HomeMy WebLinkAboutOrdinance 18881-10-2009Ordinance No.188S1-~ 0-2009 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $60,S2o.o0, FROM AVAILABLE FUNDS, FOR FISCAL YEAR 201 o CITY OF FORT WORTH AND TARRANT COUNTY PUBLIC HEALTH EMERGENCY PREPAREDNESS CONTRACT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BYTHE CITY COUNCIL OF THE CITYOFFORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2009-2414 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $60,820.OO, from available funds, for Fiscal Year 2010 City of Fort Worth and Tarrant County Public Health Emergency Preparedness Contract. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or pars of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect, SECTION 3. That this ordinance shall be cumulative of Ordinance No.18809 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4, This ordinance shall take effect upon adoption. Authorize the City Manager t0 enter into an Interlocal Agreement with Tarrant County for Tarrant County to pay the City a maximum of $60,280.00 for one public health preparedness position with the City's Emergency Management office, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount Of $60,820.00, from the available funds. DISCUSSION: Beginning 2002, the City of Fort Worth received funding from the Centers for Disease Control and Prevention (CDC) through the Texas Department of State Health Services (DSHS) to enhance the capability of the local community to prepare for and respond to acts of terrorism,(including bioterrorism, infectious disease outbreaks and other public health threats and emergencies. With the reorganization of public health services in the City, most of the grant-funded activities have been taken over by Tarrant County (County). To support the City's efforts to continue to prepare for public health emergencies, the City Council authorized the City Manager to execute an Interlocal Agreement with Tarrant County for the County to provide for certain deliverables (tasks) related to public health preparedness, including a capability to set up Points of Dispensing (POD) and emergency centers to effectively respond to intentional, accidental or natural (emerging) public health emergencies. (M&C C-23329 dated February 3, 2009) This Agreement provides funding for an additional ten months of planning and preparedness support.
