Most of the property between Felix and I-20 is under the supervision of the General Services Administration (GSA) . On August 1, 1978, a letter was received from L. N. Stewart, Regional Commission, Public Buildings Service of GSA, outlining specific criteria which would be acceptable to GSA. As a result, on September 19, 1978 (M&C C-4336) , the City Council awarded a contract to Rady and Associates, Inc. , to prepare an engineerin feasibility study to determine the various alternatives and their cost for the opening of Hemphill Street through the GSA property from Felix Street to I-20 (Loop 820) . The feasibility study was completed and presented to the City Council on July 12, 1979, and on September 19, 1979, the study was discussed with the Regional Administrator of the GSA and staff. On October 9, 1979 (M&C G4839) , the results of the discussion were presented to the City Council, and the contract with Rady & Associates, Inc. , was amended to provide 'for the additional alternatives suggested by GSA. On November 1, 1979 (M&C C-4855) , an engineering contract was awarded to Rady & Associates, Inc. , for the preparation of plans and specifications of the' project. On June 3, 1980 (M&C C-5114) , the contract was amended to include the design of the utility relocations within GSA property and for the lighting of the project. DATE REFERENCE SUBJECT: Benefit Hearing - Hemphill Stree PAGE NUMBER Extension From Felix Street to 2 2 3 ^2 G-4925 I-20 (Loo 820) °f On December 19, 1980, the U. S. Department of Transportation, Federal Highway Administration granted the City the necessary right-of-way. On February 10, 1980 O&C C-5523, the City Council authorized execution of a license agreement for non- Federal. use of real property and setting forth conditions for such use. Improvements Unit I, Hemphill Street will be improved with 7" concrete pavement and curb, 48' wide, to include concrete sidewalks adjacent to the curb and driveway approaches and wheel chair ramps where specified, Included will be a pre-stressed concrete beam bridge, 1,441' long, over a portion of the GSA property. Required storm drai facilities will be constructed as well as left-turn traffic lanes. Assessments on this unit will be for curb and gutter and driveway approaches where none now exist since the street outside of the GSA property was previously constructed to City standards, 40' wide. No assessments will be made to GSA in accordance with previous agreements for right-of-way and construction areas. Unit II, Thelin Lane will be improved 40' wide with 7" concrete pavement and curb along with driveway approaches, where specified. No drainage facilities are required. Assessments are proposed on the south side of the street opposite GSA property. Unit III and IV, Rogers Road and "F" Street, are private roadways within GSA, and will be :improved in accordance with previous agreements for right-of-way and con- struction areas, No assessments will be made, Assessments and Enhancements In keeping with standard assessment paving policy on streets being reconstructed and widened, property owners adjacent to Hemphill Street extension are being assessed $6.13 per front foot for 'curb and gutter, plus driveway approaches where none now exist. Property owners adjacent to Thelin Lane are being assessed $48.80 per front foot for pavement and curb, plus driveway approaches, in accordance with standard policy on streets which were not previously constructed to grade and City speci- fications, Based on recent appraisals of like property, considering the improved access and drainage facilities, it is the opinion of the Public Works Engineering Division that all property will enhance in value in an amount equal to or more than the proposed assessment as a result of the paving, curb and gutter and drainage improvements. Recommendation It is recommended that an ordinance be adopted closing the benefit hearing_ and levying the assessments as proposed.
