AN ORDINANCE PROVIDING THAT WESTHILL ROAD BETWEEN THE NORTH LINE OF BURCHILL ROAD AND THE SOUTH LINE OF AVENUE "L", AS SHOWN ON THE PLAT OF BLOCKS 113-R AND 117-R, POLYTECHNIC HEIGHTS ADDITION, FILED IN VOLUME 388-1, PAGE 73, PLAT RECORDS OF TARRANT COUNTY, TEXAS, BE VACATED, ABANDONED AND CLOSED; PROVIDING FOR THE REVERSION OF THE INTEREST OF THE CITY OF FORT WORTH IN SAID LAND; REPEALING ALL ORDINANCES IN CON- FLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That Westhill Road between the north line of Burchill Road and the south line of Avenue "L", as shown on the plat of Blocks 113-R and 117-R, Polytechnic Heights Addition, filed in Volume 388-1, page 73, Plat Records of Tarrant County, Texas, be and the same is hereby closed, abandoned and permanently vacated as a street or public thoroughfare of any kind or character whatever, save and except that easements are retained for any and all existing utilities. SECTION 2. That the interest of the City of Fort Worth in the fee to the land in said street is hereby released and shall revert to the adjacent owner of the fee as provided by law. SECTION 3. That all ordinances or parts of ordinances in conflict here- with are hereby repealed. SECTION 4. That this ordinance shall take effect and be in full force and effect from and after the date of its passage. C. Williamson, owner of all property, adjacent to Westhill Road between Burchill Road and Avenue "L" has requested that the street be closed as shown on the attached plat. The owner has indicated that the blocks on either side of the street will be combined into a single tract and become the site of a new orphanage. The street is unopened and the adjoining blocks are now vacant. The City Public Works, Water, T'r'affic Engineering, and Planning Departments have reviewed the request and do-not- object to the street closing. Texas Electric Service Company and Southwestern Bell Telephone Company have lines crossing the street, for which easements will be retained. The gas company has no line there and does not object to the closing. On June 16, 1964, the City Zoning Commission recomr*nded that zoning on the property be changed to "C" Apartment ClAisification to permit the proposed use. The rezoning request was granted by City Council July 13, 1964. On May 13, 1964, the City Plarr Commission reviewed the proposed replat and Mlosing of the street and recommended that City Council adopt an ordinance closing the right-of-way, provided easements are retained for existing utilities.
