HomeMy WebLinkAboutOrdinance 21881-09-2015 ORDINANCE N . 21881-09-2015 AN ORDINANCE INCREASING T E ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE ST WATER CAPITAL FUND IN THE AMOUNT OF $300,000.00, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING A PROFESSIONAL SERVICES AGREEMENT WITH HALFF ASSOCIATES, INC., FOR DRAINAGE DESIGN REVIEW SERVICES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; PEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2014-2015 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Stormwater Capital Fund in the amount of $300,000.00, from available funds, for the purpose of funding a Professional Services Agreement with Halff Associates, Inc., for Drainage Design Review Services. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 21457-09-2014 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the execution of a Professional Services Agreement with Halff Associates, Inc., in the amount not to exceed $300,000.00 for drainage design review services. ............­­......... .......... ---------- DISCUSSION: The Professional Set-vices Agreement recommended by this Mayor and Council Communication is for Drainage Design Review Services associated with private development projects. Halff Associates, Inc., will augment staff to reduce the review time of the drainage design component of private development projects. In June 2015, the Transportation and Public Works Department, Stormwater Management Division, published a Request for Qualifications (RFC ) for various technical sery ces associated with drainage engineering, including services to review private development projects for compliance with the City's drainage design standards. Hal ff Associates, Inc., was selected as one of the most qualified engineering consultants fort is service, Halff Associates, Inc., proposes to perform this work on an on-call, time and materials basis for a fee not to exceed $300,000,,00. This contract is expected to provide 200 to 300 reviews over approximately 12 months, depending on the level of development activity, M/WBE Office.- Hal ff Associates, Inc., is in compliance with the City's BDE Ordinance by committing to 15 1.,ogriartrie: 2011.A.1 I)RAINAGIE. DESIGN. R.EVIEW. SERVWES3 Page I of 2 percent SBE participation. The City's SIBE goal on this project is 15 percent. The project is located in ALL COUNCIL DISTRICTS. FISCAL INFORMATION I CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance and supplemental appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Stormwater Capital Fund.
