DISCUSSION
Each year a wholesale wastewater rate study is prepared in accordance with the terms of the uniform
wholesale customer contracts.
For fiscal year 2006 the wholesale water cost of service study was completed by Red Oak Consulting (a
division of Malcolm Pirnie) The wholesale wastewater cost of service study was performed by Water
Department staff based on the wholesale wastewater cost of service study completed by Black & Veatch
for fiscal year 2005 The result of these studies indicated the rates, as proposed below will recover the
cost of providing wholesale water and wastewater service
A joint meeting of the Wholesale Water Advisory Committee and the Wholesale Wastewater Advisory
Committee was held July 28 2005 to present the study and the rate requirements.
