AN ORDINANCE INCREASING APPROPRIATIONS IN THE CULTURE AND
TOURISM FUND IN THE AMOUNT OF $39 700 AND DECREASING THE
UNRESERVED FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF TRANSFERRING SAID FUNDS TO THE SPECIALLY FUNDED
CAPITAL PROJECTS FUND• MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-
2005 in the Budget of the City Manager there shall also be increased appropriations in the Culture
and Tourism Fund in the amount of $39 700 and decreasing the unreserved fund balance by the
same amount, for the purpose of transferring said funds to the Specially Funded Capital Projects
Fund.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in no way impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 16061 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance
are in direct conflict with such other ordinances and appropriations, in which instance said
conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinances and Execute a Delivery Order under the City's Annual Architectural
Services Agreement with Huitt-Zollars Inc. for Design Services to Develop a More Pedestrian-
Friendly Rodeo Plaza
RECOMMENDATION
It is recommended that the City Council:
1 Adopt the supplemental appropriation ordinance increasing appropriations in the Culture and Tourism
Fund by $39 700 and decreasing the unreserved fund balance by the same amount;
2. Authorize the transfer of $39 700 from the Culture and Tourism Fund to the Specially Funded Capital
Projects Fund
3 Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Specially
Funded Capital Projects Fund by $39 700• and
4 Authorize the City Manager to execute a Delivery Order in the amount of $31 700 under the City's
Annual Architectural Services Agreement with Huitt-Zollars, Inc. for design services to develop a more
.pedestrian-friendly Rodeo Plaza.
DISCUSSION
In 1986 the City Council passed a resolution to close North Commerce Street to vehicular traffic from East
Exchange Avenue to Stockyards Boulevard Federal Economic Development Administration Grant funds
were received and used to renovate the street for pedestrian use as Rodeo Plaza.
As the Fort Worth Stockyards National Historic District is the home of the Fort Worth Herd and host to
thousands of visitors annually Rodeo Plaza needs upgrading to .provide a safer and more pedestrian
friendly corridor within the District.
This project will include the design of a new entry arch at the south end of Rodeo Plaza restoration of the
existing entry arch at the north end of Rodeo Plaza, installation of a suitable bollard system to control
vehicular access, provision of additional brick planters and outdoor furniture upgrade of the area lighting
existing landscape irrigation system existing gazebo and installation of a lighted cover over the existing
workout corral.
On August 7 2003 (M8~C C-19687) the City .Council approved an agreement with Huitt-Zollars, Inc. for
annual architectural services for small, multi-disciplinary projects on an as-needed basis. The use of a
Delivery Order under the Huitt-Zollars annual architectural services agreement is highly appropriate for this
project. The cost of the Delivery Order for the development and design of the Rodeo Plaza renovation is

$31 700 In addition to the contractual design costs, $8 000 is included for project management and design
contingencies. The cost of the construction portion of the renovation is contingent upon the scope of the
final project development and design however it is currently estimated to range from $210 000 $425 000
As the renovation will impact a significant tourist destination in Fort Worth, it is proposed that Culture and
Tourism Fund revenues generated from the Hotel Occupancy Tax be utilized to fund both the design and
construction of the proposed Rodeo Plaza renovation
Huitt-Zol{ars Inc. is in compliance with the City's M/V1IBE Ordinance by committing to 20% MMBE
participation on its annual contract.
This project is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION/CERTIFICATION.
The Finance Director certifies that upon approval of the above recommendations and adoption of
the appropriation ordinances, funds will be available in the current capital budget, as appropriated of the
Special{y Funded Capital Projects Fund.
