AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE SPECIAL TRUST FUND IN THE AMOUNT OF $80,229.00, FROM UTILITY
INCENTIVES REVENUE, FOR THE PURPOSE OF FUNDING STAFFING SUPPORT
FOR THE BETTER BUILDINGS CHALLENGE PROGRAM; PROVIDING FOR A
SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Trust Fund in the amount of$80,229.00, from Utility Incentives revenue, for the purpose of funding
staffing support for the Better Buildings Challenge program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Allocation of$80,229.00 from Utility Incentives Deposited into the Special Trust Fund for Fiscal
Year 2015 Staffing Support for the Better Buildings Challenge Promoting Energy Conservation, Authorize
Transfer of an Amount of$80,229.00 from the Special Trust Fund to the General Fund and Adopt
Appropriation Ordinances (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the allocation in the amount of$80,229.00 from utility incentives deposited as revenue
into the Special Trust Fund for Fiscal Year 2015 staffing support of the Better Buildings Challenge;
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund in the amount of$80,229.00 from Utility Incentive Revenue;
3. Authorize the transfer in the amount of$80,229.00 from the Special Trust Fund to the
General Fund; and
4. Adopt the attached supplemental appropriation ordinance increasing estimated receipts
and appropriations in the General Fund in the amount of$80,229.00 from available funds.
DISCUSSION:
On May 15, 2012, the City Council adopted Resolution No. 4089-05-2012 authorizing the City Manager to
enter into a Community Partner Agreement with the U.S. [department of Energy for its Better Buildings
Challenge (BBC) Program. The Agreement encourages local entities to join the City of Fort Worth (City)
in making Fort Worth's municipal, commercial and industrial buildings at least 20 percent more efficient by
the year 2020. This effort is managed by the Property Management Department as part of its Resource
Conservation Program and the funds used to support this program come from utility incentives. Mayor
and Council Communication (M&C) G-18274 approved on August 5, 2014, provided funding for the BBC
Program for Fiscal Year 2014 and this M&C will transfer funding for Fiscal Year 2015 program
costs. Funding has already been received from Oncor Electric Delivery Utility Incentives and these funds
were deposited as revenue into the Special Trust Fun (FE72)to support resource conservation
programming.
FISCAL INFORMATION I CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached supplemental appropriation ordinances, funds will be available in the Fiscal
Year 2014-2015 operating budget, as appropriated, of the Special Trust Fund and General Fund.
