HomeMy WebLinkAboutOrdinance 21825-08-2015 ORDINANCE NO. 21825-08-2015 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $135,656.00, SUBJECT TO RECEIPT OF THE FISCAL YEAR 2015 PAUL COVE ELL FORENSIC SCIENCE IMPROVEMENT GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE, NATIONAL INSTITUTE OF JUSTICE, FOR THE PURPOSE OF FUNDING EDUCATIONAL COURSES, REGISTRATION FEES, ASSOCIATED TRAVEL EXPENSES AND EQUIPMENT AND SOFTWARE UPGRADES FOR THE FORT WORTH POLICE DEPARTMENT'S CRIME LAB; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014- 2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $135,656.00, subject to receipt of the Fiscal Year 2015 Paul Coverdell Forensic Science Improvement Grant from the United States Department of Justice, National Institute of Justice, for the purpose of funding educational courses, registration fees, associated travel expenses and equipment and software upgrades for the Fort Worth Police Department's Crime Lab. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2015 Paul CoverdelI Forensic Science Improvement Grant from the United States Department of Justice„ National Institute of Justice, in the amount of 135,656.00; 2. Authorize the execution of a Grant Agreement with the National) Institute of Justice; and . Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in Grants Fund in the amount 135,656.00„ upon receipt of the grant. DISCUSSION: The United States Department of Justice, National Institute of Justice's Fiscal Year 2015 Paul Coverdell Forensic Science Improvement Grants Prograrn provides funding to state and local governments to improve the quality and timeliness of forensic services and to eliminate backlogs in the analysis of forensic evidence. The Fort Worth Police Department (FWPD) is requesting funding under the Fiscal Year 2015 Paul Coverdell Forensic Science Improvement Grant to cover the costs of educational courses, regiis ration fees, associated travel expenses and equipment and software upgrades for F 'PD°s Crime Lab. if awarded, $20„042.00 of the grant funds will be used to pay for training-related costs, such as expenses related to attending conferences„ workshops and classes. A total amount of$5,523.00 will be used purchase necessary software upgrades. "The software upgrades will improve the efficiency of the Crime Lab. FWPD will use the amount of$6„500.00 of the awarded funds to acquire preventative maintenance services for three comparison microscopes used by the Firearms Unit. Additiionallly, a total amount of $90,000.00 in grant funds will be utilized to address the equipment needs oft the Crime Lab. The funs will be used to purchase a Gas Chromatograph Flame Ionization Detector. F4dW'PD"s use of grant funs will aid in achieving the program objective of improving the quality and timeliness of forensic services, The warranties and useful lives for the equipment range from 5 years to 20 years. When the equipment reaches the n of either its warranty or useful life, FWPD ill evaluate the permissible and available options for replacing the equipment. FWPD has requested a 10 percent indirect cost fee t o o ffset the administrative costs incurred by the City., No matching funds are required under this grant.
