UDE FOATp To the Mayor and Members of the City Council September 8, 1975

rtX Subject: POLICE DETECTIVE COMPARISONS
X07)
At a recent budget study session, the City Council requested informa-
tion concerning comparisons of detective personnel with other cities.
This report attempts to provide this information.
Information was obtained by telephone interviews with representatives
from various cities police departments , plus the 1975 Municipal Year-
book and the 1973 FBI Uniform Crime Report. This is the latest Uniform
Crime Report available and all information was attempted to be corre-
lated to January 1, 1974.
The attached table indicates the comparison of the number of detectives
in the various police departments as a percent of the sworn police
personnel, the detective per population ratio and the detective per
Part 1 Crimes.
From this tabulation it can be seen that 11% of Fort Worth's Sworn
Police Officers are assigned to the Detective Division compared to
an average of 15.4% of the major Texas cities surveyed. The ratio of
detectives per population in the City of Fort Worth is one detective
per 5,556 compared to an average of one detective per 5,200 residents
in the nine city comparison. The ratio of detectives per Part 1
Crimes in Fort Worth is one detective per 303 crimes compared to one
detective per 319 crimes which is the average of the nine city com-
parison.
Information was also requested concerning the impact on crime if
additional detectives were added. Police officials have indicated
it would be impossible to state what impact, if any, additional
detectives would have on crime in Fort Worth. There are too many
variables involved in crime to permit forecasting of the results of
changing one facet of the criminal justice system.
Obviously, if the crime rate remained relatively stable, additional
detectives would relieve the workload of existing personnel, thereby
allowing more time to review each case.
Should members of the City Council desire additional information on
this subject, it will be provided upon request.
Respectfully submitted,
)c
