WHEREAS, the City of Fort Worth (CITY) and Freese and Nichols, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 44073, (the
CONTRACT) which was authorized on the lst day of January, 2013 in the
amount of $293, 328 . 00; and Amendment #1 was executed in the amount of
$89, 110. 00
WHEREAS, the CONTRACT involves engineering services for the
following project :
Lake Worth Trail - Section Al-A3; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in the attached Exhibit A dated July 22,
2015, a copy of which is attached hereto and incorporated herein. The
cost to City for the additional design services to be performed by
Engineer totals $598, 940, outlined in the attached Exhibit B.
2 .
Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $981, 378 . 00 .
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

PROPOSAL FOR PROFESSIONAL SERVICES
FOR
LAKE WORTH TRAIL— SECTION A1-A3
Fort Worth, Texas
July 22, 2015
PROJECT DESCRIPTION
Freese and Nichols, Inc. ("FNI") will perform professional design services for the City of Fort
Worth ("City") for developing final construction documents (PS&E) Plans, Specifications and
Estimates for the trail improvements for the Lake Worth Trail — Section Al-A3 in Fort Worth
Texas. This scope of services is related to the recent Preliminary Design Study, dated October
2014 and the Lake Worth Trail Routing Study, dated June 9, 2011 as completed by FNI. The
next phase of work is for developing final construction documents (PS&E) Plans, Specifications
and Estimates of the proposed hike/bike trail. It is our understanding that the City is proposing to
construct Section Al-A3 of the hike/bike trail along the Lake Worth Reservoir in Tarrant County,
Texas as identified in the Preliminary Design Study. Section A1-A3 is approximately 5.6 miles
in length, beginning at Trinity Trail near Anahauc Street, going through YMCA Camp Carter,
City of River Oaks, Marion Sansom Park, along Lake Worth through Windswept Circle Park and
Plover Circle Park terminating at Trailhead A3 in Arrow "S" Park.
Section Al-A3 of the trail would cross the West Fork Trinity River at two new locations and
unnamed streams at multiple locations. The two new bridge crossings over the West Fork
Trinity River along the trail system will each be 10' wide and approximately 200'-225' in length
depending in final design considerations. As noted in the project environmental summary report
one stream crossing will require a third bridge crossing which would be approximately 60' in
length and also 10' wide. Major trail heads Al, A2 and A3 are planned with minor trail head 62,
C1, C2 and C3 included. FNI will prepare construction documents for the trail improvements for
the purpose of bidding the work in accordance with City standards and budgets, as well as
federal, state and local laws.
This scope of work includes professional landscape architectural and engineering design
services provided by FNI. FNI will be joined by the sub-consultant firm of Gorrondona
Associates ("GA") for the topographic surveying and geo-technical services and also Charles
Gojer Associates for specific structural engineering services on the project. The program for the
trail improvements, scope of work and fee schedule is based upon the Lake Worth Trail
Preliminary Drawings, dated October 2014 as prepared by FNI for the City.
TASK 1 - TOPOGRAPHIC SURVEY
A. TOPOGRAPHIC SURVEY: GA will perform an on the ground survey of the
property, under the direct supervision of a Registered Professional Land
Surveyor.
Included in this item:
1. Tie all improvements X, Y & Z (water valves, water meters, storm drains,
manholes, driveways, curbs, signs, buildings, power poles, etc.) in additional
areas along the existing route. The survey shall include spot elevations, plus
all grade breaks. The topographic survey shall also include locating
centerline and edge of pavement in the sections adjoining the roadways.
2. FNI and the City Arborist identified trees in the field with metal tag numbers
and flagging tape and the trees are located within the City parkland (Marion
Sansom, Windswept Circle, Plover Circle and Arrow S. parks) for survey
crews to field locate. Provide trees survey for trees tagged in the field which
included approximately 100 trees to be located on this survey.
3. Provide a topographic survey for the proposed new trail head A2 being
approximately +/- 400' x 525'. The survey shall include 50-foot cross-
sections, all grade breaks and trees 6" and larger within the project area.
4. Prepare a final design/topographic drawing in a digital format (AutoCAD
2013) showing all features located in the field, identified trees, one-foot
interval contours and a TIN. Deliverables shall also include a copy of the
field notes, an ASCII coordinate file of all points located in the field and a
