AN ORDINANCE INCREASING THE ESTIMATED APPROPRIATIONS IN THE
ENVIRONMENTAL PROTECTION OPERATING FUND IN THE AMOUNT OF
$194,862.90, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF ADDITIONAL
REMOVAL, TRANSPORTATION AND DISPOSAL OF ASBESTOS CONTAINING
MATERIALS FROM THE GENERAL TERMINAL BUILDING AT MEACHAM
INTERNATIONAL AIRPORT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the
Budget of the City Manager, there shall also be increased estimated appropriations in the Environmental
Protection Operating Fund in the amount of$194,862.90, from available funds, for the purpose of additional
removal,transportation and disposal of asbestos containing materials from the General Terminal Building at
Meacham International Airport.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Transfer in the Amount 194,862.90 from Environmental Protection Operating Fund to the
Environmental Protection Capital Fund, Authorize the Execution of Amendment No. 1 to City Secretary
Contract No. 46403, an Asbestos Abatement Services Agreement with 1 Priority Environmental Services,
Inc.„ in the Amount of$194,662.90 for Additional Removal, Transportation and Disposal of Asbestos
Containing Materials from the General Terminal Building at Meacham International Airport, Thereby
Revising the Total Contract Amount to $596,669.50 and Adopt Appropriation Ordinances (COUNCIL
DISTRICT )
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached supplemental appropriation ordinance increasing estimated appropriations in the
Environmental Protection Operating Fund in the amount of$194,862.90 and decreasing the unaudited,
unassigned fund balance by the same amount;
2. Authorize the transfer of$194,862.90 from the Environmental Protection Operating Fund to the
Environmental Protection Capital Fund„
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Environmental Protection Capital Fund in the amount of$194,662.90; and
. Authorize the execution of Amendment No. 1 to s Secretary Contract No. 46403, an Asbestos
Abatement Services Agreement with 1 Priority Environmental Services, Inc. in the amount of$194,662.9
for additional removal, transportation and disposal of asbestos-containing materials from the General
Terminal Building at Meacham International Airport thereby revising the total contract amount to
$596,689.50 and authorize an additional 30 working days to allow for the completion of the additional
asbestos removal.
DISCUSSION:
The Amendment recommended by this M&C is for asbestos abatement services for additional work
required to remove asbestos-containing materials discovered during the interior demolition of the
Meacham International Airport- General Terminal Building, beyond what was anticipated when the
asbestos scope of services was developed..
An Asbestos Survey of the Meacham International Airport- General Terminal Building was conducted on
October 29, 2014. This non-intrusive/non-destructive asbestos survey was conducted to determine the
amounts of asbestos-containing materials located within the General Terminal Building for developing the

general scope of asbestos abatement services that would be required. The survey was conducted only in
accessible areas of the building. Due to the inaccessibility of certain areas within the building; above
permanent ceilings, behind permanent plaster or concrete column facades, and in tenant occupied areas
of the General Terminal Building, the survey was not able to identify all of the existing asbestos-containing
materials. During the interior demolition activities, additional fireproofing overspray was discovered on the
interior columns, above previously existing HVAC ductwork, behind structural beams and on interior
plaster walls surrounding the stairwells and the central core area which includes the elevator shaft,
restroom plumbing, and also thermal system insulation located within the central-core pipe-chase,

for an estimated time and materials fee of$194,862,90. City staff considers the fee to be fair and
reasonable for the scope of services proposed.

committing to an overall 10 percent MBE participation on this contract inclusive of the amendment to
increase the contract value.
The project is physically located in COUNCIL DISTRICT 2, but will serve Fort Worth residents in ALL
COUNCIL DISTRICTS.

The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinances, funds will be available in the current operating
