ORDINANCE NO.
AN ORDINANCE MAKING CERTAIN FINDINGS; PROVIDING FOR THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF
THE CITY OF FORT WORTH, TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF 0.7925 SQUA
MILES OF LAND, WHICH SAID TERRITORY LIES ADJACENT TO AND ADJOINS THE PRESENT BOUNDARY LIMITS OF
THE CITY OF FORT WORTH, TEXAS; AND NAMING AN EFFECTIVE DATE.
WHEREAS, a public hearing before the City Council of the City of Fort Worth, Texas, wherein all
interested persons were provided with an opportunity to be heard on the proposed annexation of tl
territory hereinafter described, was held at the City Council Chamber in the City Hall of Fort
Worth, Texas, on the 20th day of June 1966, which date is not more than twenty (20) nor less that
ten (10) days prior to the institution of annexation proceedings;; and -
WHEREAS, notice of such public hearing was published in a newspaper havinq circulation in the Cf1
of Fort Worth, Texas, and in the hereinafter described territory on the 8th day of June 1966. whi
date is not more than twenty (20) nor less than ten (10) days prior to the date of such public
hearing;. and
WHEREAS, the population of the City of Fort Worth. Texas. is in excess of 391 ,000 inhabitants; at
WHEREAS, the hereinafter described territory lies within the extraterritorial jurisdiction of the
City of;.Fiirt Worth, Texas; and
WHEREAS, the territory hereinafter described lies adjacent to and adjoins the City of Fort Worth,
Texas; 'and
WHEREAS, the territory hereinafter described contains 0.7925 square miles; now therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH. TEXAS:
SECTION 1 .
The following described land and territory lying adjacent to and adjoining the City of Fort Wortl
Texas, is hereby added to and annexed to the City of Fort Worth. Texas. and said territory here-
inafter described shall hereafter be included within the boundary limits of the City of Fort
Worth. Texas, and the present boundary limits of said City, at the various paints contiguous to
the area hereinafter described, are altered and amended so as to include said area within the
corporate limits of the City of Fort Worth. Texas* to wit:
FIRST TRACT:
Being a portion of the H. Bennett Survey, Abstract No. 138, and a portion of the William C.
Trimble Survey, Abstract No. 1521 , located about 8 miles northeasterly from the Courthouse of
Tarrant County. Texas, and being more particularly described as follows: BEGINNING at a point it
the present City of Fort Worth City Limit Line at its intersection with the south line of the H.
Bennett Survey, Abstract No. 138. in the north line of the William C. Trimble Survey, Abstract NC
1521s a distance of 325 feet west from the west right-of-way line of Highway I-20. Thence north,
along the present City of Fort Worth City Limit Line 3180 feet, more or less, to a point 10 feet
southeasterly from and perpendicular to the southeasterly right-of-way line of the C.R.I. and
G.R.R. Co. THENCE, southeasterly along said right-of-way line and the City of Fort Worth City
Limit Line 2400 feet, more or less. to a point 10 feet east of and perpendicular to the east
right-of-way line of Handley-Ederville Road (County Road No. 3054). THENCE, south along the pre-
sent City of Fort Worth City Limit Line 10 feet east of and perpendicular to the east right-of-wa;
line of Handley-Ederville Road (County Road No. 3054) 2170 feet, more or less, to a point 10 feet
south of and perpendicular to the south right-of-way line of Midway Road (County Road No. 3007)
produced east. THENCE, west to and along the present City of Fort Worth City Limit Line 10 feet
south of and perpendicular to the south right-of-way line of Midway Road (County Road No. 3007)
200 feet. THENCE, south 390 feet. THENCE, east 2400 feet, more or less, to a point in the
present City of Fort Worth City Limit Line 325 feet west of the west right-of-way line of Highway
I-20. THENCE, north along the present City of Fort Worth City Limit Line 450 feet9 more or less,
to the place of beginning and containing approximately 0.2378 square miles.
SECOND TRACT:
Being a portion of the H. Bennett Survey, Abstract No. 138, and a portion of the J: W. Sampson
Survey, Abstract No. 1387, located about 8 miles northeasterly from the Court House of Tarrant
County, Texas, and being more particularly described as follows: COMMENCE at a point in the
present City of Fort Worth City Limit Line at its intersection with the south line of the H.
Bennett Survey, Abstract No. 138. a distance of 325 feet east from the east right-of-way line of
Highway No. I-20, then run north 300 feet and north 41° east 1520 feet, along the present City of
Fort Worth City Limit Line for the beginning point of the tract herein described. Thence. along
the present City of Fort Worth City Limit Line north 410 east 1600 feet and east 1600 feet.
THENCE, southwesterly along a curve to the left with a radius of 3510 feet a distance of 2875 fee
to the place of beginning and containing approximately 0.0113 square miles.