hard copy of the coordinates.
TASK 2 - GEO-TECHNICAL SERVICES
A. GEO-TECHNICAL SERVICES
1. GA will provide a geotechnical report and recommendations for paving
design, site features and pedestrian bridge design.
2. The project consists of the following proposed improvements:
• A pedestrian hike and bike trail,
• 2 pedestrian bridge crossings, and
• Up to 3 trail head pavilion areas along the trail.
3. Proposal assumes and is based upon the following:
• The site is readily accessible;
• The site may require clearing for boring access which will be provided as
an additional service.
• The boring locations can be accessed by a truck-mounted drilling rig; and
• The boring locations are not covered by concrete.
FIELD INVESTIGATION
The proposed field investigation includes:
Eight (8) borings totaling 215 feet of drilling are included in this scope of work.
Field personnel will drill the borings using truck-mounted equipment. Cohesive
and non-cohesive soil samples will be obtained using three-inch diameter Shelby
tube samplers (ASTM D-1587) and two-inch diameter standard split-spoon
samplers (ASTM D-1586), respectively.
An engineering geologist or soils technician will extrude the samples in the field,
check the samples for consistency with a hand penetrometer, carefully wrap
them to preserve their condition, and return them to the laboratory for testing. A
log of each boring will be prepared to document field activities and results. G&AI
will stake the boring locations using normal taping procedures. Locations will be
shown on the plan of borings. Precise surveying of boring locations and
elevations is not included in the cost estimate. These services may be provided
upon request, at additional cost. At the completion of drilling operations, bore
holes will be backfilled and plugged with soil cuttings.
LABORATORY INVESTIGATION
Laboratory tests will be required for classification purposes, to determine strength
characteristics, and to evaluate both the short- and long-term deformation/swell
properties of the materials encountered. Testing will be in accordance with our
standard procedures which include moisture content and soil identification, liquid
and plastic limit determinations, strength tests on soil, and unit weight
determinations. The specific types and quantities of tests will be determined
based on soil conditions encountered in the borings.
ENGINEERING SERVICES
The engineering report will be prepared by a registered engineer and will present
the results of the field and laboratory data together with our analyses of the
results and recommendations. We will provide a digitally signed and sealed
report in electronic PDF format. The report will address:
• soil and groundwater conditions encountered at the boring locations;
• foundation design recommendations including foundation type, identification
of bearing strata, allowable bearing pressure, and estimated settlement;
• recommendations for floor slab support, including evaluation of swell
characteristics of subgrade soils at the pavilion locations;
• slope stability recommendations, as applicable;
• scour recommendations, as applicable;
• paving recommendations;
• earthwork recommendations, including material and compaction
requirements;
• construction considerations related to soil and groundwater conditions at the
borings.
ASSUMPTIONS
• We understand site clearing may be required for boring access. Site
clearing necessary to access the proposed boring locations will be done
for a fee of $2,500.00 per day. This fee will be in addition to the fee
stated for the geotechnical investigation.
• Assume site conditions are relatively dry and the required clearing can be
performed with the use of a bulldozer only.
• We will not haul off any debris generated as a result of clearing.
• The right-of-entry to conduct the exploration and information regarding
the location of any utilities on the subject site will be provided by the City.
• Any restrictions or special project requirements should be brought to our
attention before we commence fieldwork.
• Should weather or other factors result in unforeseen changes in site
accessibility, GA will discuss accessibility options and associated fees.
TASK 3 - HYDROLOGY ANALYSIS
A. HYDROLOGY ANALYSIS
1. Data collection and site visit
a. Collect and review available information including GIS data, record
drawings, existing models, and proposed trail plans.
b. Make one (1) visit to the site to observe and document existing
conditions.
2. Hydraulic model of pedestrian bridges. FNI will perform hydraulic modeling of
the three (3) proposed pedestrian bridges to identify any hydraulic impacts
from the project.
a. Hydraulic modeling will be based on the effective Corridor
Development Certificate (CDC) model updated May 2013.
