The volumes used to compute these charges are based on the amount of water used by the residential class customer as measured by a meter Where no preceding winter quarter average is available from records, the director shall estimate a volume to be used for this monthly volume charge. The monthly charges to the nonresidentiaUnon-monitored customers will be based on total water use as measured by appropriate meters, with the provision that if a customer can prove, to the satisfaction of the director that a significant portion of the metered water usage does not enter the sanitary sewers, the customer will be charged for only that volume entering the sewers, as determined by a method approved by the director SECTION 3 That Section 35 56(d) of Chapter 35 of the Code of the City of Fort Worth (1986), as amended, is hereby amended to be and read as follows `(d) The director shall establish a monitored group class, consisting of those customers whose wastewater strength is, m his judgment, abnormally high or whose wastewater contains hmrted substances or materials, and charges to customers m this class shall be computed m accord with the following five-part rate schedule MONITORED GROUP Customer monthly service charge $4.50 Volume charge, per 100 cubic feet $2 OS BOD strength charge, per pound of BOD $0 191 Suspended solids strength charge per pound of suspended solids $0 097 Dissolved solids strength charge, per Pound of dissolved solids (applicable To gas well drillers) $0 042 Monitoring and pretreatment charge Total actual cost The momtorng charge shall consist of all cost for personnel, materal and equipment used to collect and analyze samples from the customer's wastewater to determine the strength of the wastewater produced and, when appropriate, to inspect pretreatment facilities, to administer pretreatment permit systems and to enforce ordinance requirements. SECTION 6. This ordinance shall take effect on January 1 2006 APPROVE TO FORM EGALITY Assistant Crty orn ADOPTED ~Q~'~`L~.vn~~!' a7a ~.~; EFFECTIVE _~aw~ ~~,- y ~ , ~®(~ City of Fort Worth, Texas Mayor and Council Communication RECOMMENDATION It is recommended that the City Council adopt the attached ordinance which revises retail water and wastewater rates and provides an effective date of billing the new rates for usage on or after January 1 2006 DISCUSSION Water Department staff conducted cost of service studies to establish proposed fiscal year 2006 water and wastewater rates for the Fort Worth Water Department. To assist with decisions about allocation of costs on a 'fair" and equitable basis to each customer class, an Informal Retail Customer Advisory Committee was formed consisting of 12 members Membership included representatives from neighborhood associations, commercial customers and large volume industrial customers. A total of six meetings were conducted with the Committee whose responsibilities include making recommendations to Fort Worth Water Department staff concerning the equity of the rate structure Based on the Committee s guidance staff is recommending rates designed to recover the costs of providing water and wastewater service to retail customers. The retail portion of the recommended revenue requirements resulted in an increase of 2.85% for wastewater and 5 11 % for water The Committee recommended that the declining rate structure for the Commercial and Industrial customer classes be eliminated and replaced with a uniform (or flat) rate structure This action would bring the Water Department in conformity with Title 30 of the Texas Administrative Code Section 288.2 regarding Water Conservation In addition low volume users in the Residential customer class would not see an increase in the rate applicable to the first tier of usage However the first tier will now have a ceiling of 800 cf instead of 1 000 cf and the second tier would apply to usage for the next 1,200 cf The consensus of the Committee was to develop a new Super User rate class for water customers who meet three criteria. In order to qualify as a Super User a commercial or industrial customer's annual usage must exceed 40 million cubic feet, monthly usage cannot vary from average usage by more than 50 percent and consumption from multiple locations or classes of service (irrigation) cannot be added together in order to meet minimum annual usage requirements. The Committee also recommended that gas well drillers be charged the same water rates as irrigation customers based on similar demands/usage patterns and costs. 'Frac" water extracted from the ground by gas well drillers would be charged the monitored group wastewater rates for treatment plus an additional charge for concentrations of dissolved solids (TDS) Logname• 60RETAIL RATES Page 1 of 3 The Water Department proposes the following water and wastewater rates RETAIL WATER RATES Meter Size Current Rate Proposed Rate 5/8 $ 5 50 $ 5 50 1 $ 8.00 $ 8 00 1 1 /2 $ 14 50 $ 14 50 2 $ 22.00 $ 22.00 3 $ 47 00 $ 47 00 4 $ 82.00 $ 82.00 6 $180 00 $180 00 8 $310 00 $310 00 10 $485 00 $485 00 Residential Current Proposed Volume Charge (per 100 cf First 1 000 cf) $1 77 Volume Charge (per 100 cf Next 2 000 cf) $2.21 - Volume Charge (per 100 cf Over 3 000 cf) $2 90 _ Volume Charge (per 100 cf First 800 cf) - $1 77 Volume Charge (per 100 cf Next 1,200 cf) $2 44 Volume Charge (per 100 cf Over 2,000 cf) -- $3 00 Commercial Current Proposed Volume Charge (per 100 cf First 250 000 cf) $1 93 T Volume Charge (per 100 cf Over 250 000 cf) $1 46 - Volume Charge (per 100 cf All) _ $1 97 Industrial Current Proposed Volume Charge (per 100 cf First 250 000 cf) $1 78 _ Volume Charge (per 100 cf Over 250 000 cf) $1 46 - Volume Charge (per 100 cf All) $1 70 Super User Current Proposed Volume Charge (per 100 cf All) - $1 55 Irrigation Current Proposed Volume Charge (per 100 cf All) $2.24 $2.33 Gas Well Drillers Current Proposed Logname 60RETAIL RATES Page 2 of 3 Volume Charge (per 100 cf All) - $2.33 RETAIL WASTEWATER RATES Residential Service Charge per Month Volume Charge (per 100 cf) Current Proposed $4 50 $4 50 $2 51 $2 51 Non Residential/Non/Monitored Service Charge per Month Volume Charge (per 100 cf) Monitored Groug Service Charge per Month Volume Charge (per 100 cf) BOD Charge (per pound) TSS Charge (per pound) TDS Charge (per pound) for Gas Well Drillers Current Proposed $4 50 $4 50 $2.51 $2 77 Current Proposed $4 50 $4 50 $1 97 $2.05 $0.248 $0 191 $0 129 $0 097 - $0 042 FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that the adoption of this rate schedule will require no expenditures of City funds The Customer Service Division of the Water Department is responsible for billing and collection of water and wastewater service revenues TO Fund/AccountlCenters FROM Fund/AccountlCenters PE45 493012 0601000 0.00 PE45 493022 0701000 0.00 Submitted for City Manager's Office b~ Marc Ott (6122) Originating Department Head.
