AN ORDINANCE ORDERING A SPECIAL HOME-RULE ELECTION IN
THE CITY OF FORT WORTH, TEXAS, TO BE HELD ON SATURDAY,
THE 22ND DAY OF JULY, A. D. 1944, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS OF SAID CITY, FOR
ADOPTION OR REJECTION, PROPOSED AMENDMENTS TO THE EX-
ISTING CHARTER OF THE CITY OF FORT WORTH, INCLUDING
IN SAID PROPOSED AMENDMENTS THE ANNEXATION OF ADJACENT
AND CONTIGUOUS TERRITORY, POWER AND AUTHORITY TO ANNEX
ADJACENT AND CONTIGUOUS TERRITORY BY ORDINANCE, IN-
CREASING THE TAX LEVY FOR THE DEPARTMENT OF PUBLIC
LIBRARIES AND A PENSION PLAN FOR OFFICERS AND EMPLOYEES
OF SAID CITY; DESIGNATING THE PLACES AT WHICH SAID
ELECTION IS TO BE HELD; APPOINTING PRESIDING OFFICERS
THEREOF; AND DECLARING AN EMERGENCY.
WHEREAS, on the 24th day of May, A. D. 1944, a resolution was duly
passed by the City Council of the City of Fort Worth, Texas, giving due
notice, in strict compliance with the statutes of the State of Texas and
the Charter of the City of Fort Worth, of its intention to pass an ordinance
providing for the submission to the qualified voters of the said City of
Fort Worth of proposed amendments to the existing Charter; and,
WHEREAS, notice of intention to submit such charter amendments was
duly given by publication in The Fort Worth Press, a newspaper published
daily in the City of Fort Worth and the official newspaper of said City,
which notice was published for ten (10) days, the date of the first publi-
cation thereof being not less than twenty (20) days next preceding the date
of this ordinance; and,
WHEREAS, the City Council of the City of Fort Worth, in the exer-
cise of the discretion reposed in'it by the Constitution and the laws of
this State relating to the amendment of city charters by cities having
more than five thousand (5,000) inhabitants, deems it wise and expedient
to submit the proposed amendments of the existing Charter of said City,
hereinafter set forth, at a special election to be held in said City on
Saturday, the 22nd day of July, A. D. 1944; and,
i1FDMiWO it appears that no regular municipal election will be
held in said City in less than thirty (30) days or more than ninety (90)
days after the passage of this ordinance; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TERAS:
SECTION 1.
That a special election be held in the City of Fort Worth, Texas,
on Saturday, the 22nd day of July, A. D. 191,x,, for the purpose of sub•
mitting to the qualified voters of said City, for adoption or rejection,
the following proposed amendments to the existing Charter of the City of
Fort Worth:
AMEND?>Fa+1T N0, I.
Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section 1 (a), which
reads as follows:
Section 1 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing the Municipal Airport, situated in
Tarrant County, Texas:
Beginning at a point in the present city limit line,
said point being the northeast corner of Block 18,`Washing%.
ton Heights Addition; thence north and northwesterly along
the west and westerly line of North Main Street and U. S.
Highway No. &I to a point in the southerly right of way
line of the G. C. & S. F. Railway spur track; thence in a
westerly direction along the southerly right of way line of
the G. C. & S. F. Railway spur track to a point in the west
line of the J. H. Duncan Survey; thence south " degrees and
46 minutes west, a distance of 1078 feet to a point; thence
south 9 degrees and 37 minutes west a distance of 500 feet
to a point; thence south 13 degrees and 23 minutes west a
distance of 551 feet to a point, said point being the south-
west corner of the C. H. Putman Survey; thence south 0 degrees
and 8 minutes east along the west line of the Thomas Hicks
Survey a distance of 866.9 feet to a point; thence south 89
degrees and 52 minutes west a distance of 347.2 feet to a

