AN ORDINANCE APPROVING AND ADOPTING ESTIMATES OF THE COST OF IMPROVE-
MENTS AND OF AMOUNTS TO BE ASSESSED FOR IMPROVEMENTS ON A PORTION OF
Long Avenue
AND PORTIONS OF SUNDRY OTHER STREETS, AVENUES AND PUBLIC PLACES IN THE
CITY OF FORT WORTH, TEXAS ; FIXING TIME AND PLACE FOR HEARING TO THE
OWNERS OF ABUTTING PROPERTY AND TO ALL OTHERS INTERESTED; DIRECTING THE
CITY SECRETARY :0 GIVE NOTICE OF SUCH HEARING; AND DIRECTING THE CITY
SECRETARY TO ENGROSS AND ENROLL THIS ORDINANCE BY COPYING THE CAPTION
OF SAME IN THE MINUTE BOOK OF THE CITY COUNCIL AND BY FILING THE
COMPLETE ORDINANCE IN THE APPROPRIATE ORDINANCE RECORDS OF THE CITY;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Fort Worth, Texas, has heretofore or-
dered that each of the hereinafter described portions of streets, avenues and public
places in the City of Fort Worth, Texas , be improved by raising, grading and filling
same and by constructing thereon the following, to-wit:
Unit 12: From Jacksboro Highway to N.W. 26th
Street, :mown and designated as Unit 12,
Project No. 104-23000-104: to be improved
by constructing a seven-inch reinforced
concrete eavement on a six-incl thick lime
stabilized subgrade with seven-inch high
reinforced concrete curbs and two-foot
wide reinforced concrete gutters and
by constructing five-inch thick concrete
sidewalks and six-inch thick concrete
driveways where specified and by recon-
structing existing sidewalks and drive-
ways to proper alignment and grade, so
that the finished street will consist
of two 33-foot wide roadways with concrete
median strips and necessary left turn lanes.
together with concrete curbs, gutters, driveways and incidentals to such improvements
on proper grade and line where same are not already so constructed, together with storm
sewers and drains and other necessary incidentals and appurtenances; all of said im-
provements to be constructed as and where shown on the Plans and in strict accordance
with the Plans and Specifications therefor; contract therefor has been made and
entered into with J. L. BERTRAM CONSTRUCTION & ENGINEERING,. INC. ;
and
WHEREAS, the City Council of the City of Fort Worth, Texas, has caused the
Public Works Director to prepare and file estimates of the cost of such improvements
and estimates of the amount per front foot proposed to be assessed against abutting
property and the owners thereof, and such estimates have been examined, NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT:
I.
Such estimates be, and they are hereby adopted and approved.
II.
It is hereby found and determined that the cost of improvements on each portion of
streets, avenues and public places hereinafter described, with the amount or amounts
per front foot proposed to be assessed for such improvements against abutting pro-
perty and the owners thereof, are as follows, to-wit:
1.. IANG AVENUE EXTENSION From Jacksboro Highway to NW 26th Street,
Down and designated as Unit No. 12,
Project No. 104-23000-104, Contract 10.
The estimated cost of improvements is $ 3411421.71 ; the estimated amount
per front foot to be assessed against abutting property and the owners thereof for
concrete curb and gutter is $ 2.37 ; the estimated amount per front foot to be
assessed against abutting property and the owners thereof for pavement is $ 12.09 ;
the estimated amount per front foot to be assessed against abuttingroperty and the
owners thereof for 4 foot wide concrete sidewalk is $ 2. ; the estimated
amount per square foot to be assessed against abutting property and the owners there-
of for 6-inch thick concrete driveway is $ .76 per square foot; the total
estimated amount per front foot to be assessed against abutting property and the owners
thereof is $ 16,88 plus the cost incurred for concrete driveway construction
where specified.
IV.
The City Secretary is hereby directed to engross and enroll this ordinance
by copying the caption of same in the Minute Book of the City Council and by
filing the complete ordinance in the appropriate Ordinance Records of this City.
V.
This ordinance shall take effect and be in full force and effect from and
after the date of its passage.

TO THE HONORABLE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
Gentlemen:
In accordance with the proceedings of your Honorable Body, I have prepared
estimates of the cost of street improvements as shown below:
Estimates of the total cost of improvements on a portion of _
TANG A=JE EXTENSTON and portions of sundry other streets,
avenues and public places in the City of Fort Worth, Texas, and estimated amounts per
front foot to be assessed against abutting property and the owners thereof, on each
portion of street, avenue and public place are as follows, to-wit,
PROJECT NO. 104-23000-104, UNIT NO. 12, CONTRACT 10: FROM JACKSBORO HIGHWAY TO NW
2 TH STREET, to be improved by constructing a seven-inch thick reinforced concrete
pavement on a six-inch thick lime stabilized subgrade, with seven-inch high reinfor-
ced concrete curbs and two-foot wide reinforced concrete gutters, and by constructing
five-inch thick concrete sidewalks and six-inch thick concrete driveways where speci-
fied, and by reconstructing existing sidewalks and driveways to proper alignment and
grade, so that the finished street will consist of two 33-foot wide roadways with con-
crete median strips and necessary left turn lanes.
The following assessment rates have been established:

Council action on the project described below is requested.
Project Description
Nature of work: Assessment Paving at Long Avenue Extension as follows:
UNIT STREET LIMITS ROADWAY WIDTH R.O.W.
12 Long Avenue Extension Jacksboro Highway to Dual 32' Roadway 108'-110'
N. W. 26th Street
Sidewalks are included on both sides of Long Avenue to divide and protect pedes-
trian traffic from vehicular traffic and to tie in with existing sidewalks in
the area.
Submission of Bids
The following bids have been received:

Project Cost and Financing
Based on the low bid, approximately $43,362.97 will be assessed against abutting
property owners. The cost to the City-at-large will be approximately $298,058.74,
including engineering. A portion of this amount will be reimbursed to the City
by the Federal Government. The Department of H.U.D. will participate in this
project in the amount of two-thirds of the cost excluding storm drainage. Total
H.U.D. participation is estimated at $208,000, including engineering costs.
Sufficient funds are available to finance the City's cost in Account No.
060-21301-4566, NIP Project Astro.
Supplemental Information
The normal procedure on assessment paving projects is to conduct a Neighborhood
Hearing and prepare an assessment roll prior to the award of contract.
Because of the shortness of the period between final Department of H.U.D. approval
of the plans and the expiration of the applicable Federal Wage Rates, there has
been insufficient time for the completion of assessment rolls and neighborhood
hearings. The current wage rates expire September 28, 1968.

A resume of the Neighborhood Hearing, distribution of cost, and assessment
rolls will be furnished to the City Council at the time of the Benefit
Hearing.
Recommendations
It is recommended:
1) That the following Bond Fund Transfer be approved:

2) That an ordinance be adopted:
a) Declaring the necessity for and ordering the improvements; and,

and amounts to be assessed; and,
d) Awarding a contract to J. L. Bertram Construction and Engineering, Inc.
in the amount of $310,383.37; and,
e) Making appropriations to cover the indebtedness thereby incurred for
improvements of the project named above.

3) That an ordinance be adopted:
a) Approving the estimates of cost and amounts proposed to be assessed; and,
b) Setting October 28, 1968, as the date of the Benefit Hearing.
