AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT $129,157.00,
SUBJECT TO RECEIPT OF THE TAR NT COUNTY REGIONAL AUTO
CRIMES AS FORCE REIMBURSEMENT, FOR THE PURPOSE OF FUNDING
PARTICIPATION IN THE TAR NT COUNTY REGIONAL AUTO CRIMES TASK
FORCE„ PROVIDING FOR A SEVERABILI CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated tote various City departments for Fiscal Year 14®
2015 in the Budget of the City Manager, there shall also be increased estimated receipts and
appropriations in the Grants Fund in the amount of $129,157.00, subject to receipt oft the Tarrant
County Regional Auto Crimes Task Force reimbursement, for the purpose of funding participation
in the Tarrant County Regional Auto Crimes Task Force.
SECTION 2.
That should any portion, section or part of section of this ordinance be declared invalid,
inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or
judgment shall in impair the remaining portions, sections, or parts of sections of this
ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances
and appropriations amending the same except in those instances where the provisions of this
ordinance are in direct conflict with such other ordinances and appropriations, in hich instance
said conflicting provisions of said rior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect upon adoption,

Authorize Execution of an Interlocal Agreement with Tarrant County to Participate in the Tarrant Regional
Auto Crimes Task Force, Authorize Acceptance of a Grant Award from the Tarrant County Regional Auto
Crimes Task Force in the Amount of$106,177,00, Authorize Transfer from the General Fund in the Amount
of$22,980.00 for the City's Match Requirement and Adopt Appropriation Ordinance (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1, Authorize the execution of an Interlocal Agreement with Tarrant County to participate in the Tarrant
County Regional Auto Crimes Task Force;
. Authorize the acceptance of a grant from the Tarrant County Regional Auto Crimes Task Force in the
amount of$106,177.00;
3. Authorize the transfer in the amount $22,980.00 from the General Fund to the Grants Fund for the
City's it match of the Auto Crime Task Force Interlocal r ; and
4, Adopt the attached appropriation ordinance increasing si to receipts and appropriations in the
Grants Fund in the amount of$129,157.00 subject receipt of the grant.
DISCUSSION:
The City of Fort Worth has been an active participant in rr Regional Auto Crimes Task
Force (Task Force) since 1993. The Task Force uses coordinated and cooperative enforcement, crime
prevention ci es, and technology to investigate uto crimes.
Currently, seven municipal police agencies participate in Task Force. Agencies are partially
reimbursed for their participation through a grant funded by the Texas Automobile Burglary and Theft
Prevention Authority. The Fort Worth Police Department will assign one detective to the Task Force. The
rant funds will reimburse the City for the detective's base salary longevity pay. Additionally, the City
will receive a reimbursement for 80.71 percent of the detective's medicl benefits. The remaining 19.29
percent of the detective's fringe benefits will be covered by the Police General Fund.
Indirect costs are not allowable expenses under this grant.
Chapter 791 of the Texas Government Code provides authority for local governments to enter into
Interlocal Agreements for the performance of v r t I functions, including police protection and
detention services.