Shall Section 4, Chapter %VII, of the existing Charter
of the City of. Fort Worth, be amended, and, after being
amended, read as follows:
Section 4. An annual tax of four cents on the one
hundred dollar valuation of all taxable property situated
within the city limits of the City of Fort Worth shall be
annually levied and collected by the City Council for the
benefit of the Public Libraries of the.City of Fort Worth.
The fund arising from said tax levy, together with all
sums appropriated by the City Council in the annual budget
for library purposes, shall be deposited and kept by the
City Treasurer in a separate fund known as the Library
fund, and shall be paid out only upon warrants issued by
said Board of Trustees, signed by its president and counter-
signed by its secretary.
A)MDNMT N0. XV.
Shall Chapter %XVIII of the Charter of the City of
Fort Worth be amended by adding thereto Section 41, read-
ing:
Section 41. The City Council of the City of Fort Worth
shall have the power and authority to provide a system of
retirement and disability pensions for its appointive of-
ficers and employees who have become disabled as a direct
and proximate result of the performance of their duties, or
as a reward for faithful service overs. period of years;
provided that the City of Fort Worth shall not contribute
more than the equivalent of seven and one-half per centum
of salaries and wages of the officers and employees entitled
to participate in its pension system, and that said officers
and employees shall contribute a like amount, and that the
City of Fort Worth shall have and enjoy all of the powers
and authority heretofore granted by the statutes and Con-
stitution of the State of Texas and that may hereafter be
so granted affecting pensions for its officers and employees.
SECTION 2.
That the polling places and the presiding officers of said elso-
tion shall be, respectively, as follows
SECTION 3,
That said election shall be held in the manner and within the
hours prescribed for general elections by the laws of the State of T
so far as they may be practicable, and all persons qualified to vote in
said City under the laws of this State regulating general elections shall
be allowed to vote.
SECTION 4.
That it shall be the duty of the City Secretary to prepare the
official ballot, on which official ballot shall appear the proposed amend-
ments set out in Section 1 of this ordinance, and after each of said pro-
posed amendments shall be printed the words "Yes," "No," in order that the
voter may vote "Yes" or "No" on each of said proposed amendments.
SECTION 9,
That all voters desiring to vote for the adoption of any of the
proposed amendments shall permit to remain on their ballot, with respect
to each proposed amendment which they desire to have adopted, the word
'Yes"; and those opposed shall permit to remain on their ballot, with re-
spect to each amendment which they.,desire to have rejected, the word "No."
SECTION 6,
That the City Secretary shall at once mail a copy of each of the
proposed amendments to every qualified voter in the City of Fort North,
Texas, as appears from the rolls of the Tax Collector of Tarrant County,
Texas, for the year ending January 31, 19"a
SECTION 7.
That a copy of this ordinance shall be sufficient notice of said
election, and thirty (30) dayst notice of the time and places of holding
the said election shall be given by publication of such notice in the of-
ficial newspaper of said City once each week for four (4) weeks, the date
of the first publication being not less than thirty (30) full days prior
to the date of the election.
SECTION 8.
That each proposed amendment as is not forth hereinabove, if ap»
proved by a majority of the qualified voters voting upon said amendment,
shall become a part of the Charter of the City of Fort Worth as soon as an
official order and ordinance has been entered upon the records of said City
by the governing body thereof, declaring the same adopted.
SECTION 9.
The fact that the present Charter of said City is inadequate and
the importance of the proposed charter amendments creates an emergency
and an imperative public necessity for the immediate taking effect of this
ordinance, and`it is hereby ordained that this ordinance shall take effect
and be in full force and effect from and after the date of its passage.

