During the August 19, 1975 Budget Study Session, certain members of the
Council requested information concerning employees' salaries. This
report attempts to answer those questions.
How many City employees are at the top step of their pay classi-
fication?
Most City employees have a salary range which includes six steps,
A through F. The civil service units, Police and Fire Departments,
have varying salary ranges and steps but most positions have from
1 to 3 steps. The following table indicates the number of employees
and the number at their top step.

Information was also requested as to the number of City employees who are
not at the top step that should be there if their merit increases had not
been denied.
This information cannot be feasibly obtained in a short time period. In
order to determine the number of City employees who have been denied a
merit increase, it would be necessary to examine the contents of each
employee's personnel folder. A new City employee has approximately 7
documents in his folder. A long-term City employee may have in excess of
250 documents in his folder. All of these documents would have to be
reviewed to determine if a merit increase had been denied. With the num-
ber of current City employees and the number of employees who have been
terminated or quit for various reasons, this task could not be obtained
quickly enough to be of use in budget reviews without a massive commit-
ment of manpower and substantial overtime costs.
