HomeMy WebLinkAboutOrdinance 16325-03-2005Ordinance No ~ T" ~~03 ~ ~v~ AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ENVIRONMENTAL MANAGEMENT PROJECT FUND IN THE AMOUNT OF $4 750 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDINGTHE KICK-OFF EVENT FOR 'CARE FOR COWTOWN AIR"• MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2004- 2005 in the Budget of the City Manager there shall also be increased estimated receipts and appropriations in the Environmental Management Project Fund in the amount of $4 750 from available funds for the purpose of funding the kick-off event for 'Care for Cowtown Air SECTION 2 That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 16061 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed SECTION 4 This ordinance shall take effect upon adoption APPROVED AS TO FORM AND LEGALITY t2. Authorize the City Manager to accept donated services sponsorships valued at $20 700 00' and 3 Adopt the attached supplemental appropriation ordinance to increase estimated receipts and appropriations in the Environmental Management Project Fund by $4 750 00 to fund the kick-off event for `Care for Cowtown Air DISCUSSION The `Care for Cowtown Air" Program is designed to expand the City's air quality education campaign by increasing citizen awareness of ozone issues within Fort Worth In the Fort Worth/Dallas area approximately 60% of the ozone forming pollution is the result of vehicle emissions The "Care for Cowtown Aire kick-off event for the 2005 Ozone Season will be held Friday April 22 from 11 00 A.M to 2.30 P M on Main Street between Second and Fourth Streets. The event is designed to attract downtown workers during the {unch hour to increase their awareness of ozone issues and to make them aware of the ways they can "Care for Cowtown Air This year's event will focus on alternative transportation. Displays will highlight the many options available Whether citizens like to walk, ride a bike or ride the Trinity Railway Express (TRE) the daily choices citizens make have a tremendous impact on our air quality Planned kick-off activities include several interactive displays such as environmental educational activities display booths, an alternatively fueled vehicles on display and a `live radio station broadcast. In addition activities this year include a free fifteen-mile Clean Air Bike Ra11y that will begin at Second and Main Streets wind its way along the Trinity River and conclude back at the Clean Air Fair site The bike rally will begin at 11 A.M rain or shine. Cash sponsorships.. Cash sponsorships have been obtained from several sponsors including Harris Methodist Hospital in the amount of $2 500 00 XTO Energy in the amount of $1 000 00 Carter Burgess in the amount of $1 000 00' and Alcon Foundation in the amount of $250 00 {n addition on November 30 2004 (M&C G-14597) a donation of $1 320 00 was accepted from the Lockheed Martin Aeronautics Company Logname. 52AIRFAIR05 Page 1 ~f ? Other sponsorships. The Fort Worth Star Telegram has agreed to donate to the City of Fort Worth free newspaper ads promoting the event and bike ride valued at $10 000 Radio Station 95 9 'The Ranch will provide advertising and promotion for the event valued at $10 000 Coca-Cola Bottling Company of North Texas will provide soft drinks and bottled water for bike riders and event staff at the event, valued at $600 00 Also Standby Medical Services will provide EMT services for the bike riders estimated to be valued at $100 00 The proposed program budget for the kick off event, promotional and educational materials is $18,289 00 Funding for the program will be a combination of donated funds, the Education Division budget in the Environrroental Management Operating Fund (R103) and the Environmental Management Project Fund (R101) FISCAL_ INFORMATION/CERTIFICATION The Finaince Director certifies that upon adoption of the attached appropriations ordinance funds will be available in the current captial budget, as appropriated of the Environmental Management Project Fund The Department of Environmental Management will be responsible for the collection and deposit of the funds,.