b. FNI will add cross sections to existing model at locations of proposed
pedestrian bridges to serve as pre-project model.
c. FNI will input proposed pedestrian bridges into model and execute.
d. FNI will compare model results between pre-project and post-project
conditions and identify any increases in water surface elevations.
e. FNI will evaluate up to two (2) alternatives to mitigate any increases in
water surface elevations.
f. FNI will document the hydraulic modeling in a technical memorandum
and on hydraulic calculations sheets for inclusion with the construction
drawings.
3. CDC permit
a. FNI will prepare a CDC permit application for the proposed project
including documentation of water surface elevation and valley storage
impacts for the 100-year and Standard Project Flood events.
b. FNI will submit the CDC permit and address one round of comments
to obtain approval of the CDC permit.
c. The CDC permit will not begin until 50% design plans are available.
4. Scour Analysis
a. FNI will perform a scour analysis for the proposed pedestrian bridges
and identify any necessary erosion protection or other scour
countermeasures.
5. FNI will complete City Floodplain Development Permit and coordinate with
City Floodplain Administrator for approval.
6. A FEMA Letter of Map Revision (LOMR) may be required following
construction, but will be considered additional services.
TASK 4 - ENVIRONMENTAL ANALYSIS
Based on our understanding, the proposed project would require Section 404 permit
authorization from the U.S. Army Corps of Engineers (USACE), as the action would
include work within waters of the U.S. The following scope of services assumes that the
proposed project could be designed and constructed to meet the terms and conditions of
Nationwide Permit 14, Linear Transportation Projects, without requiring notification to the
USACE. This depends upon avoiding special aquatic sites, including wetlands. If it is
determined that the proposed project would require notification to the USACE, FNI will
notify the City immediately. FNI can provide notification and 404 permitting services to
the City, if required, as an additional service. Following are the tasks that we propose to
assist the City in obtaining the necessary environmental authorizations.
A. REVIEW EXISTING INFORMATION
Prior to making a site visit, FNI will obtain and review pertinent site information and
proposed construction plans from the engineers as well as soil maps, topographic maps,
floodplain maps, and other readily available data. This information will be evaluated to
guide the site visits and preparation of the technical memorandum described below.
B. CONDUCT SITE VISITS
FNI will conduct up to five site visits along the proposed trail easement(s) at crossings of
waters of the U.S. to make observations of existing environmental conditions. This
investigation will include the following:
• Identification of "waters of the U. S." as defined by U. S. Army Corps
Engineers' regulations. Waters of the U. S. are regulated by the USACE
and require a permit for activities conducted within the jurisdictional
boundaries. Special aquatic sites, including wetlands, are a category of
Waters of the U.S. that require coordination with the USACE when
impacted under Nationwide Permit 14, Linear Transportation Projects
(NWP 14). Therefore, special aquatic sites, including wetlands, will be
located within the area to allow the project to avoid them. Wetland
identification will be made following the methodologies in the current
USACE Regional Supplement to the Corps of Engineers Wetland
Delineation Manual: Great Plains Region.
• Delineation of impacts to waters of the U.S. will be made utilizing a
handheld Global Positioning System (GPS) receiver to determine area of
impact within waters of the U.S. These areas of impact will be used to
document within the technical memorandum how NWP 14 terms and
conditions could be met without requiring notification to the USACE.
• The presence of potential habitat for any federally listed threatened or
endangered species will be determined during the site visits.
C. COORDINATE WITH THE TEXAS HISTORICAL COMMISSION
Projects sponsored by public entities that affect a cumulative area greater than five
acres or that disturb more than 5,000 cubic yards require advance consultation with the
Texas Historical Commission (THC) according to Section 191.0525 (d) of the Antiquities
Code of Texas. Since the proposed project is expected to exceed these thresholds,
coordination with the THC will be required. FNI will draft a consultation letter to the THC
for the City's review and comment. FNI will incorporate the City's comments and submit
the consultation letter to the THC. Any follow up studies requested by the THC are not
included in this scope of services but can be provided upon written authorization.

