I.Call to Order
With a quorum of the board members present, President Price called the meeting of the Crime
Control and Prevention District Board (CCPD) of Directors to order at 5:30 p.m., on Thursday,
November 6, 2014, in the Pre-Council Chamber of the Fort Worth Municipal Building, 1000
Throckmorton, Fort Worth, Texas 76102.
II.Approval of August 12, 2014 and September 9, 2014 Minutes
Motion was made by Director Bivens and seconded by Director Shingleton to approve the
minutes of the, August 12, 2014, Special Called meeting and the September 9, 2014, Regular
meeting of the Crime Control and Prevention District Board of Directors. The motion carried 8-
0. (Director Scarth absent)
III.Upcoming and Recent Events
Fort Worth Police Explorers 30th year Celebration and Awards
Community Advisory Board Meeting
Ribbon Cutting for the Mounted Patrol Facility
IV.Organizational Updates and Employee Recognition
Assistant City Manager, Charles Daniels introduced Julie Wright who will be joining the Police
Department in the Finance Department.

B.Presentation from Boys and Girls Club of Fort Worth
Daphene Barlow Stigliano, President of the Boys and Girls Clubs of Fort Worth gave a
presentation on the programs and services provided.
No action was required on these items.
VIL Action Items
A.Consideration of a Change in Program Scope of Facility Requirements to add
Mounted Patrol
1. Staff Report— Shalla Graham
Ms. Graham provided a report on the unfunded needs for the Mounted-Patrol as follows:
IT Costs $76,073
Propane Tank $14,000
2. Action
Motion was made by Director Shingleton and second by Director Espino to approve a
change in program scope to the Facilities Program to include the Mounted Facility
unfunded approved needs.
Motion passed 9-0.
B.Consideration of FY 2015 Budget Amendment for the Community Oriented Policing
Services Hiring
1. Staff Report - Shallah Graham
Ms. Graham provided a report on the required budget amendment for the Community
Oriented Policing Services Hiring Grant. The Police Department was awarded
$1,875,000 for 15 officers (10 Zero Tolerance positions and 5 real time Crime Center
positions). There is a required match of$ 1,461,239.
Staff is requesting a budget amendment to increase the Enhanced Enforcement key
funding area by $1, 461,236 from fund balance.

2. Public Hearing
Mayor Price opened the public hearing and there was no one wishing to be heard.
3. Action
Motion was made by Director Zimmerman and second by Director Scarth to close the
public hearing. Motion passed 9-0.
Motion was made by Director Scarth and second by Director Shingleton to approve
budget amendment to increase the Enhanced Enforcement key funding area by $1,
461,236 from fund balance. Motion passed 9-0.

X.Future Agenda Items
The Five-year Planning workshop is scheduled for January 29, 2015.
XI.Adjourn
With no further presentations or discussions, President Price adjourned the meeting of the Fort
Worth Crime Control and Prevention Board of Directors at 6:03 p.m., on Thursday, November 6
2014.
