AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE WATER CAPITAL PROJECT FUND IN THE AMOUNT OF $13,990 AND THE
SEWER CAPITAL PROJECT FUND IN THE AMOUNT OF $4,286 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING AN ENGINEERING AGREEMENT WITH
HUITT ZOLLARS, INC FOR MISCELLANEOUS STORM DRAIN IMPROVEMENTS
CONTRACT B TO RIVERSIDE/LANCASTER, WINTON TERRACE WEST TRAIL
DRIVERS PARK/SCHWARTZ, SKYLARK COURT HAVENWOOD LANE, ENDERLY
PLACE AND WASHBURN/FREDERICK STREET MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH• AND PROVIDING
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for Fiscal Year 2004-2005 in the
Budget of the City Manager there shall also be increased estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $13,990 and the Sewer Capital Project Fund in the amount of
$4,286 from available funds for the purpose of funding an engineering agreement with Huitt Zollars, Inc. For
Miscellaneous Storm Drain Improvements Contract B To Riverside/Lancaster Winton Terrace West, Trail
Drivers Park/Schwartz, Skylark Court, Havenwood Lane Enderly Place And Washburn/Fredrick Street.
SECTION 2
That should any portion, section or part of a section of this ordinance be declared invalid inoperative or void
for any reason by a court of competent jurisdiction such decision opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed
SECTION 4
This ordinance shall take effect upon adoption

RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $18 276 00 from the Water and Sewer Operating Fund to the Water Capital
Project Fund in the amount of $13 990 00 and Sewer Capital Project Fund in the amount of $ 4,286 00
2 Adopt the attached appropriation ordinance increasing estimated- receipts and appropriations in the
Water Capital Project Fund in the amount of $13 990 00 and the Sewer Capital Project Fund in the amount
of $4 286 00 from available funds, and
3 Authorize the City Manager to execute an engineering agreement with Huitt Zollars, Inc. in the amount of
$126 660 00 for Miscellaneous Drainage Improvements Contract B to Riverside/Lancaster Winton Terrace
West, Trail Drivers Park/Schwartz, Skylark Court, Havenwood Lane, Enderly Place and Washburn/Fredrick
Street.
DISCUSSION
The 2004 Capital Improvement Program (CIP) includes funds for Miscellaneous Drainage Improvements to
Riverside/Lancaster Winton Terrace West, Trail Drivers Park/Schwartz, Skylark Court, Havenwood Lane
Enderly Place and Washburn Avenue/Fredrick Street.
The scope of the project includes the design of storm drain improvements at the Riverside Drive/Lancaster
Avenue intersection on Havenwood Lane and Enderly Place storm drain replacements on Winton Terrace
west and at the Schwartz Avenue/N E. 28th Street intersection and storm drain extensions on Skylake
Court and the installation of a concrete drainage flume between Washburn Avenue and Frederick Street.
In addition water and sanitary improvements will be made on Skylake Court, Washburn Avenue/Fredrick
Street and Enderly Place
Huitt Zollars, Inc. proposes to perform the necessary design work for a lump sum fee of $126 660 00 City
staff considers this fee to be fair and reasonable for the scope of services proposed
In addition to the contract amount, $16 182.00 (Water $375 00 Sewer• $385 00 and Street $15 422.00) is
required for project management by the Engineering Department.

Huitt Zollars, Inc. is in compliance with the City's M/WBE Ordinance by committing to 22% MMBE
participation The City's goal on the project is 16%

The Finance Director certifies that upon approval and completion of recommendation 1 and the adoption of

of the Water Capital Projects Fund the Sewer Capital Projects Fund and the Street Improvements Fund