D. PREPARE TECHNICAL MEMORANDUM
Based on our understanding of the proposed project, it appears the proposed pedestrian
trails could be constructed to meet the terms and conditions of NWP 14 without requiring
notification to the USACE. Information gathered during the site visits and consultation
with the THC will be used to prepare a draft technical memorandum. The memorandum
will include discussions of methodologies used, the hydrologic characterization and
locations of potential waters of the U.S., and an opinion on their jurisdictional status.
This memorandum will also include a discussion of how the proposed project will meet
the terms and conditions of NWP 14 without requiring notification to the USACE. The
draft technical memorandum will be submitted to the City for review and comment. After
incorporating the City's comments into the document, FNI will submit a final technical
memorandum to the City.

E. ADDITIONAL ENVIRONMENTAL SERVICES:
The following services are beyond the environmental scope of basic services described
in the tasks above, but they can be provided as an additional service if deemed
necessary upon written authorization by the City.
1. Conducting an archeological survey along the proposed pedestrian
trail alignments.
2. Preparation of a Pre-Construction Notification (PCN) for submittal to
the USACE.
3. Preparation of an individual 404 permit application (IP).
4. Presence/absence surveys for federally listed
threatened/endangered species.
5. Application for Texas Parks & Wildlife Department Sand and Gravel
Permit.
6. Application for General Land Office Easement.
7. Other environmental services not specifically defined in this scope
of services.
TASK 5 - URBAN FORESTRY PERMIT
A. TREE SURVEY
1. FNI will conduct a walk-through of the trail corridor to tag and document tree
size, species, approximate canopy and condition of existing trees along the
trail route per the Fort Worth Tree Ordinance. This will be done to provide the
information necessary for the Tree Survey and Urban Forestry review and
permit. The City of Fort Worth requires an Urban Forestry Plan submittal for all
properties affected by the proposed trail alignment except City owned park
land and ROW. This scope of work includes tree tagging and surveying along
the trail route and within areas designated as City of Fort Worth park land and
ROW, but it does not include an Urban Forestry Plan submittal for the these
areas. Also, it is our understanding that the City of River Oaks does not have
any tree permitting or preservation requirements so the trail route within the
City of River Oaks is not included within the tree survey and permitting.
For all non-City of Fort Worth Park Land, An aerial photography analysis of
tree canopy coverage will be used in lieu of a tree survey to meet the City of
Fort Worth Urban Tree Forestry requirements.
B. URBAN FORESTRY PLANS
1. FNI will prepare an Urban Forestry Permit per the City of Fort Worth Urban
Forestry guidelines.

TASK 6 -STORM WATER POLLUTION PREVENTION PLAN (SWPPP)
1. In conjunction with the completion of the Final Construction Documents,
FNI will prepare a Storm Water Pollution Prevention Plan (SWPPP) for the
proposed project. The SWPPP will cover entire length of the project from
trail head Al to A3 and includes required erosion control plans. Any other
environmental engineering services would be considered additional
services.
TASK 7 - CONSTRUCTION DOCUMENTS
A. BASE MAPPING AND PROGRAMMING
1. FNI will conduct a walk-through of the site and general area with the City to
visually inventory the existing site features and confirm the alignment as
shown on the current Lake Worth Trail Preliminary drawings.
2. FNI will utilize the additional topographic survey information, as prepared by
GA in this scope of services for Lake Worth Trail, to update the existing base
mapping files as developed during the current preliminary design phase. The
City will also provide FNI any readily available information required to perform
this Scope of Services for on-site and off-site conditions including, but not
limited to: above and below ground utilities; easements; property lines; right-
of-ways, subdivision layouts, roadways, vegetation, soils/geotechnical
information, hydrology/drainage information, etc. Based upon the existing
survey, new survey and additional information provided by the City, FNI will
prepare an updated base map(s) for use in Design Development and Final
Construction Documents. Should any other additional site survey information
be necessary, the City will be responsible for providing this information.
3. During the base mapping, FNI will meet with the City staff to discuss the
proposed trail improvements program and specifically define the City's goals
for the trail development. This meeting will also confirm the final budget
allocation by the City for the construction of the trail improvements.

