AN GRDINANCE ADJUSTING THE TOTAL NUMBER OF
AUTHORIZED CIVIL SERVICE POSITIONS IN THE POLICE
DEPARTMENT; ADDING TWG CORPORALIDETECTIVE POSITIONS
AND THREE SERGEANT POSITIONS; PROVIDING A STATEMENT OF
PURPOSE AND INTENT FOR THE ADOPTION AND
IMPLEMENTATION OF THIS ORDINANCE; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR ENGROSSMENT AND
ENROLLMENT OF THIS ORDINANCE; AND PROVIDING AN
EFFECTIVE DATE.
BE IT HEREBY KNOWN:
WHEREAS, the Police Chief has requested the City Council to readjust and
thereafter specify the total number of authorized civil service positions in the Police
Department into conformity with the proposed changes as set forth immediately below in
order to effect efficient economy of the operations of the Police Department; and
WHEREAS, on September 15, 2009, the City Council approved the adoption of
the FY 2010 budget and staffing ordinance concerning the authorized positions for the
Police Department. As such, the Council adjusted the Police Department's civil service
staffing, effective October 1, 2009, as follows:

City Council may prescribe the authorized number of positions in each classification

New, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FART WORTH, TEXAS:
SECTION 1.
That, following the formal adoption of this ordinance, the following positions
shall be the only civil service positions in each classif cation drank} authorized in the City
of Fort North Police Department for the remainder of the fiscal year 2009-2010 or until
modified by subsequent ordinance:
Deputy Chief 5
Captain 13
Lieutenant 46
Sergeant 161
CorporallDetective 210
Police officer 1,118
Total 1,553
SECTION 2.
The "Mayor and Council Communication" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by
reference for further clarification and explanation of the purpose and intent of the Council
in their adoption as well as the Department's implementation of this ordinance.
SECTION 3.
This ordinance shall be cumulative of all provisions of previous ordinances and of
the Code of the City of Fort Worth, Texas ~ 1986), as amended, except where the
provisions of this ordinance are in direct conflict with the provisions of prior civil service
staffing ordinances for the Police Department and such Code, in which event conflicting
provisions of such ordinances and such code provisions are hereby repealed and this
ordinance shall be controlling.
SECTION 4.
It is hereby declared to be the intention of the City Council that the sections,
paragraphs, sentences, clauses and phrases of these ordinances are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional bythe valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of this ordinance, since the same would have been enacted by the
City Council without the incorporation in this ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
SECTION 5.
This ordinance shall take effect and be in full force and effect from and after its
passage, and it is so ordained.

Adopt Civil Service Staffing Ordinance Increasing Authorized Strength by Two CorporallDetectivessnd
Three Sergeants in the Police Department
RECOMMENDATION:
It is recommended that the City Council adopt the attached ordinance specifying the number of authorized
civil service positions in the Police Department, thereby effectively increasing the number of authorized
positions by two detective positions and three sergeant positions.
^iscussloN:
September 15, 2009, the City Council adopted the Fiscal Year 2009 -2010 budget. The total authorized
staffing was 154$. At this time, the Police Department wants to utilize five of the Patrol Allocation Model
PAM}positions originally earmarked for patrol growth for Fiscal Year 2009, but not enacted due to
attrition. We are requesting that two of the PAM officer positions be changed to the corporalldetective rank
and then added to the authorized staffing level for corporalldetective. Additionally, we are requesting that
three PAM sergeant positions beadded to our authorized staffing level.
The Police Department is completing some internal reorganization which includes the creation of a Special
Investigative Unit SIU}. The purpose of the SIU is to ensure the integrity of the Police Department through
the objective investigation of allegations of police misconduct and to support internal controls. In addition,
SIU will be principally responsible for helping the Police Department maintain its credibility and respect,
both from the public it serves and among its members. The SIU will consist of two detectives and two
sergeants. we also need to add a sergeant position to supervise the firearms training for police recruits
and annual officer requalification at the Police Firing Range.
Additionally, we received notice as of September 2009, that the Enhanced DART grant had ended. Those
two grant-funded detective positions provide specific investigative support for victims of domestic abuse.
Those positions will now be funded out of the General Fund to allow us to continue that important work in
our community.
The adjustment of these positions will result in an increase to the Police Department's current authorized
strength. The Police Department's authorized civil service strength is 1,548. Approval of the attached
ordinance would result in the following changes effective upon adoption of the ordinance. See table
below)

These five positions represent a portion of the funding added to the Police Department's budget for the
2009 Patrol Allocation Model. This Mayor and Council Communication seeks to activate these positions to
address the needs of the Special Investigative Unit, the Family Violence Unit and Training.

budget, as appropriated, of the General Fund.