Section 2 (a). The corporate boundaries of the City
of Fort north, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
• The area embracing the Fort Worth Army Air Field,
School and Bomber Plant, situated in Tarrant County, Texas:
Beginning at a point in the present city limit line along
the southerly boundary of Lake Worth, said point being more
fully described as the point where the most westerly boundary
line of the Consolidated Vultee Aircraft Corporation tract
intersects said city limit line; thence in a southerly and
westerly direction along the westerly boundary line of the
said Consolidated Vultse Aircraft Corporation tract to a point,
the southwest corner of said tract; thence in an easterly
direction along the southerly line of said tract and along
the southerly line of the Fort North Army Air Field, and
along the northerly line of Wentworth Village, to a point in
the westerly bank of the Trinity River; thence up said river
with its meanderings to a point in the easterly line of the
Lake Worth Dam road, near Burger Lake; thence in a northerly
direction along the easterly line of said road to a point in
the present city limit line near the southerly and of Lake
Worth Dam; thence in a westerly direction along the present
city limit line.to the place of beginning.
AMENDMT N0. III.
Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and bounds,
be amended by adding thereto Section 3 (a), which reads as
follows:

Section 3 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing Yount Vernon Place Addition, Farrell
Wells Addition, Bellaire Heights Addition, Burney Addition,
a part of Bluebonnet Hills Addition, and the Texas Mill
area, situated in Tarrant County, Texas:
Beginning at a point in the present city limit line,
said point being also the northeast corner of Mount Vernon
Place Addition; thence west along the north line of Mount
Vernon Place Addition 215.5 feet to a point in the north-
westerly line of said addition; thence south 32 degrees
and 30 minutes west along the northwesterly line of said
addition a distance of 304.5 feet to a point in the south-
westerly line of said addition; thence south 12 degrees
and 0 minutes east along the southwesterly line of said ad-
dition a distance of 391.5 feet to a point, the southwest

of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing the Harry B. Friedman Tract, part
of the &idglea Addition north of Camp Bowie Boulevard, and
the two tiers of blocks west of the present city limits,
situated in Tarrant County, Texas:
Beginning at a point in the present city limit line
at the northwest corner of Block 55, Arlington Heights
First Filing Addition; thence west across Halloran Street
to a point in the east line of the Harry B. Friedman Tract;
thence north along the east line of the said Harry B. Fried-
man Tract to its northeast corner; thence west along the
north line of said tract to its northwest corner; thence
south along the west line of said tract and continuing south
to the north line of Calmont Avenue; thence west along the
north line of Calmont Avenue to a point 50 feet north and
50 feet west of the northwest corner of Block 4, Eidglea
Addition, said point being also in the west line of Bigham
Boulevard; thence south along the west line of Bigham Boule-
vard to a point in the southerly line of Camp Bowie Boule-
vard; thence in a northeasterly direction along the southerly

The area embracing a portion of Fostepeo Heights Addi—
tion, situated-in Tarrant County, Texas:
Beginning at a point in the present city limit line at
Decatur Road and 36th Street; thence north along the east
line of Decatur Road to the north line of 38th Street; thence
west along the north line of 38th Street to the west line
of North Main Street; thence south along the west line of
North Main Street to the south line of 37th Street, said
point being in the present city limit line; thence continuing
south along the present city limit line to the south line
of 36th Street; thence east along the present city limit
line and along the south line of 36th Street to the place
of beginning.

tain adjacent and contiguous territory to said City by ex—

The area embracing Springdale Addition and Hightower's
Subdivision, situated in Tarrant County, Texas:
Beginning at a point in the present city limit line,
said point being in the south line of Springdale Road and
being 125 feet east of the east line of Riverside Drive;
thence in a northerly direction parallel to the east line
of Riverside Drive to a point, the southeast corner of
Lot 11, Block 8, Springdale Addition; thence north along
the east line of the Springdale Addition to a point, the
northeast corner of Lot 1, Block 6, said addition; thence
west along the north line of said Springdale Addition and
along the south line of Highway No. 183 to a point in the
west line of Sylvania Avenue; thence south along the west
line of Sylvania Avenue to a point in the present city limit
line along the south line of Wantaga Road; thence east to