B. DESIGN DEVELOPMENT
1. FNI will attend one (1) meeting with the City to review the current approved
Preliminary Design drawings and Cost Estimate to confirm the overall design
and obtain City approval before proceeding into the Design Development
phase of work. If the City substantially, as solely determined by the City,
increases the program and construction budget, FNI will review with the City
the required additional fees necessary to cover the increase in scope of work.
FNI will not proceed into the Design Development phase until the final
program and cost estimate have been approved by both FNI and the City.
2. Based upon approval of the Preliminary Design drawings from the City, FNI
will prepare Design Development drawings for the proposed trail
improvements. The Design Development drawings will be prepared at an
approximate 60% level of completion of Construction Documents.
3. The City will provide to FNI all front end documents, contracts, insurance
requirements, general conditions, etc. for use by FNI in preparing the
specifications and contract documents.
4. Based upon the Design Development drawings, FNI will prepare a 60%
completion cost estimate for the proposed trail improvements.
5. FNI will prepare a preliminary Table of Contents for the specifications and
contract documents.
6. FNI will submit the Design Development drawings, Cost Estimate and Table of
Contents for the specifications and contract documents to the City for review
and approval.
7. The City will forward, in writing, to FNI all review comments for the Design
Development drawings submittal. FNI will obtain these comments and
approval from the City prior to proceeding into the final construction
documents.

C. FINAL CONSTRUCTION DOCUMENTS
1. Based upon approval from the City for the Design Development drawings
submittal, FNI will prepare final Construction Documents at an approximate
95% level of completion. The Construction Documents will be comprised of
both the drawings and the specifications and contract documents.
2. Based upon the 95% Construction Documents, FNI will prepare a final cost
estimate for all the proposed trail improvements.
3. FNI will submit the 95% Construction Documents and cost estimate to the City
for final review and comments. The City will provide FNI final, written
comments for all revisions requested to the Final Construction Documents.
4. Based upon the final written comments received from the City, FNI will
prepare final 100% Construction Documents for the City to utilize in bidding
the project.
5. FNI will submit the final Construction Documents to the Texas Department of
Licensing and Regulation (TDLR) for the State required accessibility review.
The accessibility review will include compliance with TAS and ADA
requirements. Fees associated with this review will be included as a
reimbursable expense.

D. BID PHASE
1. FNI will attend a pre-bid meeting with City representatives and the potential
bidders.
2. FNI will prepare addendum(s), if required, during the bid phase.
3. FNI will assist the City in reviewing the Contractor's bids and providing a Bid
Tabulation and a recommendation to the City for award of contract.

E. CONSTRUCTION ADMINISTRATION
1. FNI will assist the City by attending a pre-construction meeting and a
maximum of twelve (12) 2-hour progress meetings during construction to
evaluate completion of work by the Contractor. Should the number of
required meetings or the amount of meeting time increase, such time can
be provided by FNI as an additional service as requested and approved by
the City in writing. The City will be responsible for the day-to-day
administration of the construction contract.
2. FNI will prepare a written Field Report as necessary for meetings attended
during the construction of the project.
3. FNI will process submittal and shop drawing reviews as submitted by the
Contractor during the construction process. Pay applications will also be
reviewed each month by FNI and will then be forwarded to the City with
the appropriate recommendation.
4. FNI will assist the City in attending two (2) final project walk-thru meetings
with the Contractor and his subcontractors to review the completion of
work. FNI will provide written comments to the City for the preparation of a
final "punch list" for work to be completed by the Contractor.

