As provided in the City Code, Section 19-420 and 19-421, the City of
Fort Worth issues permits for the following occupations, vocations
and businesses:
Bakery Hotel and Motels
Barber Shop Lunch Counters
Beauty Parlor Meat Market
Bottling Plant Place of Public Amusement
Cafe Public Swimming Pool
Candy Store Restaurant
Dining Room Theaters
Food Factory Transient Stock Company
Food Peddler Water Distributor
Grocery Store Water Melon Stand
Hamburger Stand
Separate permits are not required for the retail sale of food under
one roof if food is not actually prepared or processed on the premises
and the establishment where the items are sold is covered by a permit.
Current inspection fees were established in September 1965, and are
as follows:

Fiscal year 1975-76 projected costs are approximately $1.75,000, and
estimated revenue is $68,000. In order to recover the full cost
of the inspection program a fee of $60 per operation. would be re-
quired with approximately 2,900 operations. Such a fee could be a
considerable hardship forlow volume operations.
These permits are renewable annually with payment. sof fee .due October 1..
To date, fees have been received for an estimated 200 operations. If
fees are to be raised, these establishments would be billed for the
difference.
A telephone. survey was made of permit fees in the cities of Houston,
Austin, San Antonio and Dallas. The City of Dallas does not charge
a fee for their inspection services at the present time, but is
reportedly considering a new ordinance establishing inspection fees.
In the cities of Houston, Austin and San Antonio, permit fees are
based on the number of .emplayees.. The City of Houston charges $5
for the first 6 employees, to $25 .for 100 employees and up. The
City of San Antonio charges $20 for- the first.2 employees., to $80
for 10 employees or more. The City of Austin charges $22,.50 for the
first 5 employees, to $90 for 30 employees or more.

The Health Department feels the permitting of establishments based an
the number of employees is an awkward and time-consuming -.process in
order to determine the amount of the fee. The current syptem of
permitting the different types of operations is more uniform and
more feasible to administer.
The milk fee was adjusted this past year increasing revenue- from
this source to approximately the same as the expense incurred.
The other health inspection fees include Care Home Licanses,. Mobile
Home Parks, Pest Control, Refuse Hauler, and Septic Tank Cleanar.
There was insufficient time to thoroughly review all of .these fees,
which are relatively minor revenue sources. Further ana-lysis of
all fees will be made in the future and appropriate recommendations
will be submitted.