Shall Chapter XXIK of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section 5 (a), which
reads as follows:
Section 5 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing the Crestwood Addition and that part
of the park lands along the river adjoining the Crestwood
Addition, situated in Tarrant County, Texas:
Beginning at a point in the present city limit lube
along the north line of the White Settlement Road, said
point being also in the northeasterly right of way line
of the old Lake Worth conduit; thence in a northwesterly
direction along the said northeasterly right of way line
to a point in the easterly line of Crestwood Addition;
thence in a northerly direction along the easterly line
of said Crestwood Addition to a point, the most northerly
northeast corner of Lot 35 in Block 17 of Crestwood Addi-
tion; thence north to the center line of the west fork of
the Trinity River; thence up said river with its meanderings
to a point east of the north line of Block 16 in Brookside
Acres Annex; thence west to a point in the east line of
Brookside Drive, said point being also in the west line of
the park land; thence in a southerly direction along the

Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section 8 (a), which
reads as follows:
Section 8 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer—
tain adjacent and contiguous territory to said City by ex—
tending said boundary lines as follows:
The area embracing Huck Sansom Park, situated in Tar—
rant County, Texas:
Beginning at a point in the present city limits in the
easterly line of (Ails Road) Angle Avenue and the south line
of 35th Street produced west; thence north 41 degrees and 15
minutes west along the northeasterly line of Azle Road, a dis—
tance of 2800 feet to a point; thence north 56 degrees west
along the northerly line of Azle Road, a distance of 640
feet to a point; thence south 45 degrees west along the most
westerly line of Buck Sansom Park, a distance of 1480 feet
to a point; thence south 50 degrees and 45 minutes east
along the southerly line of said park a distance of 2481
feet to a point; thence south a distance of 330 feet to a
point; thence south 44 degrees west a distance of 698 feet

AMENDMENT NO. IX,
Shall Chapter XXIX of the existing Charter of the City of
Fort Worth, which chapter 'sets forth and defines the present
corporate boundaries of said City by metes and bounds, be
amended by adding thereto Section 9 (a), which reads as fol—
lows:
Section 9 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex—
tending said boundary lines as follows:
The area embracing a portion of West Oakhurst Additions
situated in Tarrant County, Texas:
Beginning at a point in the present city limit line,
said point being in the south line of Wautaga Road where
the present city limit line turns south to the Trinity
River; thence west along the south line of the said Wautaga
Road to a point in the west line of the Park Drive, along
the westerly line of Oakhurst Addition; thence south along
the westerly line of the said Park Drive to a point where
said line intersects the present city limits; thence north
along the present city limits to the place of beginning.
AMMDMMT NO. Y.
Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section 10 (a), which
reads as follows:
Section 10 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing a portion of Forest Park, situated
in Tarrant County, Texas:
Beginning at a point in the present city limit line
where the west line of Rogers Road intersects the northerly
line of Vickery Boulevard; thence in a southerly direction
along the westerly line of said Rogers Road to a point, said
point being 50 feet west of a point where the present city
limit line turns south along the east line of said Rogers
Road; thence in an easterly and northerly direction along
the present city limit line to a point in the northerly line
of Vickery Boulevard, said point being just west of the west
bank of the Clear Fork of the Trinity River; thence in a
southwesterly direction along the northerly line of said
Vickery Boulevard to the place of beginning.

Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section ll (a), which
reads as follows:
Section 11 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be changed so as to annex cer-
tain adjacent and contiguous territory to said City by ex-
tending said boundary lines as follows:
The area embracing a portion of Greenway Park, situated
in Tarrant County, Texas:
Beginning at a point in the present city limit line in
the east bank of the Trinity River, said point being due
west of the northwest corner of Lot 7, Block 2, John M.
Lamb Addition (Riverside); thence east along the present
city limit line to the northwest corner of said Lot 7;
thence south along the present city limit line and along
the west line of Lot 7 and along the west line of Rayner
Avenue to the northeast corner of Lot 3, F. A. Hightower
Subdivision; thence west along the present city limit line
and along the north line of said Lot 3, and continuing west
to the easterly bank of the Trinity River; thence in a
southerly direction along the present city limit line and
along the easterly bank of the Trinity River to its inter-
section with the north line of the B. F. Crowley Survey;
thence west along the present city limit line and along
the north line of the B. F. Crowley and the R. Briggs Sur-
vey to a point one quarter mile east of the northwest corner
of the R. Briggs Survey; thence north to the northerly line
of Greenway Park; thence in a northeasterly direction along
the northerly line of Greenway Park to a point in the
present city limit line, along the easterly bank of the
Trinity River; thence down said river with its meanderings
to the place of beginning.

Shall Chapter XXIX of the existing Charter of the City
of Fort Worth, which chapter sets forth and defines the
present corporate boundaries of said City by metes and
bounds, be amended by adding thereto Section 12 (a), which
reads as follows:
Section 12 (a). The corporate boundaries of the City
of Fort Worth, Texas, shall be'changed so as to annex cer-

Terrace Addition, situated in Tarrant County, Texas:
Beginning at a point in the present city limit line along
the northeasterly line of 21st Street, said point being more
fully described as the point where the northwesterly line of
Long Avenue intersects said line; thence in a southwesterly
direction along the northwesterly line of Long Avenue to a
point in the north line of the S. N. -Haggerty Survey; thence
west along the north line of the Haggerty Survey and along
the north line of River Oaks Addition to a point, the most
northerly northwest corner of said addition; thence south
along the west line of Block 9, said addition, to a point
east of the northeast corner of Lot 18, Block 9, said addi-
tion; thence west along the north line of said Block 9 to
a point in the easterly line of Reynolds Bridge Road; thence
in a southerly direction along the easterly line of the
Reynolds Bridge Road and along the east line of Roberts Cut-
off Road to a point, the northwest corner of the Castleberry
School Tract; thence east to the northeast corner of said
school tract; thence south to the southeast corner of said
school tract, said point being in the north line of the Ohio
Garden Road; thence east along the north line of the Ohio
Garden Road to the west line of Long Avenue, said point be-
ing the most southerly southeast corner of River Oaks Addi-
tion; thence north along the west line of Long Avenue to a
point in the southeasterly right of way line of Highway No.
183; thence in a northeasterly direction along the south-
easterly line of said Highway No. 183 to a point in the
present city limit line at 21st Street; thence in a north-
westerly direction along the northeasterly line of 21st
Street and along the present city limit line to the place
of beginning.
AIMDUMT NO. %III.
Shall Chapter XMII of the existing Charter of the City
of Fort Worth be amended by adding thereto Section 40, which
reads as follows:
Section 40. The City Council shall have power, by or-
dinance, to fix the boundary limits of the City of Fort Worth,
Texas, and to provide for the alteration and the extension
of said boundary limits, and the annexation of additional
territory lying adjacent to the City, with or without the
consent of the territory and inhabitants annexed. Upon the
introduction of any such ordinance in the City Council, it
shall be published in the form in which it may be finally
passed, in a daily newspaper, published in the City of Fort
Worth, Texas, at least one time, and said ordinance shall
not thereafter be finally acted upon until at least thirty
(30) days have elapsed after the first publication thereof;
and upon the final passage of any such ordinance, the boundary
limits of the City shall thereafter be fixed in such ordi-
nance; and when any additional territory has been so annexed,
same shall be a part of the City of Fort Worth, Texas, and
the property situated therein shall bear its pro rata part
of the taxes levied by the City, and the inhabitants thereof
shall be entitled to all the rights and privileges of all
the citizens, and shall be bound by the acts, ordinances,
resolutions and regulations of the City.