ASSUMPTIONS
A. The City has allocated funds of approximately $5,000,000 for Lake Worth Trail
— Section Al-A3 improvements for this scope of services as shown in the Lake
Worth Preliminary Design Study plan set. This includes Section Al-A2 which
will be designated as the Base Bid and Section A2-A3 which will be
designated as Alternate Bid No. 1. The funding, as committed by the City, for
the Base Bid and Alternate Bid No. 1 will be finalized prior to construction of
the project improvements. Should this construction budget increase
substantially, as solely determined by the City, or the City should require a
significant number of alternate bid items to be included in the construction
document package, FNI and the City staff will re-evaluate this scope of work
and determine the basis of compensation in accordance with revisions to the
design services.
B. The City will provide as expeditiously as possible all readily available base
information that it currently has in its possession, necessary to complete the
Scope of Services described herein. Should FNI need any additional survey
information, the City will provide this information to FNI. ALL INFORMATION
PROVIDED BY THE CITY IS ASSUMED TO BE ACCURATE AND
COMPLETE TO THE LEVEL OF METHODS AND TOOLS USED AT THE
TIME THE INFORMATION WAS COLLECTED, unless indicated otherwise by
the City. Any information required to complete this Scope of Services that
cannot be readily provided by the City will remain the responsibility of the City.
All such information shall be provided to FNI and any costs associated with
acquisition of information will be borne by the City.
C. Other than those identified in this contract, no additional public meetings
and/or presentations are provided within this Scope of Services
D. The City will pay for all required governmental processing fees and public
notice advertising costs.
E. This Scope of Services does not include additional mass grading studies other
than the required site grading for the proposed trail improvements.
F. It is anticipated that the trail design will be prepared as one bid package, with
the understanding that from Section A2-A3 will be designated as a bid
alternate number one (1). If additional bid packages are required by City for
phasing breakouts, FNI will re-evaluate the scope of services to address
additional fees not covered in this scope of work.
G. The City has indicated that the Design and Construction for this project is paid
by the Lake Worth Gas Lease Revenue Funds. It is anticipated at this time
that based on revenue projections, the funds are available for design and
would be available for construction of Section Al-A3. The budget for
construction is estimated at this time to be $5,000,000.00. FNI provided in the
preliminary design phase an opinion of probable construction costs for Section
Al-A3. If the projected costs increase or the gas revenue decreases, the City
of Fort Worth reserves the right to make necessary changes to build the
project with the available funds or postpone the construction of the project until
the funds are available. Should these changes require an increase in scope of
work, FNI will re-evaluate the current scope of services to address additional
fees not covered in this scope of work.

PROJECT SCHEDULE

ADDITIONAL SERVICES
Additional Services, not included in this Scope of Services, will be negotiated with the City as
necessary. Compensation will be based upon either a mutually agreed lump sum fee or on an
hourly basis. Items which would be considered Additional Services could include: additional site
surveying, design of additional program items beyond what has been identified by the City for
the trail improvements, alternate bid items, additional meetings with City Staff and/or
presentation to other groups, additional site visits during construction activity, etc.
Note: Trail section A2-A3 will be bid out as Bid Alternate#1, but there will be only one bid

It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the

2. Authorize the execution of Amendment No. 2 to the Engineering Agreement with Freese and

engineering services associated with the Lake Worth Trail Phase I Final Design;
3. Authorize the City Manager to execute an Interlocal Agreement with the Tarrant Regional Water
District in the amount of$528,453.00 for the provision of recreational enhancements to Lake Worth
Trail Phase I Project; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Intergovernmental Contributions Fund in the amount of$528,453.00, subject to receipt of the funds
from Tarrant Regional Water District.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the execution of
Amendment No. 2 to the Engineering Agreement with Freese and Nichols, Inc. (Freese and Nichols),
(City Secretary Contract No. 44073) in the amount of$598,940.00 for additional design, engineering
and surveying services for the Lake Worth Trail Phase I Final Design, thereby revising the total contract
amount to $981,378.00 and to authorize an Interlocal Agreement with the Tarrant Regional Water
District (TRWD) in the amount of$528,453.00 for recreational enhancements on the project.
Design Services Agreement:
On January 8, 2008, (M&C G-16013) the City Council amended the Gas Well Revenue Distribution
Policy to allow for revenues derived from lease bonuses and royalties from properties in and around
Lake Worth to be used for the execution of the 2007 Lake Worth Capital Improvements Implementation
Plan.