feet east from the middle of Norwood Drive (County Road No. 3104) and approximately 1010 feet

SECTION 2.
The above described territory and the area annexed shall be a part of the City of Fort Worth,
Texas, and the property so added hereby shall bear its pro rata part of the taxes levied by the
City of Fort Worth, Texas, and the inhabitants thereof shall be entitled to all of the rights and
privileges of all the citizens and shall be bound by the acts, ordinances, resolutions and regula-
tions of the City of Fort Worth, Texas.
SECTION 3.
That this ordinance shall and does hereby amend every prior ordinance in conflict herewith, but
as to all other ordinances or sections of ordinances not in direct conflict herewith this ordi-
nance shall be and is hereby made cumulative.
SECTION 4.
If any section, subsection, clause, sentence, phrase, or word of this ordinance is for any reason
held void or unconstitutional by a court of competent jurisdiction, such invalidity shall not
affect the validity of the remaining sections, subsections, clauses, sentences, phrases, or words,
except as the same are inseparable from and indispensable to the remaining portions of the
ordinance.
SECTION 5.
This ordinance shall be in full force and effect from and aftey�'the date of its passage on first
reading and publication and its passage on second reading as provided for -in Section 40 of
Chapter XXVIII of the Charter of the City of Fort Worth and it is so ordained.

On May 16 and May 23, 1966, contracts were awarded for construction of two
initial units of the Northeast Industrial Thoroughfare (M&C's C-712 and 717),
portions of which lie in areas outside the city limits of Fort Worth. It is
proposed that 0.7925 square miles (approximately 550 acres) be annexed to
place the thoroughfare within the city limits of Fort Worth, and protect it
from undesirable and uncontrolled encroachments. The areas proposed fqr an-
nexation are shown in blue on the attached map.
Nature of Existing Development
Several existing industrial or commercial operations will be benefitted by
the thoroughfare, and construction of the roadway will open additional areas
for early development, where activity is now mostly limited to sand and gravel.
mining. The City of Hurst now owns and operates a sewage treatment plant in
the proposed annexation area, but the plant will be abandoned upon completion
of the Walkers Branch Collector Main. The Village Creek Sewage Treatment plant
is located south of the proposed annexation area.
Availability of Utilities
Because of the existing and proposed construction of the northeast water
transmission main and the Walkers Branch sewage collector main, trunk main
utility service in addition to thoroughfare access will be available to areas
proposed for annexation. Lateral lines to serve new development east of
Norwood Drive can be provided in accordance with standard policies for the
extension of community facilities in new subdivisions. In the area west of
Interstate 820, trunk main water service is available, but sewer needs would
be reviewed when a known size and type user makes application for sewer service.
Streets, Street Lights and Drainage
The City and County are participating in the cost of the interim paving on
the Northeast Industrial Thoroughfare at this time, but abutting property
owners will be responsible in the future for permanent paving and widening
of the thoroughfare in connection with community facilities contracts or
assessment paving. Interior streets, street lights, and drainage facili-
ties for new developments would be provided in accordance with standard
policies.
Waste Disposal, Fire and Police Services
An existing police radio patrol beat in the Trinity Valley East area now
serving Bell Helicopter and other development will patrol the thoroughfare
and abutting properties. Fire service will be provided by the Fire Depart-
ment pumper company and tank truck stationed at 1100 Wright-Richardson Road.
Supplementary fire response would be available from existing stations at
Dalford and Eagle Drive (No. 19); Meadowbrook and Oakland Boulevard (No. 20),
and at Erie and Church (No. 24). No waste disposal routes are established
near the annexation areas at this time, but service wo be extended upon
request and in accordance with standard rate schedules

Need for Annexation
Annexation is proposed in order to extend municipal protection and regula-
tion over right-of-way of the Northeast Industrial Thoroughfare and assure
reasonable development standards for abutting properties. The Preliminary
Comprehensive Plan projects continued industrial development in the Trinity
Valley East area, because of the proximity of rail, future canal, thorough-
fare, and regional airport facilities. Water and sewer trunk main facili-
ties are also available in the area making possible major development at
any time.
Recommendation
As indicated by the attached letter from the Chairman of the City Plan
Commission, the Plan Commission has reviewed the proposed annexation and
recommends that action be initiated to extend municipal boundaries and
services to the 550 acre area shown on the attached map. It is therefore
recommended:
1) That a hearing on the requested annexation be set for June 20, 1966; and,
2) That the administrative staff be instructed to prepare necessary de-
scriptions and annexation ordinances for final City Council action
after the hearing and other legal steps have been taken.
