new department. No positions or funds associated with oversight of either asbestos removal or hazardous materials are identified for transfer.