On December 16, 2008, (M&C C-23262) the City Council authorized Freese and Nichols to produce a
preliminary Lake Worth Trail Routing Study for the hike and bike trail around Lake Worth, which is
currently being used to define the scope of the final trail layout and design.
On December 4, 2012, (M&C C-25989) the City Council authorized an Engineering Agreement with
Freese and Nichols in the amount of$293,328.00 for design services for the Lake Worth Trail
Preliminary Design and authorized the appropriation and transfer of an amount of$300,000.00 from the
Lake Worth Gas Lease Capital Fund to the Park Gas Well Leases Fund.
On May 6, 2014, (M&C C-26791) the City Council authorized the execution of Amendment No. 1 to the
Engineering Agreement with Freese and Nichols in the amount of$89,110.00 for additional design,
engineering and surveying services for the Lake Worth Trail Preliminary Design and authorized the
appropriation and transfer of an amount of$120,000.00 from the Lake Worth Gas Lease Capital Fund
to the Park Gas Well Leases Fund.
Freese and Nichols proposes to perform final design, engineering and surveying services for this
amendment for a lump-sum amount of$598,940.00. Staff considers this to be fair and reasonable for
the scope of services proposed. In addition, the amount of$97,456.00 is budgeted to cover ongoing
administrative contingencies for a total Phase I design cost of$1,078,834.00.
The project scope includes the construction of approximately 5.6 miles of trail beginning at Trinity Trail
near Anahauc Street going through YMCA Camp Carter, Marion Sansom Park, along Lake Worth
through Windswept Circle Park and Plover Circle Park terminating at Trailhead A3 in Arrow S.
Park. Based on the preliminary design the total construction budget is estimated to be in the amount of
$7,077,100.00 including the TRWD's participation. Construction estimates will be further refined upon
completion of the final construction design process.
Tarrant Regional Water District Interlocal Agreement:
TRWD has provided quality water to its customers, implemented vital flood control measures and
created recreational opportunities for Tarrant County residents and communities for over 80 years. The
Lake Worth Vision Plan, adopted by Fort Worth City Council on May 10, 2011, set goals to create Lake
Worth Regional Park, a linear park that encompasses the lake and provides high quality recreational
amenities and cultural hubs, as well as to connect communities, resources and amenities with
pathways, greenways and trails. The Lake Worth Trail Project is a component essential for achieving
the goals set forth in the Lake Worth Vision Plan and consistent with TRWD's mission. TRWD is an
active partner in the Lake Worth Trail Project and is providing funding to support this vital recreational
amenity.
The scope of the Interlocal Agreement with TRWD is to fund recreational components of the project,
including approximately 600 linear feet of trail that will provide connection to the existing Trinity Trails
network and a 10 foot wide pedestrian bridge approximately 200 feet to 220 feet in length, which will
cross the West Fork Trinity River in an area south of Lake Worth. The preliminary cost for design,
construction and contingency is estimated at an amount of$528,453.00. TRWD will provide funding in
the amount of$300,000.00 in Fiscal Year 2015 and an amount of$228,453.00 in Fiscal Year 2016.
Funds are earmarked for trail construction in the 2007 Lake Worth Capital Improvement Implementation
Plan. The source of funds for this Plan is Water and Sewer Gas Lease Revenue per the City's
Financial Management Policy Statements. It is anticipated that sufficient funds will have accumulated to
make an appropriation and let the project in FY 2016 for Phase I and FY 2017 for Phase Il.
