HomeMy WebLinkAboutOrdinance 16519-07-2005i` Ordinance No l105~9~0 ~ ~oS AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $75 000 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH TEXAS HEALTH AND HUMAN SERVICES FOR THE CHILD AND ADULT CARE NUTRITION PROGRAM FOR AT-RISK AFTER SCHOOL PROGRAMS FOR THE PERIOD OCTOBER 1 2005 THROUGH SEPTEMBER 30 2006 MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 and in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $75,000 from available funds for the purpose of funding a contract with Texas Health and Human Services for the Child and Adult Care Nutrition Program for At-Risk After School Programs for the Period October 1 2005 through September 30 2006 SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY a+' G ~`.' Assistant City,Atto ney ADOPTED AND EFFECTIVE. ~ y ~ t~ ~ ~ i ~~ City of Fort Worth, Texas Mayor and Council Communication COUNCIL_ ACTION Approved on 7/19/2005 Ordinance No 16519-07 2005 DATE Tuesday July 19 2005 LOG NAME 80SNACK05 REFERENCE NO *C-20859 SUBJECT Acceptance of Grant and Execution of a Contract with Texas Health and Human Services Commission for the Year 2005 Child and Adult Care Nutrition Program Adoption of Related Appropriation Ordinance and Waiver of Indirect Costs RECOMMENDATION It is recommended that the City Council. 1 Authorize the City Manager to apply for and accept, if awarded a grant from the Texas Health and Human Services Commission (HHSC) requesting up to $75 000 from the Year 2005 Child and Adult Care Nutrition Program (CACNP) for At Risk After School Program funds, 2. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $75 000 from available funds 3 Authorize the execution of a contract with HHSC for the CACNP for At Risk After School Programs for the period October 1 2005 through September 30 2006 upon receipt of the grant; and 4 Authorize the City Manager to waive the indirect costs, which are not allowed by this grant and are addressed by other grants that provide for staff salaries. DISCUSSION The Child Nutrition Reauthorization Act provides reimbursement for snacks served to children through age 18 years who are participating in certain after school programs The programs must be located in low- income areas and should be designed to provide the types of activities known to reduce or prevent involvment in juvenile crime The basic purpose of the programs is to provide care for children after the school day has ended and must provide children with regularly scheduled educational or enrichment activities in a structured and supervised environment. The HHSC has notified the City that funds are available for the Year 2005 CACNP for At Risk After School Programs. It is projected that 100 000 snacks will be served to approximately 700 children at 19 Community Centers operating At Risk After School Programs from October 1 2005 through September 30 2006 The Community Services Division of the Parks and Community Services Department will administer the program according to guidelines established by the U S Department of Agriculture and the Texas Health and Human Services Commission Existing staff administer this program and the grant does not allow for the inclusion of indirect costs.
